Custody photos too poor for facial recognition technology
Police forces across the UK upload images of everyone they arrest to the Police National Database (PND), which allows officers to detect potential matches with photographs of suspects captured and uploaded from sources including video doorbells and CCTV.The intelligence sharing system can lead to a person arrested for one crime being linked to numerous unsolved crimes.
While custody photographs remain mostly low-quality, Police Scotland will be unable to take part in new facial matching services, including the controversial live facial recognition technology.MSPs have previously warned that using live facial recognition on members of the public would be a "radical departure from Police Scotland's fundamental principle of policing by consent."But the report highlighted the problem with the current use of retrospective image search technology (RIST) when the custody images were not adequate. Figures from Police Scotland revealed that a potential match was found in just 2% of RIST searches.But it also gave examples of successes in Scotland including the sexual assault of a tourist who was then sent offensive messages and images from the perpetrator.Officers matched the photo from his messaging app to a custody photo taken more than 20 years ago.Facial recognition technology can also be used to compare images on the the Child Abuse Image Database (CAID) to identify victims and perpetrators of online child sexual abuse.
Suspects 'not being detected'
Dr Plastow said: "While carrying out this assurance review we were informed about the insufficient quality and resolution of Scottish images on the Police Scotland Criminal History System, which affects a portion of custody images captures between 2019-2024."This means a sizeable portion of custody images are not searchable under PND facial search functionality."This gap could mean that people who have had their custody image previously taken, are not being detected on future probe images uploaded by Police Scotland, which could lead to crimes not being detected."The report stated that the force said a "software issue" was causing the custody images to be captured at a lower than recommended minimum size.The images were then being additionally compressed using a technique that left them unsuitable for use with the PND.
Dr Plastow added: "Extreme caution must be exercised with any retrospective ICT fix to uncompress these images."If they cannot be fully restored to their original format, the reliability of the data could be significantly compromised."Dr Plastow said there needed to be "transparency, robust governance and independent oversight" when using biometrics. Assistant Chief Constable Steve Johnson said Police Scotland would consider the Scottish Biometrics Commissioner's recommendations in full."Our Biometrics Oversight Board is already aware of this issue and is overseeing work to improve the quality of images taken in custody and the collaboration with Home Office Strategic Facial Matcher Project, which mirrors the recommendations," he said.

Baby murder accused appears in court charged with infant's death at Scots hospital
He appeared at in court charged with one count of murder after the death of the baby in Kirkcaldy's Victoria Hospital last month. A man has appeared in court charged with killing a baby at a Scots hospital last month. Emergency services were alerted to the death of a two-month-old baby boy in Kirkcaldy's Victoria Hospital, Fife, on July 27. Police were called to the scene at around 3pm and a 26-year-old man was charged in connection with the incident. Ryan Lumsden, from Glenrothes, appeared at Kirkcaldy Sheriff Court on Thursday. He was charged with one count of murder. Lumsden made no plea and was granted bail. The case has been committed for further examination. Lumsden's next court appearance has not been confirmed. "Around 3pm on Sunday, 27 July, 2025, officers received a report of a baby having died within Victoria Hospital Kirkcaldy. 'The man appeared at Kirkcaldy Sheriff Court on Thursday, 14 August."

A post about the incident on the Police Scotland Greater Glasgow Facebook page said: "Officers are appealing for information following a robbery at a shop on Hawthorn Street in Glasgow. "The incident happened around 9.05pm on Saturday, 16 August, when a man entered the premises and sprayed a staff member with a substance before making off with a sum of cash. "Emergency services attended and the staff member, a 24-year-old man, was taken to Glasgow Royal Infirmary for treatment. The suspect is described as white and of slim build. "He was wearing a green and grey tracksuit top with a zip, orange shorts, black socks and black trainers. He left in the direction of Memel Street." Detective Sergeant Greg Turnbull said: 'This was an extremely frightening experience for the shop worker which left him with serious injuries requiring hospital treatment. 'Extensive enquiries are ongoing to trace the man responsible and we are asking anyone who knows who he is or where he might be to get in touch. 'We are also asking anyone who saw anything before or after the robbery to make contact. Please also check private CCTV and dash-cam footage to see if you have captured something that could assist with our investigation.' Police probe launched after 'sickening' fire attack on Scots kids football club
The blaze destroyed storage containers housing equipment used by the team. A kids football club has hit out after a fire attack at their home ground as Police Scotland say officers are now investigating the deliberate blaze. The incident took place at Mintlaw Boys Club's premises in Mintlaw, Aberdeenshire, on Friday evening and saw a firebug torching storage containers. The club said the containers have been completely destroyed and that items stored within them, including training and match balls, have also been lost. The club posted on Facebook on Saturday: "The club is very saddened to find out that last night our container at the Mintlaw pavilion has been damaged beyond repair after being deliberately set in fire, with many items within now destroyed also! "We are a community club serving youngsters from the village and surrounding areas and this needless vandalism just causes unnecessary work for the club volunteers who already give up an incredible amount of time to help run the club! "If anyone has any information, please contact the police and hopefully the can catch the persons responsible." The volunteers at MBC do fantastic work, providing a fantastic service within the community to 100s of kids. "So much hard work goes into running the club from the committee behind the scenes to the coaches and first aiders providing the opportunity for kids to be part of a team and making friendships and memories that will last a lifetime. "Unfortunately this type of incident is common place with other grassroots clubs having being on the receiving end of vandalism stalling their good work. "All this good work undone by mindless vandalism. "Let's hope culprits are caught and the club continues their great work." And coaches from other clubs offered to help. One said: "What a total sickener. Hope they catch the people responsible. Please drop a message if Peterhead boys club can help out with equipment to get you by in the short term." Another said: "Soul destroying!! Hope they find who done this and folk pay for the damage." While a third added: "Really sorry to hear this. Absolutely terrible hope none of the kids lose out cause of this. Great club and always a pleasure playing against you guys." Another wrote: "I am so sorry. No respect for people's things now. The bairns must be devastated everything burned." And several followers asked if they could donate to the team to help replace what had been damaged. A Police Scotland spokesperson said: 'Around 7.30pm on Friday, 15 August, 2025, police received a report of two containers on fire in the North Street area of Mintlaw. The fire is being treated as wilful and enquiries are ongoing.'
