Province says it will fund training and maintenance for Windsor police helicopter
The province has disclosed some more details about a helicopter the government is buying for Windsor police amid questions from city officials about the aircraft's cost to local taxpayers and stated border security mandate.
On May 15, Ontario Premier Doug Ford's government unveiled its 2025 budget, which includes $57 million to purchase two new Airbus H-135 helicopters — one for Niagara regional police, and one for Windsor police.
The aircraft are meant to help municipal law enforcement "with increased patrols, security, and enforcement at key entry points at the U.S. border," according to the budget.
On Monday, the province told CBC Windsor that it will be covering some of the costs associated with the new equipment.
"Our government is ensuring police services have the tools they need to protect our borders and keep our communities safe — This includes supporting the Windsor Police Service with a new H-135 helicopter," wrote Dakota Moniz, director of communications for Ontario Solicitor General Michael Kerzner.
"In addition to the new helicopter, we will provide funding to the police service to hire and train tactical flight officers, and support the Ontario Provincial Police, who will provide maintenance for the helicopter upon its arrival in 2027," Moniz stated.
As Monday evening, Moniz had not responded to follow-up questions regarding how much the province would be providing, and whether those amounts are included in the original $57-million investment.
Windsor city councillor Jo-Anne Gignac, who chairs the Windsor Police Services Board, has expressed concerns about the costs associated with operating and maintaining a helicopter.
"I think for the people of Windsor to have to assume the cost of operating a helicopter is naturally concerning," Gignac told CBC after the announcement.

After a meeting of the Windsor Police Services Board last week, Gignac said the city was still awaiting details from the province about the helicopter.
"We still don't have the information that we need to be able to sign an agreement in terms of that tool," Gignac said.
"And it is a tool. It's a tool that I appreciate the premier has thought that it might be a positive thing."
There have also been questions whether it's the role of a municipal police service to patrol the international border — which is normally a federal responsibility.
"It's just getting to the point where downloading of different responsibilities that were never part of our municipal responsibilities are coming left and right," Gignac said. "And so we have to be very careful."
Both the Canadian and Ontario governments have implemented new border security measures in response to criticisms from U.S. President Donald Trump, who has claimed that fentanyl smuggling from Canada justifies imposition of tariffs on Canadian goods — despite data showing that the vast majority of fentanyl enters the U.S. from Mexico.
In an effort to appease Trump, Ottawa announced in December that it would spend $1.3 billion on beefing up border security — which includes having the RCMP patrol the border with leased Black Hawk helicopters.
The Windsor detachment of the RCMP declined an interview request on Monday and did not respond to questions about coordinating with the coming Windsor police helicopter patrol.
There's some precedent for the province's new police helicopters. Ford's government previously said it was spending $134 million on five helicopters for police in Ottawa and the Toronto area.
The latest announcement "builds on" that investment, the budget says, adding that the new aircraft "will help protect Ontario's borders and keep highways and roadways safe from violent carjackings, auto theft, street racing, and impaired driving."

Based on data from the Canadian Association of Petroleum Producers, the sector accounted for 3% of the country's gross domestic product (GDP) in 2024. Moreover, oil, natural gas, and refined products account for approximately 20% of Canada's balance of trade. Energy stocks are also popular among investors due to their generous dividends and potential to generate additional returns from rising oil and gas prices. A buying opportunity today, if not a total package for income seekers, is Freehold Royalties (TSX:FRU). Besides the high 8.7% dividend yield, the payout frequency is monthly. The $2-billion royalty oil and gas company owns about 6.1 million acres of land in Canada. In the U.S., its land base is approximately 1.2 million gross drilling acres and continues to expand. As a royalty-interest owner, it benefits from industry drilling activities on the lands subject to the royalty. Freehold receives royalty income from more than 380 industry operators. It manages the assets but spends zero on well operations, maintenance, production, and land restoration to its original state. Operators pay all related costs, while Freehold focuses on business development and accretive acquisitions. Management believes that Freehold is uniquely positioned as a leader in North American energy royalties. Around 25% of key royalty payors have a market capitalization of $10 billion. Top operators or drillers include Exxon Mobil, ConocoPhillips, Canadian Natural Resources, and Tourmaline Oil. Freehold is committed to delivering income growth and durable returns through strategic expansion and targeted acquisitions. The strategy is to concentrate on high-margin and long-duration royalties. Additionally, collaborating with investment-grade operators that have long-term perspectives is advantageous. Regarding inventory life, the Canadian side is 40 years and the U.S. portion is 30 years. Future optionality includes the expansion of geologic zones, improved drilling, and the discovery of other minerals or metals. In Q1 2025, Freehold reported a 23% year-over-year increase in royalty and other revenue to $91.1 million. The 14 and 11 new leases signed in Canada and the U.S. contributed $3.9 million in revenue. Net income and cash flow from operations rose 10% and 20% to $37.3 million and $62.9 million compared to Q1 2024. Its President and CEO, David M. Spyker, said, 'Freehold's Q1-2025 production of 16,248 barrels of oil equivalent per day (boe/d) is at the highest levels in our corporate history, in step with the high-quality acquisition work completed in late 2024. Spyker added, 'The deliberate and strategic build out of our North American royalty portfolio has resulted in a balanced revenue base with Canada contributing 46% of revenue in Q1-2025 and the U.S. contributing 54%. The industry is in excellent shape to manage commodity price volatility due to the capital discipline and prudent balance sheet management approach over the past number of years.' Double Your Money? Top 2 Canadian Stocks in a Tariff-Sensitive Market

These duties disrupt trade, alter the investment landscape, and heighten volatility. Fortunately, not all sectors have incurred losses due to tariff chaos. Canada's main stock index advanced nearly 7.2% in the last three months, notwithstanding the U.S.-initiated trade war. As of June 4, 2025, 8 of the TSX's 11 primary sectors are in positive territory. The materials sector is the top performer year-to-date (+18.3%), while industrials have been steady (+5.4%). Notably, one stock from each sector is among the top Canadian stocks in a tariff-sensitive market. K92 Mining (TSX:KNT) and Magellan Aerospace (TSX:MAL) have delivered outsized gains thus far this year. Given their astronomical returns, you can double your money by investing in either stock. Their total returns in one year are 110.2%-plus and 110.6%-plus, respectively. K92 Mining, based in Vancouver, owns the Kainantu Goldmine in Papua New Guinea. The $3.6 billion gold producer aims to become a mid-tier one producer. Given six consecutive years of gold production growth, the goal is highly achievable. But why is this mining stock outperforming in 2025? Gold stocks, such as K92, serve as proxies for the physical precious metal and safety nets for tariff-weary investors. Second, the high-grade, high-margin gold mine in Papua New Guinea offers significant growth in gold resources. Third, the solid Q1 2025 financial results assure future growth. In the three months ending March 31, 2025, net earnings and earnings from mine operations soared 2,190.2% and 484.2% respectively to US$70.2 million and US$110.5 million compared to Q1 2024. Total gold production during the quarter reached 45,735 ounces, representing an 87.5% year-over-year increase. For 2025, management expects gold equivalent production of 160,000 to 185,000 ounces (AuEq), compared to the record 149,515 ounces of AuEq in 2024. KNT is no doubt a compelling gold investment opportunity. If you invest today, the share price is $15.64 (+80.2% year-to-date). Magellan Aerospace, a $971.4 million integrated aerospace company, provides complex assemblies and systems solutions for the civil aerospace and defence markets. Its customers are aircraft and engine manufacturers as well as space agencies. Had you invested $7,000 one year ago, your money would be $14,480.40 today. MAL currently trades at $16.88 per share (+68% year-to-date) and pays a modest dividend yield of 1.2%. According to management, U.S. tariffs have created the potential for a new form of turbulence. Nonetheless, Magellan reported better-than-expected financial results for the start of the year. In Q1 2025, total revenues and net income increased 10.9% and 71.4% year-over-year respectively to $260.9 million and $10.8 million. If trade tensions persist, tariffs could impact the commercial aircraft manufacturing market. However, the strong demand in the defence market should continue to provide manufacturers with secure order books for the foreseeable future. Moreover, the modernization of armed forces globally is a positive factor. On April 30, 2025, Magellan signed long-term agreements (LTAs) with Pratt & Whitney (Canada), an RTX business. The LTAs, including a blend of contract extensions to legacy agreements, enhance Magellan's position in the supply chain. Take your pick between K92 Mining and Magellan Aerospace. Affirm Expands Global Footprint: Will It Deliver Sustainable Growth?
Affirm Holdings, Inc. AFRM is making a bold move beyond the United States as it seeks to fuel its next growth phase. The Buy Now Pay Later (BNPL) space has started its international expansion. It recently entered the Canadian market through an extended partnership with Williams-Sonoma and KAYAK. The company officially announced its expansion into the U.K. market, indicating its major expansion beyond North America. AFRM exited the third quarter of fiscal 2025 with strong revenue growth, reporting $783 million in total revenues — a 36% increase from the prior year, following growth of 17.3% and 46.3% in 2023 and 2024, respectively. Its active consumers boosted 21% year over year to 21.9 million in third-quarter 2025, driven by strong consumer retention, growing adoption of the Affirm Card and the addition of new users through an increase in active merchants and partnerships. As a pioneer-fintech company in payment solutions, it primarily focuses on providing transparent, flexible and reliable financial services. Affirm is already scaling through its early partnerships with local merchants, setting the stage to expand its services in both the retail and travel industries, which shows the growing adoption of BNPL in today's world, especially among Gen Z and Millennials. However, achieving sustainable growth will depend on careful implementation, the ability to adapt to regulations and successful integration into local markets. Some of AFRM's competitors in the payment solutions space are PayPal Holdings, Inc. PYPL and Sezzle Inc. SEZL. PayPal reported 436 million active accounts in the first quarter of 2025, which rose 2% year over year. Its net revenues increased 1% year over year to $7.8 billion in first-quarter 2025. PayPal's total payment volume increased 3% year over year in the first quarter of 2025. Sezzle reported 2.7 million active consumers in the first quarter of 2025, which grew 5.4% year over year. Sezzle's total revenues grew 123.3% year over year to $104.9 million in the same quarter. Its gross merchandise volume increased 64.1% year over year.
