Pakistab: Journalist Union challenges controversial Peca law in IHC, calls it attack on media freedom
Islamabad : Pakistan Federal Union of Journalists (PFUJ) filed a lawsuit in the Islamabad High Court (IHC) on Thursday against the controversial Prevention of Electronic Crimes (Amendment) Act, 2025 (Peca law).
PFUJ President Afzal Butt, who described the act as an assault on media freedom, brought the complaint via Advocate Imran Shafique according to a report by Geo News.
"The Peca (Amendment) Act is unconstitutional and illegal, hence, the court should conduct a judicial review on it," the plea read as cited by Geo News.
The opposition parties, journalists, and media outlets criticized the lack of consultations and the terms of the Peca law, which was already problematic after the ruling coalition swiftly passed the controversial modifications from the National Assembly and the Senate.
In the petition, the journalists' organization said that the Peca (Amendment) 2025 expanded governmental control and curtailed free speech as reported by Geo News.
According to the report, the Peca law also violates Articles 19 and 19(A) of the Constitution. It argued that the statute ought to be suspended as a result.
"The Peca (Amendment) gave the government unlimited censorship powers. Criminalising fake news without due process is unconstitutional and a violation of the media freedom," it maintained as cited by Geo News.
According to the PFUJ, the law violated both Pakistani digital rights and international human rights.
Shafique claimed that because the government aimed to stifle free speech, the law limited the freedom of the media.
"There is no clear procedure to deal with fake information. The police can arrest anyone at any time under a cognisable offence," he said, adding that it would take him three to four years in courts for his defence if implicated in an offence as reported by Geo News.
New definitions, the creation of regulatory and investigative agencies, and harsher punishments for spreading "false" information are all included in the law, which has already gone into effect after President Asif Ali Zardari's approval.
In addition to a fine of up to Rs2 million, the new changes reduced the penalty for disseminating "fake information" online to three years.
The National Cyber Crime Investigation Agency (NCCIA), the Social Media Protection and Regulatory Authority (SMPRA), and the Social Media Protection Tribunal were also suggested to be established by the new revisions.
Additionally, it said that anyone "aggrieved by fake and false information" might contact the authority to have the information removed or their access blocked, and the authority would grant their request within 24 hours as reported by Geo News.
According to the new amendments, the authority may also mandate that any social media platform sign up for its services in any way and on the payment of any applicable fees.

Pakistan open to ‘neutral' investigation on Kashmir attack: Premier
Islamabad/New Delhi – Pakistani Prime Minister Shehbaz Sharif said on Saturday that Islamabad is open to a 'neutral' investigation on Tuesday's attack by unidentified gunmen in the Indian-administered Kashmir that killed 26 people, local broadcaster Geo News reported. Sharif made the remarks while addressing a military parade during a ceremony at the Pakistan Military Academy in Khyber Pakhtunkhwa. Sharif expressed concern over India's 'baseless allegations' following the Pahalgam incident, stating that the accusations were made 'without credible investigation or verifiable evidence'. 'Pakistan is open to participating in any neutral, transparent probe on Pahalgam attack,' Sharif said as the tensions between the two nuclear neighbours rose following the attack. The prime minister also issued a stern warning against any attempts to stop or divert Pakistan's water share under the Indus Waters Treaty, emphasising that water is a 'vital, national interest'. 'I must mention that water is a vital, national interest of Pakistan – a lifeline for our 240mn people. Let there be no doubt at all, that its availability would be safeguarded at all costs and under all circumstances,' Sharif said. Recalling the 2019 Pulwama crisis, Sharif said Pakistan had demonstrated its military capability through a 'measured yet resolute' response, and remains fully prepared to defend its sovereignty. Despite the strong stance, Sharif reaffirmed Pakistan's commitment to international norms and peaceful cooperation. 'We are a responsible state that believes in dialogue, but we will not compromise on our core interests,' he said. Highlighting Pakistan's role in global counterterrorism efforts, Sharif noted that the country had suffered over 90,000 casualties and economic losses exceeding US$600bn. 'We have condemned terrorism in all its forms and will not allow misrepresentation of our stance,' he said. New Delhi described the incident as a 'terror attack' with 'cross-border' links, blaming Pakistan for supporting it. Islamabad, however, distanced itself from the attack, saying it was 'concerned' and extended condolences to the victims' families. New Delhi later unilaterally suspended the decades-old Indus Waters Treaty, under which the two neighbours regulate the water share of six rivers in the Indus Basin. Pakistan responded harshly on Thursday, saying there is no provision for unilaterally suspending the water-sharing agreement, which was mediated by the World Bank and signed in September 1960, warning that any attempt by India to divert or stop water to Pakistan would be considered an 'act of war'. The two sides also suspended visas for each other's citizens and expelled army advisors, while Islamabad closed its airspace to Indian airlines. Indian Prime Minister Narendra Modi has assured the country that the terrorists responsible for this attack, along with those who conspired to commit it, will face punishment beyond their imagination. The Prime Minister asserted that the time has come to eliminate the remaining strongholds of terrorism and that the willpower of 140 crore Indians will now break the backbone of the perpetrators of terror. Meanwhile, a nationwide shutdown strike was held across Pakistan on Saturday to protest India's suspension of the water treaty with Islamabad. Supported by several traders and business associations, the strike call was issued by Jamaat-e-Islami, a major mainstream religio-political party. The call received an effective response in the country's commercial capital Karachi, where major markets, along with business and shopping centres remained closed. Footage aired by multiple local broadcasters showed markets, bazaars, and shopping centres remained closed in the capital Islamabad, as well as in Rawalpindi, Lahore, Faisalabad, Peshawar, and many other areas. India slams Bangladesh's comments on West Bengal situation
New Delhi: Official Spokesperson for the Ministry of External Affairs, Randhir Jaiswal, on Friday slammed Bangladesh for its comments on recent incidents in West Bengal. Jaiswal said that the rhetoric was a disingenuous attempt at drawing parallels between Bangladesh and India, where the perpetrators of criminal acts roam free. "We reject the remarks made by the Bangladesh side with regard to the incidents in West Bengal. This is a barely disguised and disingenuous attempt to draw a parallel with India's concerns over the ongoing persecution of minorities in Bangladesh, where the criminal perpetrators of such acts continue to roam free," Jaiswal said. "Instead of making unwarranted comments and indulging in virtue signalling, Bangladesh would do better to focus on protecting the rights of its own minorities," MEA stated in a post on X. Earlier, Bangladesh's interim government vehemently denied any involvement in the communal violence that recently erupted in Murshidabad, Bangladesh-based Daily Observer stated on Thursday. In a statement on Thursday, Shafiqul Alam, the press secretary to Chief Adviser Muhammad Yunus, expressed condemnation over the attacks on Muslims, which resulted in significant loss of life and property, urging the Indian government and West Bengal authorities to take necessary steps to ensure the safety and protection of the minority Muslim population. US: FBI arrests Harpreet Singh, terrorist involved in attacks in Punjab
California : The Federal Bureau of Investigation (FBI) and Enforcement and Removal Operations (ERO) arrested a terrorist involved in attacks in Punjab, Harpreet Singh, in the US on Friday. The FBI said that Harpreet Singh is linked to two international terrorist groups and entered the US illegally. According to the FBI, he used burner phones to evade capture. In a post shared on X, FBI Sacramento stated, "Today, Harpreet Singh, an alleged terrorist responsible for terror attacks in Punjab, India, was arrested by the FBI and ERO in Sacramento. Linked to two international terrorist groups, he entered the U.S. illegally and used burner phones to evade capture." On March 23, the National Investigation Agency (NIA) chargesheeted four terror operatives of the Babbar Khalsa International (BKI) terrorist organisation in the 2024 Chandigarh grenade attack case. The chargesheeted accused include Pakistan-based Designated Individual Terrorist Harwinder Singh Sandhu alias Rinda, and US-based Harpreet Singh alias Happy Passia. The two terrorists were the primary handlers and conspirators behind the attack. They had provided logistical support, terror funds, weapons, and ammunition to India based on-ground operatives in Chandigarh for executing the grenade attack. The September 2024 attack was intended to target a retired officer of Punjab Police, who the assailants believed to be the occupant of the house. Investigations revealed that Rinda, along with Happy Passia, had orchestrated the conspiracy to strike terror among law enforcement officials and general public through the grenade attack, as part of the broader aim to promote BKI's terrorist agenda. They had recruited local operatives, namely Rohan Masih and Vishal Masih, who were tasked with carrying out the attack under their direct instructions. Rinda and Happy directed the other accused, Rohan Masih and Vishal Masih, to conduct reconnaissance on the target twice before hurling the grenade, investigations revealed. In the chargesheeted filed before the Special NIA Court, Chandigarh in the case RC15/2024/NIA/DLI, all four accused persons have been charged under multiple sections of the Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act, and other related provisions, for their roles in planning and supporting the attack. Investigations in the case are continuing and NIA is trying to track down other members of the BKI terror group and dismantle its network in India. Earlier in December last year, the Punjab Police has dismantled a Pakistan-ISI-backed terror module being operated by Babbar Khalsa International (BKI), being operated by Harpreet Singh alias Happy Passia and Shamsher alias Honey with the arrest of its five members including mastermind Abhijot Singh involved in lobbying hand-grenade at two police establishments in Batala and Gurdaspur.
