Student traffic volunteer initiative restarts in twin cities

Bhubaneswar: Commissionerate police on Monday reintroduced the student traffic volunteer (STV) initiative, which had been suspended since 2020 due to Covid-19 pandemic restrictions.
Under the initiative, 53 college students, including 23 female volunteers, have been enlisted to support traffic management operations in Bhubaneswar and Cuttack.
Commissioner of police S Dev Datta Singh said, "The STV initiative will enhance traffic management and encourage community participation in maintaining road discipline."
Of the volunteers, 35 will be positioned at traffic junctions in Bhubaneswar, while 18 will serve in Cuttack, police sources said.
Each volunteer will work for a minimum of 3 hours daily, receiving Rs 200 as compensation. Volunteers have the flexibility to choose their duty timings and locations.
"Volunteers will collaborate with existing traffic police to strengthen road safety measures and ensure better adherence to traffic rules. Their responsibilities encompass managing traffic flow, helping pedestrians cross roads safely, and notifying authorities of traffic violations," additional CP Narasingha Bhol said.

The STV programme addresses the shortage of staff in the capital's traffic police wing, which currently has about 500 personnel. Despite significant growth in the city's area and vehicle population, the number of traffic police personnel remains inadequate. Singh recently submitted a proposal to the govt requesting additional personnel for crime control and traffic management.
The STV scheme, introduced in Jan 2017 in Bhubaneswar and Cuttack, encourages student participation in traffic regulation.
It also aimed to address staff shortages while offering students opportunities for self-reliance and disciplinary learning.
Before its suspension, 400 college students in Bhubaneswar and 200 in Cuttack were supporting traffic management operations.
The revival of the programme follows the March launch of the 'traffic warden' system in Bhubaneswar, where ex-servicemen regulate traffic at various city intersections.

According to data from the past three years, the civic body used an average of 280 kg of hot mix material per square metre to repair potholes. This unusually high quantity suggests potholes were not just surface-level craters but deep enough to severely damage any vehicle that does not have SUV-like ground clearance. However, SMC officials clarified that the reported sq m area shows not just the pothole but the surrounding surface as well. "In most repair work, the material is used to cover a wider area than the actual potholed spot. We cover the surrounding area of the potholes so that the repair survives for a longer period and makes it durable," said an SMC officer. The data shows that from 2022 to 2025, SMC repaired 18,662 potholes across 1,364 roads, covering a total area of 4.70 lakh sq m. Apart from pothole repair, the SMC also spent heavily on material purchases for general road repairs. Over the last three years, it procured 5.24 lakh MT of granular sub-base (GSB), gravel, stone dust, grit, tar, and other construction materials — spending Rs 66 crore. During the same period, an additional Rs 11 crore was paid to contractors for road repair projects. AAP municipal councillor Mahesh Anghan told TOI, "Potholes repair was done by SMC itself, while road repair was done by private contractors hired by the civic body. It shows how poor the road construction work is in the city."

Can't tax cars from military canteens at mkt price, govt told
Panaji: The Goa human rights commission has recommended that the transport department takes steps to ensure that vehicles purchased by personnel of the Indian armed forces are charged taxes based on the cost of the vehicle as paid when purchasing from the canteen store department, and not on the market price. In its inquiry report on Wednesday, the commission recommended that the transport department refund the excess amount charged to the commanding officer of 1 Goa battalion NCC, Jesus Furtado, when he purchased a new Maruti Brezza from the ministry of defence. Furtado, in his complaint to the commission, stated that he paid Rs 8,73,802 to purchase the Brezza from the ministry of defence in Dec 2024, which was a military canteen discounted price, a privilege given to the Indian armed forces by govt. He stated that when he went to the Margao RTO office to pay registration and taxes, he was charged based on the market price of Rs 9,45,778, as opposed to the actual price he paid. He filed a complaint seeking a refund of the excess amount paid. The transport department stated that taxes are collected as per the homologation price frozen in the computer system by the vehicle manufacturer. 'Merely because in the computer system in the RTO office, the homologation price was frozen by the manufacturer/dealer, the complainant could not be charged the tax on the said homologation price,' the commission stated. It found that the transport department wasn't able to produce any provision of law in support of its defence and stated that Furtado is entitled to a refund of the excess amount paid.
