They argued that the policy, which has been in place since 1977, no longer reflects the current socio-economic and educational realities of the various communities in the state.
Despite submitting the memorandum on September 20, 2024, and issuing a 30-day ultimatum on April 26, 2025, the tribes claimed the government "failed" to respond until recently.
It was only during a meeting convened by Deputy Chief Minister Yanthungo Patton on June 3, that the government assured CORRP and the five tribes that a commission would be constituted by June 17.
This assurance came following sustained public pressure, including a large rally held in Kohima and other districts inhabited by the five tribes, where they peacefully protested the delay and demanded transparency and inclusivity in the review process.
Initially, 25 per cent reservation was allocated for seven tribes in non-technical and non-gazetted posts for a period of 10 years. These tribes were designated as 'backward' based on educational and economic disadvantages, and limited representation in state services.
Over the years, the reservation has increased to 37 per cent, comprising 25 per cent for seven Eastern Nagaland Backward Tribes and 12 per cent for four other backward tribes of the state.

The Commission described the SIR as a "massive and successful citizen participation effort" across the state, aimed at enhancing the accuracy of the electoral rolls ahead of upcoming assembly elections. The pleas are listed for August 12 and 13. On petitioners' apprehension that 65 lakh voters are going to be excluded from the draft list to be published by the Election Commission of India in the SIR process on August 1, a bench of Justices Surya Kant and Joymalya Bagchi said that if there is any mass exclusion of voters, then the court will step in. On Monday, the top court again asked ECI to consider including the Aadhaar card and electoral photo identity card as admissible documents to prove the identity of voters during the SIR of electoral rolls being undertaken in Bihar. It had also refused to stop the Election Commission from publishing the draft electoral rolls for Bihar on August 1 as per the schedule.

'The Commission is not convinced with the reasons stated by ADIF for distinguishing its allegations from the issues examined in previous orders passed by the Commission. As per the clear language of Section 26(2A) of the Competition Act, the issues examined in the previous order may be 'the same' or 'substantially the same',' it said in the order. 'Therefore, the present matter is directed to be closed forthwith in terms of the provisions of Section 26(2A) of the Act,' it added.
