Beirut municipal election saga: Sectarian tensions flare in Lebanon's parliament ahead of vote

LBCI25-04-2025

Report by Ghida Fayad, English adaptation by Karine Keuchkerian
As Lebanon's municipal elections draw closer, debates in parliament have become increasingly sectarian, particularly regarding the Beirut municipal elections. A sense of chaos has engulfed the chamber, which has also resonated within political circles recently.
This prompted Parliament Speaker Nabih Berri to propose the formation of a committee led by Deputy Speaker Elias Bou Saab to find a consensual solution.
The committee would present legal proposals or formulas to be referred to the general assembly for approval in a session that Berri could schedule before the Beirut elections.
Several changes have occurred in recent hours, particularly as political forces involved in the Beirut municipal elections have intensified their meetings and communications.
According to information available to LBCI, no committee will be formed, as Bou Saab informed Speaker Berri, deeming it unnecessary.
As a result, it appears that consensus has become the only realistic option, with political forces taking action and the situation beginning to take shape.
Amending the law now seems nearly impossible, with consensus focusing on achieving a balanced representation through the formation of a coalition list that includes most of the city's political factions.

Salam meets Berri in Ain el-Tineh, says his doors 'always open' for Hezbollah

by Naharnet Newsdesk 6 hours Prime Minister Nawaf Salam said Monday that his "doors are always open" for Hezbollah after he met with Parliament Speaker Nabih Berri in Ain el-Tineh, as the gap between Salam and Berri's ally Hezbollah seemed to widen over the group's disarmament. "I am leaving plenty of room for cordiality with (Hezbollah MP) Hajj Mohammad Raad and my doors are always open for him and Hezbollah," Salam said. Raad had recently criticized Salam for recently omitting the word "Resistance" from the "Resistance and Liberation Day" holiday in one of his statements, but said he would not respond to Salam's comments on Hezbollah's disarmament "to preserve what's left of cordiality." Berri on Friday told local al-Joumhouria newspaper that "if Salam escalates, we will escalate and if he chooses to calm things down, we will calm them down," after Salam said in recent comments that the era of "exporting the Iranian revolution has ended" and that the state "will not remain silent over any arms outside the state's control". In his interview with al-Joumhouria, Berri also urged the government to prioritize the construction of war-hit regions, saying it's the government's responsibility "whether it likes it or not." Berri had met last Friday with President Joseph Aoun at the Baabda Palace, in talks he described as "excellent."

Lebanon: PM Salam Visits Speaker Berri, Says Doors Open to Hezbollah

Lebanese Parliament Speaker Nabih Berri received on Monday PM Nawaf Salam, who stressed commitment to the ministerial statement and said that doors are open to Hezbollah. National News Agency (NNA) reported that discussions between Berri and Salam touched on the current general developments, political updates, as well as the reconstruction efforts. Following the meeting at Ain Al-Tineh, Salam told reporters that he has not deviated 'by a single word from what was agreed upon,' responding to accusations that he was not abiding by the ministerial statement. He added that he is committed to reconstruction, noting that the government is mobilizing the necessary support for this. Meanwhile, signaled a willingness for dialogue and engagement with Hezbollah. '(Hezbollah MP) Mohammad Raad and the group are welcome. The doors of my home and the Grand Serail are open,' he said in remarks carried by local media. When asked about the relation with the Lebanese premier last week, Speaker Berri told Lebanese daily Al-Jomhouriya that Salam's tone sets the tone. 'He brings the heat, we'll match it; he stays cool, so will we.'
