TAHDCO forms community groups to oversee maintenance of multipurpose halls under its domain

The Tamil Nadu Adi Dravidar and Housing Development Corporation (TAHDCO) has formed community groups consisting of members from Scheduled Castes (SCs) and Scheduled Tribes (STs) to manage and maintain community halls, village knowledge centres, and multipurpose centres under its control across the State, with an aim to ensure better upkeep of assets and promote community participation.
According to official sources, previously, the responsibility of maintaining these community assets under TAHDCO's control was vested with village panchayats. However, many of these assets were not maintained properly resulting in poor upkeep and damages to infrastructure. To address these concerns and ensure the effective utilisation of these spaces, TAHDCO has set up dedicated community hall maintenance groups comprising SC/ST members from local areas. These groups function similar to self-help groups, with a structured model of operation and financial backing.
Each group receives a loan of ₹3.5 lakh from TAHDCO through the National Scheduled Castes Finance and Development Corporation (NSFDC) at a concessional interest rate. Further, the State government provides a 35% subsidy under the CM-ARISE scheme, reducing the repayment burden significantly, said K.S. Kandasamy, Managing Director, TAHDCO.
The funds are being used to procure essential furniture such as chairs, dining tables, and office equipment. The groups are allowed to rent out the premises for events and functions at affordable rates to generate income. Unlike the earlier system, where the ownership of the asset was in the name of the respective panchayat president, the new model places the asset under the name of the District Manager, TAHDCO. Beyond financial benefits, this model gives a sense of community ownership and responsibility, he added.

It was argued while the reservation framework was initially introduced to uplift the historically disadvantaged communities, the current system disproportionately benefits those belonging to relatively well-off economic strata and high social status backgrounds within these groups, thereby leaving the most economically deprived members with limited access to opportunities. "Petition calls for an urgent need to integrate economic criteria into the reservation policy to ensure that benefits are conferred upon those who genuinely require state support. This reform proposal does not seek to abolish or undermine caste-based reservations but rather to refine them to serve their intended purpose more effectively," it said. The PIL said by introducing an income-based prioritisation mechanism within SC, ST reservations, the proposed framework aims to prioritise opportunities for the most disadvantaged persons amongst the SC-ST communities. "The necessity of such an approach stems from the fact that over the past 75 years, reservations have disproportionately benefited a select few within the reserved categories, creating intra-community economic disparities and failing to achieve holistic upliftment," it said. The petition added that the quota system was established as a tool for social justice, aimed at rectifying centuries of discrimination and socioeconomic deprivation faced by marginalised communities. Kerala government plans job placement for 50,000 SC/ST youths this year

THIRUVANANTHAPURAM: The state government is set to launch a major training and placement programme targeting jobless youngsters from scheduled caste (SC) and scheduled tribe (ST) communities. The initiative aims to provide jobs to around 50,000 youths this year through the Kerala Institute of Local Administration (KILA), with a special focus on those holding technical qualifications. According to senior officials, 2,398 community promoters -- 1,216 SC promoters and 1,182 ST promoters -- working with local bodies across the state will be enlisted to implement the programme. These promoters were recently given a month-long training regarding the selection process through KILA. Their primary task will be to identify unemployed youngsters with technical education backgrounds. 'We will then provide them with the necessary training to ensure job placements,' an official associated with the programme told TNIE. The government is also considering extending the scheme to students from the 46 Industrial Training Institutes (ITIs) managed by the scheduled caste development department in a subsequent phase, sources said. Officials highlighted that the programme will go beyond providing technical skills. 'Many candidates lose out in interviews due to factors such as lack of confidence or communication barriers. We are planning special training modules to boost their confidence and improve their employability. Similarly, we will also assist youngsters who couldn't complete ITI courses due to various reasons,' a senior officer said. While the initial target is 50,000 jobs, officials noted that the figure could rise based on reports from local bodies.
