India conveys concerns to US Senator on Russian oil 'tariff'

External Affairs Minister S Jaishankar said India has officially expressed its concerns to US
senator Lindsey Graham
on a proposed bill seeking to impose a 500 per cent tariff on countries importing crude oil from Russia.
"Regarding Senator Lindsey Graham's bill, any development which is happening in the US Congress is of interest to us if it impacts our interest or could impact our interest. So we have been in touch with Senator Lindsey Graham. The embassy, ambassador have been in touch," Jaishankar told reporters in Washington on Wednesday.
He said Graham has been made aware of India's concerns and interests in the energy and security space. "We'll then have to cross that bridge when we come to it, if we come to it," he added.
Experts on Russian-US affairs indicated that India could be seeking a waiver under the bill.
The bill proposes to levy a 500 per cent tariff on any nation that buys Russian oil, natural gas, uranium, and other products. The bill has over 80 co-sponsors in the Senate, potentially making it veto-proof.
Speaking to ABC news on Sunday, Graham claimed US President Trump told him that the sanctions bill should be brought forward for a vote.
Earlier in May, Graham said he is in touch with Trump about the bill. Republican lawmakers have indicated they are worried about moving the bill but are waiting for Trump's approval before bringing it to the floor of the Senate.
The proposed bill comes amid efforts by the White House to stabilise ties with the Kremlin.
Meanwhile, Jaishankar also acknowledged the challenge of finding consensus among international partners. He said countries are not supporting each other "sufficiently enough" when countering terrorism.
"Part of diplomacy is to exhort them, encourage them, persuade them, motivate them to do that, and which is why it's important to speak up, and which is why it's important to carry them with us to the best possibility," he said.

Congress president Mallikarjun Kharge asked the Bharatiya Janata Party Friday why it had included the words 'socialist and secular' in the party constitution when leaders of the Rashtriya Swayamsevak Sangh were calling for their removal from India's Preamble. At a public meeting attended by Congress workers from across Telangana, Kharge read out Article II of the BJP constitution which read: 'The Party shall bear true faith and allegiance to the Constitution of India as by law established and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India'. Commemorating 50 years of the imposition of the Emergency at an event last month, RSS general secretary Dattatreya Hosabale called for a discussion on whether the words 'socialist' and 'secular' should remain in the Preamble of the Constitution because 'they were added later'. Without naming Hosabale, Kharge, who was speaking at an event called 'Jai Bapu, Jai Bhim, Jai Samvidhan', said: 'Now an RSSwala wants to change the preamble of the constitution by removing the words secular and socialist. I challenge you, BJP, (Prime Minister Narendra) Modi, (Home Minister Amit) Shah and everyone. No one can change or remove this (from the constitution). It is my challenge. You won't be able to do so'. Criticising the current BJP rule in the Centre, Kharge said: 'Modiji has visited 42 countries, but he has not visited our own Manipur. Manipur where rape, violence is happening. Why is Modi silent about Manipur? Rahul Gandhi and I went there. Modi has not even peeped into Manipur to see what's happening there'. About the Pahalgam terror attack, Kharge said: 'We had stood behind the country and the soldiers of the country when the terror attack happened. But why did Modi leave the war in the middle? He did not make use of the chance he got to square with Pakistan,' he said. Coming down heavily on US President Donald Trump's announcement that he 'brought peace' between India and Pakistan, Kharge said, 'Why is Modi silent about Trump's announcement'. He added that India's foreign policy has made enemies out of countries everywhere. Kharge added, 'We will teach BJP a lesson. The Congress party will come to power in the Centre…Modi and Shah will leave Delhi when this happens'. In Telangana, Kharge said that 42 percent reservation for Backward Classes will be implemented in educational and employment and local body elections. New Delhi: A much-delayed statement by Kangana Ranaut on her parliamentary constituency, flash flood-hit Mandi in Himachal Pradesh, and her party colleague's alleged displeasure over it has given the ruling Congress fodder for criticism. "I do not wish to comment on those who do not care," was the response of BJP leader and leader of opposition in state assembly Jairam Thakur when he was asked during a press briefing why Ms Ranaut hadn't commented on the situation in her parliamentary constituency, Mandi, said, "I do not wish to comment on those who do not care". "I do not know, and I do not wish to comment on it. We are here to live and die for those who care. I do not wish to comment on those who do not care," the former chief minister of Himachal Pradesh said yesterday. The actor-politician took the cue and posted a clarification on her X handle today, claiming she was advised by Mr Thakur himself not to visit the region "until the connectivity to the affected areas is restored". "It is heartbreaking to see massive flood devastation in Himachal almost every year now. I tried reaching to flood-affected areas in Seraj and other areas in Mandi, but was advised by the respected leader of opposition Shri @jairamthakurbjp ji, to wait until the connectivity and reach to the affected areas are restored," she wrote on X. Mandi district, severely impacted by cloudbursts, flash floods and landslides, saw the most number of deaths (17). Several people have died while a search is underway for several missing in the cloudburst and flash flood-related incidents in Mandi. The flash floods have sent 280 roads, including 156 in Mandi, out of bounds for traffic. Chief Minister Sukhvinder Singh Sukhu today announced a series of relief measures, including Rs 5,000 per month as rental assistance for families displaced by the calamity, and said that the cloudburst incidents are being studied. "In the last 14 to 15 days, we have seen around 14 cloudbursts. We are currently studying why such frequent cloudbursts are happening," he told reporters. Reacting to Ms Ranaut's social media post, Mr Sukhu said, "She should immediately speak to Jairam Thakur ji." He also reacted to Mr Thakur's press briefing and said that instead of addressing the media, he should help affected people. "Instead of addressing the press in Mandi, he should have gone to Siraj, to the people. That's the duty of a public representative. We are not doing politics. I can show you the call record of my conversation with Jairam ji. Our job is to deliver relief to the people. It is sad that the former Chief Minister is making misleading statements", said Mr Sukhu. Monsoon hit the state on June 20 and since then has cost the state Rs 5,000 crore in damages, as per officials. Several houses have been damaged and vehicles washed away in the cloudbursts. Five relief camps have been set up to house the 402 people rescued, 348 of them from Mandi alone.
