Chennai Man, 50, Mauled To Death By Neighbour's Pitbull: Cops
In yet another disturbing case of dog attack, a 55-year-old man was mauled to death by a Pitbull in Chennai's Jafferkhanpet area on Tuesday. The victim, identified as Karunakaran, died on the spot due to injuries after the dog attacked him in a narrow residential street.
Police said the Pitbull, owned by a woman named Poongodi, was not leashed when it lunged at the victim. In the struggle, the owner too suffered bite injuries while trying to restrain the animal. She is undergoing treatment and will be arrested for negligence once discharged, police confirmed.
"The dog mauled the neighbour, none could overpower it and the man died on the spot," a senior officer told NDTV. The officer further added, "We are investigating if the owner had obtained licence for the dog."
Eyewitnesses recounted that the attack was particularly brutal, with the dog biting the victim's genital area. Neighbours said they had earlier urged the owner to shift the dog, citing safety concerns in the congested street, but their appeals went unheeded.
Veterinary officials later captured the Pitbull, and it has been sent for observation. Police said no formal complaints were lodged earlier against the owner, though residents had raised concerns with the Chennai Corporation.
This death comes close on the heels of other dog bite cases in the city. Last year, a girl was mauled by Rottweilers at a park, and earlier this month, another auto driver was injured by two Rottweilers being walked by a minor boy. In that case, the owner was arrested and the dogs were sent to the pound.
With rising incidents of pet dog attacks, the Chennai Corporation is considering stricter measures, including mandatory muzzling of ferocious breeds in public spaces.
The latest tragedy also comes amid the Supreme Court's interim order directing Delhi authorities to capture and shelter stray dogs.

Manipur Violence Cases: Civil Society Body Seeks Supreme Court-Monitored SIT Probe
New Delhi: A civil society organisation comprising several prominent personalities that visited Manipur has recommended the setting up of a special investigating team (SIT) under the Supreme Court's supervision to probe all cases of ethnic violence in the northeast state and the role of security forces. The 'Independent People's Tribunal on the Ongoing Ethnic Conflict in Manipur', headed by former Supreme Court judge Kurian Joseph also recommended that the "hate propaganda and inflammatory speeches" that led to "incitement and escalation" of violence need to be prosecuted along with action against the authorities who "failed to exercise their powers to prevent it". The recommendations were made in a report prepared after a team of jurors and experts visited the conflict-affected areas in Manipur and held sittings in different districts of Manipur, including Bishnupur, Churachandpur, Imphal East, Imphal West, Kakching, Kangpokpi, Senapati, followed by sittings in Delhi, to record testimonies and receive submissions from various stakeholders, according to a press release. Additionally, testimonies and submissions were also received by jury members virtually. The team members also visited a number of relief camps in Manipur to talk to survivors, including children, women and elderly displaced on account of the conflict. Survivors and victims from different communities, service organisations providing relief to affected people, and organisations representing community interests, deposed before the tribunal. The team members also met with various government functionaries and officials of security forces. "The Supreme Court should appoint an SIT consisting of senior independent officers from states other than Manipur to monitor the cases arising out of the conflict. The SIT should be monitored by the Supreme Court, and the SIT should report to the Supreme Court every month," the press release said. The tribunal recommended that the Supreme Court-appointed SIT should investigate the role of the armed forces and other security forces in the conflict, and there should be a departmental enquiry as well as criminal action against those found to have violated the law in any way, not only by direct participation but also by omission to act appropriately. The SIT should investigate the incidents of hate speeches which occurred directly prior to and during the conflict and arrest and prosecute the perpetrators, including political figures and state functionaries, and the state government should provide adequate protection to all the witnesses. The tribunal also suggested that a permanent bench of the Manipur High Court should be established in the hill region, it said.

The man accused of attacking Delhi Chief Minister Rekha Gupta during a public hearing has told investigators that he had planned to stage a protest at Ramleela Ground here against the Supreme Court's order on relocating stray dogs, like activist Anna Hazare did over corruption issue, police sources said on Thursday. Accused Rajeshbhai Khimji also told police that he had gone to Delhi chief minister's 'Jan Sunwai' programme on Wednesday to raise the issue of stray dogs. During interrogation, accused Rajeshbhai Khimji told police about his activities to prove himself as a staunch animal lover and was upset with the apex court's recent order on stray dogs in the national capital, they said. The Delhi Police is likely to take the accused to his native place in Rajkot, Gujarat as part of ongoing investigation, the sources said, adding that his mobile phone has been sent for forensic examination to ascertain if he deleted any crucial information before the assault. The police are ascertaining the claims made by Khimji, a 41-year-old autorickshaw driver, the sources said. The accused also told police that he had gone to Delhi chief minister's 'Jan Sunwai' programme on Wednesday to raise the issue of stray dogs. "The accused attacked the chief minister after he failed to raise the issue before her. He also told us that after the recent Supreme Court order to remove stray dogs from the streets in Delhi, he had a dream in which Lord Bhairav asked him to take up the cause of the poor animals," said a police source. Lord Bhairav is an incarnation of Hindu deity Shiva whose mount (vehicle) is a black dog. Khimji was sent to police custody for five days by a local court earlier in the day. During questioning, he also told police many "stories" including that in May he was in Ayodhya where he sat on a three-day hunger strike for welfare of monkeys there, the sources said. His mobile phone showed his pictures and videos in Ayodhya, they said. The Central agencies, including the Intelligence Bureau, are also helping the Delhi Police in the investigation, the police sources said. Khimji was arrested on Wednesday after he allegedly attacked the chief minister during a public hearing at her Civil Lines camp office. He has been booked under various charges including attempt to murder. The sources said that a police team may take the accused back to his native place in Gujarat to gather more information about his background, activities and possible motives behind the attack. His travel to Delhi is also being reconstructed in detail. "From the time he boarded a train to Delhi till he reached the CM's camp office, every step will be traced. CCTV footage along his route and in areas he visited in the city will be checked. We are also collecting details of places where he stayed and if anyone he met," said another source. The forensic team will examine the mobile phone of the accused to determine whether he attempted to erase digital evidence. "Deleted photos, videos, call records or any other data pointing towards prior planning will be retrieved and analysed," said the source. The accused further told investigators that he had staged a protest in Khodaldham in Rajkot earlier this year for the welfare of stray cattle, the sources said. During questioning, he also described himself as an animal lover who had worked in several places across Gujarat and other parts of the country in connection with animal-related issues. Earlier, Khimji's mother, Bhanu Khimjibhai Sakriya, had told reporters in Rajkot that her son was a dog lover and was upset over the Supreme Court's order directing authorities in the National Capital Region to pick up stray dogs and shift them to shelters. Investigators, however, maintained that the actual motive behind the assault was yet to be ascertained as interrogation was still underway. According to police records, Khimji has five criminal cases registered against him in Gujarat, including those related to assault and creating ruckus under the influence of alcohol. The Delhi Police is probing all possible angles in the attack. "Social media activity of the accused is under scanner. We are also examining whether there was any conspiracy behind the incident. Teams will also review visuals of the incident and how much time it took the security personnel to act against the attack," the source said. The sources said the accused told police he kept around 15-20 dogs in his village and wanted to raise the issue of what he claimed was the "life of three lakh dogs" before the chief minister.

Mansion of ‘Machhli family' near Hathaikheda dam razed amid heavy security
Bhopal: In a demolition operation that lasted nearly six hours, joint teams of district administration, police and municipal corporation on Thursday demolished the mansion of the "Machhli family" in Anantapura, Kokta Hathaikheda. The alleged illegal property, built over 15,000 square feet of govt land, was razed with the help of six earth mover machines amid heavy police deployment. Two members of the Machhli family including Shahwar Ahmed and Yasin Ahmed were arrested by the crime branch of Bhopal police for allegedly running an MD drugs supply racket in the city. They were also booked on charges of rape, molestation, extortion and assault. According to official sources, the mansion was built in 1990 and the three-storey mansion had more than 30 rooms, large halls, marble flooring on the terrace, a park, garage, playroom for children and luxury amenities spread over an acre of land. The market value of the razed property has been estimated at Rs 20 to 25 crore. However, after the deployment of additional women police personnel to control the protestors, the protest subsided and the illegal mansion was brought down by 5 pm. According to district administration officials, the Machhli family had illegally occupied nearly 70 acres of govt land near Anantpura and constructed three farmhouses, a warehouse, a factory, a madarsa and shops. In a previous demolition drive carried out on July 30, several of these structures were demolished. With Thursday's action, all seven illegal constructions have now been razed, freeing govt land valued at nearly Rs 100 crore. On July 31, the family's lawyer had managed to halt the demolition, citing Supreme Court guidelines requiring 15 days notice before demolishing residential structures. This time, however, despite fresh objections from the defence lawyer, officials went ahead with the operation, asserting that due notices had already been served. "The accused had encroached upon govt land and constructed large illegal buildings. Notices were duly served earlier. Thursday's action has ensured the recovery of govt property worth crores and restored it to official possession," said an officer of the district administration present at the site.
