Seoul mayor backs K-beauty, fashion push into Europe

Seoul Mayor Oh Se-hoon recently proposed a range of strategies for the global expansion of Korean beauty and fashion brands during a visit to Milan's representative fashion association.
Although South Korea's beauty and fashion industries have steadily grown to a global scale -- becoming the world's third-largest cosmetics exporter by surpassing the $10 billion mark for the first time in 2024 -- Europe has remained outside its top 10 export destinations.
Oh highlighted the potential for growth in Europe and suggested a multipronged approach to help Korean beauty and fashion enter overseas markets during his visit to Milan on July 4.
In early July, after attending the World Cities Summit's Mayor Forum 2025 in Vienna, Oh arrived at the headquarters of the Camera Nazionale della Moda Italiana -- a non-profit association for the development of Italian fashion and the organizer of Milan Fashion Week -- to strengthen the global partnership between the two cities through fashion.
According to the Seoul Metropolitan Government, Oh reaffirmed a continuous commitment to mutual exchanges and collaboration between Seoul and CNMI, which signed a memorandum of understanding in February 2024.
One of the key agreements was to enhance cooperation between Seoul Fashion Week and Milan Fashion Week to create a system for promoting Korean brands through Milan's iconic fashion platform.
The city government explained that Oh proposed inviting Milan Fashion Week brands to participate in Seoul Fashion Week to promote it as a key event in the global fashion calendar.
The mayor also visited Milan's iconic stationery shop, 10 Corso Como, where a pop-up exhibition titled 'K-Vibe from Seoul' was held, showcasing Seoul's beauty, fashion and K-pop culture. There, Oh discussed global market strategies with 14 Korean beauty and fashion brands.
The Seoul Metropolitan Government has engaged in several initiatives to elevate the Korean beauty and fashion industries, providing support for their entry into overseas markets, global marketing, talent development and participation in international fashion weeks.
In addition to the annual Seoul Beauty Week -- a global business platform aimed at making the city a leading hub for the beauty industry -- the city government opened a service platform, Seoul Beauty Hub, in June to assist a total of 100 companies in design, distribution, export, and online and offline marketing.
Overseas expansions of competitive Korean fashion brands are also expected to accelerate, with the city government deciding to continue holding trade shows during the annual Seoul Fashion Week to connect promising local brands with key buyers and to offer consulting services.
Dongdaemun Design Plaza, the major venue of Seoul Fashion Week, located in Jung-gu, central Seoul, is set to be transformed into a multipurpose cultural and commercial space where both locals and overseas visitors can enjoy beauty, fashion and cultural content, according to a city official.

South Korea will be treated as a most favored nation by the United States in terms of semiconductor exports under a bilateral tariff agreement, the trade minister said Thursday, noting that Korean firms will not be subject to 100 percent duties as announced by US President Donald Trump. "If the US semiconductor tariff rate for MFNs is set at 15 percent, South Korea will also enjoy 15 percent tariffs regardless of the rate going up to 100 percent or 200 percent," Trade Minister Yeo Han-koo said in a radio interview with broadcaster SBS. "In the trade deal, the US administration promised to grant us MFN status when imposing tariffs on the semiconductor and bio sectors in the future," Yeo added. Yeo's remarks came after Trump said his administration will impose a tariff of about 100 percent on semiconductor imports, which is expected to be officially announced in the coming weeks. Asked whether Samsung Electronics Co. and SK hynix Inc., two major chip manufacturers in Korea, will not face 100 percent tariffs, Yeo answered, "Yes." Industry and trade experts here expect Washington's tariff rate for chip imports from MFNs to be set at 15 percent as the US agreed to apply 15 percent duties on European products in a trade agreement with the European Union last week. In a trade deal with Korea, the Trump administration did not specify how much tariff it will impose on Korean-made semiconductors, but agreed to grant Seoul the status of MFN in the sector. Under the deal, the US lowered its reciprocal tariffs for Korea to 15 percent from the initially proposed 25 percent and also reduced the tariff rate for Korean cars to 15 percent from 25 percent. In return, Seoul made a pledge to invest a combined US$350 billion in the US for cooperation in the shipbuilding, semiconductor, battery and other key industries, while promising to purchase $100 billion worth of American energy products. Earlier in the day, US tech giant Apple Inc. said it is working with Samsung at the latter's foundry plant in Texas to develop a next-generation semiconductor, which will be used for iPhone devices. South Korean shipbuilding conglomerate HD Hyundai Co. said Thursday it has signed an agreement with US defense technology company Anduril Industries Inc. to expand cooperation in the naval defense sector, particularly in the development of unmanned surface vessels. The two companies signed a memorandum of agreement on Wednesday at HD Hyundai's global research center in Seongnam, south of Seoul, as a follow-up to an earlier memorandum of understanding signed in April. Under the MOA, HD Hyundai will integrate Anduril's autonomous mission execution systems into its USVs currently under development for the Korean market. HD Hyundai will provide artificial intelligence-based autonomy solutions for Anduril's manned and unmanned naval platforms for the US market, in addition to handling ship design and construction. The companies also agreed to jointly develop prototype USVs tailored for both the Korean and US markets, with the Korean prototype slated for release around 2027. Founded in 2017, Anduril has drawn attention for its software-first approach to defense development. The company is known for its AI-powered mission control systems, as well as its autonomous surveillance and reconnaissance technologies. Anduril currently supplies systems to the US Navy, the Department of Defense and the Australian military. "USVs are at the core of future naval warfare," said Joo Won-ho, head of HD Hyundai Heavy Industries' special ship business division. Gyeonggi Province, which surrounds Seoul and is home to over 13 million people, is rolling out a new strategy in hopes of attracting more international tourists. Despite being one of South Korea's most accessible regions from the capital, trouble navigating often keeps foreign visitors away. In an attempt to address the situation, the province announced its '3.3.5.5 Strategy." Despite its size, access to the DMZ, and proximity to Incheon Airport, Gyeonggi Province's share of foreign visitors dropped from 14.9 percent in 2019 to around 10 percent in 2024, according to data from South Korea's Ministry of Culture, Sports and Tourism. Seoul's share has long held at around 80 percent. Meanwhile, the country's tourism landscape has changed. Over 80.5 percent of foreign tourists in 2024 were Free Independent Travelers — those who plan trips on their own rather than booking through a group tour. In 2019, FITs made up 77.1 percent. Gyeonggi now wants to target this growing segment. The strategy sets four measurable goals: Boost international visitor share from 10 to 30 percent. Increase average stays from 2.13 days to 3 days. Raise spending per tourist from 350,000 won to 500,000 won (about $215 to $360). Improve the repeat visitation rate from 34 to 50 percent. Why Gyeonggi gets overlooked The paradox is that Gyeonggi is geographically convenient, but functionally inaccessible. Booking regional buses and trains often requires Korean-language apps or domestic credit cards. Car rentals are available, but GPS systems and maps are primarily designed for local users. Google Maps still lacks turn-by-turn navigation in Korea. Korean apps like Naver Map and Kakao Map support English, Chinese and Japanese, but often fall short for tourists unfamiliar with Korean signage or cultural context. These barriers help explain why South Korea, despite ranking No. 14 overall in the World Economic Forum's 2023 Travel and Tourism Development Index, landed at No. 60 in tourism services and infrastructure. What the province plans to fix To address this, Gyeonggi Provinceworked with national tourism agencies, universities, and research institutes to develop a four-part action plan. It includes: Improved transportation: more shuttle buses, FIT-friendly day tours, a new tourist taxi system, and a dedicated Gyeonggi tourism center in Seoul. Better digital tools: smarter booking platforms and information services for foreign users. Expanded experiences: DMZ tours, regional food programs, and new outdoor and industrial tourism offerings. Targeted marketing: a global tourism brand and campaigns focused on younger travelers. Officials say implementation will begin in 2026, starting with high-impact projects. The province also plans to work with Seoul and Incheon to create a regional tourism network and is pushing the national government to ease lodging and transportation regulations. 'Our goal is to make Gyeonggi Province a place where international visitors can explore freely and comfortably,' said Jang Hyang-jeong, the province's tourism policy director. 'We want them to discover that Korea is more than just Seoul.'
