India calls for time-bound UNSC reforms, backs Pact for the Future agreement
New York, Jul 18 (PTI) India has called for urgent and time-bound UN Security Council reforms while reiterating its strong commitment to the implementation and review of the 'Pact for the Future" agreement to strengthen global cooperation.
Speaking at an informal dialogue on Thursday, India's permanent representative to the UN Ambassador Parvathaneni Harish also stressed the importance of coherence with G20, World Trade Organisation, World Bank, and IMF processes.
The Pact for the Future is a United Nations agreement adopted at the Summit of the Future in September 2024, aiming to strengthen global cooperation and address current and future challenges.
'We must particularly ensure dedicated attention to critical reform areas, especially the UN Security Council expansion and international financial architecture reform, where progress has been insufficient," he said.
As regards to UN Security Council reforms, the 'majority agree that the body should be reflective of the current geopolitical realities" and enhance the 'Council's credibility," he said while emphasising the need to 'resist efforts by those who seek to maintain the status quo." India has been at the forefront of the years-long efforts to reform the Security Council, saying it rightly deserves a place as a permanent member of the Council, which in its current form does not represent the geo-political realities of the 21st Century.
'India believes the 2028 review should be results-oriented and forward-looking," he said while delivering remarks at the third interactive informal dialogue on the review of the Pact for the Future agreement.
Ambassador Harish also presented a copy of the Hindi translation of the Pact for the Future to UN General Assembly President Philemon Yang, Permanent Mission of India to the United Nations posted on social media.
The Pact for the Future covers a broad range of themes, including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations, and the transformation of global governance. PTI RD ZH RD RD

Five ex-Punjab cops sentenced to life imprisonment in 1993 fake encounter case
Agency: PTI Last Updated: Chandigarh, Aug 4 (PTI) A CBI court in Mohali on Monday sentenced five former police officials to rigorous life imprisonment in a 1993 fake encounter of seven persons of Tarn Taran district and described their conduct 'morally bankrupt and profoundly inhumane". The court of CBI Special Judge Baljinder Singh Sra which pronounced the verdict also imposed a fine of Rs 3.50 lakh on each of the convict. The court had found them guilty of criminal conspiracy, murder and destruction of evidence under relevant sections of the Indian Penal Code on August 1. The then deputy superintendent of police Bhupinderjit Singh (61), who later retired as SSP, the then assistant sub-inspector Devinder Singh (58), who retired as DSP, the then assistant sub-inspector Gulbarg Singh (72), the then Inspector Suba Singh (83) and the then ASI Raghbir Singh (63) have been sentenced to rigorous imprisonment for life. Five other accused police officials — the then Inspector Gurdev Singh, the then sub-inspector Gian Chand, then ASI Jagir Singh and then head constables Mohinder Singh and Aroor Singh passed away during the trial. The court, in an order, said, 'Upon consideration of the rival contentions, this court is of the view that there is no doubt regarding the sheer venality and callousness with which the convicts acted, reflecting an utter disregard for human dignity and life. Their conduct was not only unlawful, it was morally bankrupt and profoundly inhumane." 'However, in view of their advanced age and the prolonged agony endured during the course of the trial over many years, this court refrains from awarding the capital punishment," it said. The court said Dr B R Ambedkar, the chief architect of the Indian Constitution, once said, 'Rights are protected not by laws but by the social and moral conscience of society". Regrettably, this moral consciousness has yet to be fully absorbed and reflected in the institutions of governance entrusted with the protection of people's rights, said the order. The court said it can very well imagine the plight of their parents and family members who were running from pillar to post since the year 1993 to seek justice. Taking into consideration all these facts and circumstances in the light of above judgment, the fine amount awarded shall be paid as compensation to their widows and legal heirs in equal proportion, said the order. Among the seven victims, three were special police officers. As per investigation conducted by the CBI, a police team led by the then station house officer of Sirhali police station Gurdev Singh picked up SPOs Shinder Singh, Desa Singh, Sukhdev Singh and two others Balkar Singh and Daljit Singh from the residence of a government contractor on June 27, 1993. They were falsely implicated in a robbery case, as per the CBI probe. Thereafter, on July 2, 1993, the Sarhali police registered a case against Shinder Singh, Desa Singh and Sukhdev Singh, claiming that they had absconded along with government-issued weapons. On July 12, 1993, a police team led by the then DSP Bhupinderjit Singh and then Inspector Gurdev Singh claimed that while escorting one Mangal Singh to Gharka village for a recovery in the dacoity case, they were attacked by militants. In the crossfire, Mangal Singh, Desa Singh, Shinder Singh and Balkar Singh were killed. However, forensic analysis of seized weapons pointed to serious discrepancies and post-mortem examination reports also confirmed that the victims were tortured prior to their death, as per the probe. Despite being identified in records, their bodies were cremated as unclaimed, as per CBI investigation. On July 28, 1993, three more persons Sukhdev Singh, Sarabjit Singh and Harvinder Singh were killed in a staged encounter involving a police team led by the then DSP Bhupinderjit Singh, according to the CBI investigation. The case was handed over to the CBI following a Supreme Court order on December 12, 1996 in connection with mass cremation of unidentified bodies in Punjab. The CBI registered the case in 1999 based on the complaint of Narinder Kaur, the wife of Shinder Singh. Nagaland cabinet likely to decide on reservation policy on Aug 6
Agency: PTI Last Updated: Kohima, Aug 4 (PTI) In a significant development regarding the ongoing demand to review Nagaland's job reservation policy, the state cabinet is expected to take a final decision on Wednesday, sources said. The information was conveyed during a meeting on Monday between the state's new Chief Secretary Sentiyanger Imchen, and representatives of the five Tribes Committee on Review of Reservation Policy (CoRRP) here. The CoRRP represents five major Naga tribes — Ao, Sumi, Lotha, Rengma, and Angami — and was formed to push for a review of the state's reservation policy, which they describe as 'imbalanced and outdated." 'The meeting had a brief discussion on the core demands raised and the response of the state government so far. The chief secretary informed that the state cabinet will meet on August 6 and will take a final call on the core demands, including the framing of terms of reference and the composition of the commission within the next fortnight," the statement said. In view of the assurance, the CoRRP has agreed to keep the proposed third phase of its agitation in abeyance, they said. The push to review Nagaland's reservation policy intensified after the five tribal apex bodies under the banner of the 5-Tribes CoRRP submitted a joint memorandum to the state government. They argued that the policy, which has been in place since 1977, no longer reflects the current socio-economic and educational realities of the various communities in the state. Pressing for fulfillment of their demand, the committee conducted at least two phases of agitation – first on May 29 in the form of protest rallies across multiple district headquarters (Dimapur, Kohima, Mokokchung, Wokha, Tseminyu, Zunheboto, Chümoukedima, Niuland). The second phase was on July 9, thousands of people from the 5 tribes, young and old, man and women attired in traditional dresses staged a protest outside the Civil Secretariat. Initially, 25 per cent reservation was allocated for seven tribes in non-technical and non-gazetted posts for a period of 10 years. These tribes were designated as 'backward' based on educational and economic disadvantages, and limited representation in state services. Over the years, the reservation has increased to 37 per cent, comprising 25 per cent for seven Eastern Nagaland Backward Tribes and 12 per cent for four other backward tribes of the state.
