The high court has dismissed a petition filed by a parent of a five-year-old girl seeking admission to Class I.
The dismissal occurred after state govt told the court that the Dec 13, 2022 circular regarding NEP, 2020 and the RTE Act, 2009 has been implemented from 2025-26.

The girl's father submitted before the HC that, according to the NEP, a child must complete six years in the current academic year to be eligible for admission to Class I.
However, he claimed to have read a report indicating the policy was on hold and would be implemented from 2026-27. He stated that his daughter had completed five years and 11 months, and was not being promoted from KG to Class I.
State govt countered the father's contention that the policy has been postponed to 2026-2027. The father failed to produce any document stating the policy had been deferred to the next academic year.
The HC recorded govt's statement that the criteria for admission to Class I would be six years and above, and that the child does not fulfil the criteria. It subsequently disposed of the petition.

The judge had directed that the list be published in 15 days, and so, the deadline was Thursday, Aug 21. This order was challenged in the SC and is likely to be heard next Monday. "...He (petitioner) had no other alternative but to come to court due to the inexplicable delay in the publication of WBJEE results, which is critically affecting the petitioner's daughter and over a lakh similarly situated aspirants," the petition stated. It was mentioned that the National Testing Agency (NTA) published the JEE Mains result within 15 to 25 days, the exam being held on Feb 12 and the result published on April 19. The petition mentioned that MHT-CET (Maharashtra) and KCET (Karnataka) announced results within 30 to 40 days of exam dates, but the WBJEE delay forced students to "either forgo other options or take uncertain chances". "The WBJEE counselling begins by mid-July. WBJEE 2024 counselling started on July 10. But with results for WBJEE 2025 still pending, the counselling is being pushed to late July or Aug, directly overlapping with or lagging behind national and private admission cycles," the petition read. Kochi: High court has observed that while a citizen approaching a public servant may react in different ways, patience must be the guiding principle in such situations. A public servant can act only in accordance with law, but even so, bureaucrats must conduct themselves with restraint and sensitivity, as this is key to the success of democracy, the court said. Tired of too many ads? go ad free now Justice P V Kunhikrishnan made these remarks while quashing a case against Manilal of Thiruvananthapuram, who was accused of using criminal force against a tehsildar and uttering obscene words during a quarrel. According to prosecution, the incident occurred in 2020, when Manilal accompanied his 76-year-old father-in-law to a hearing before the tehsildar (LR) in Kollam in connection with the mutation of three cents of property. When the tehsildar refused to proceed with the matter on the grounds that the opposite party was represented by another person, Manilal questioned the decision, leading to an altercation. The Kollam East police registered a case on the tehsildar's complaint, alleging that Manilal entered his chamber, uttered obscene words, snatched a file from a section clerk, and threw the file and plastic chairs, thereby obstructing the discharge of duty by a public servant. Manilal had earlier filed a discharge petition before a magistrate court, which partly allowed his plea by setting aside the charge under Section 294B IPC (uttering obscene words). Dissatisfied, he approached HC. Upon perusal of records, HC noted that snatching an official file, placing it back on the table, and hitting a plastic chair on the floor could only be seen as sudden gestures of a son-in-law placed in an embarrassing situation with his father-in-law. Accordingly, the case against Manilal was quashed. At the same time, HC remarked that Manilal, being a bank manager, ought to have avoided such a situation in a govt office. It also stressed that bureaucratic red-tapism often triggers unpleasant incidents. "A humane touch is necessary in every administrative act. Every decision taken in an office affects a life outside of it. Administrative decisions are not mere papers; they are lives in progress," HC observed. The bench further noted that the success of democracy depends not only on governance by elected representatives but also on the humane approach of bureaucrats in supporting such governance. Without empathy, it said, democratic govts cannot succeed. "Empathy is the bridge between a democratic govt and its people. Bureaucracy has a vital role in this." Concluding, HC observed that the entire incident could have been avoided if the officials had adopted a pragmatic approach. "That is why it is often said that bureaucracy should serve democracy, not be its master," it added.

JAMMU: The High Court of J&K and Ladakh Wednesday dismissed the bail plea of Syed Iftikhar Andrabi (53), who is facing trial in a high-profile narco-terror case for his alleged involvement in a cross-border syndicate engaged in drug trafficking and financing terror in the Union Territory. A division bench of Justices Sanjeev Kumar and Sanjay Parihar upheld the order of a special NIA court, Jammu, which had earlier rejected Andrabi's bail petition. HC observed that on the petitioner's disclosure, 3.2kg of heroin and more than Rs 35 lakh cash were seized. Scrutiny of cellphone records indicated that Andrabi had been in touch with terror operatives across the border. Andrabi's counsel submitted that he was a political activist who had been falsely implicated after his release from preventive detention in 2019, and there was no direct evidence against him. Citing that he had been behind bars for around half a decade, the defence sought parity with co-accused persons who were granted bail. Representing NIA, the prosecution — deputy solicitor general of India Vishal Sharma, along with special public prosecutor Chandan Kumar Singh — opposed the bail petition, arguing that Andrabi was found to have direct links with Pakistan-based handlers of terror outfits such as Lashkar-e-Taiba and Hizbul Mujahideen and was part of the narco-terror syndicate. Despite acknowledging that Andrabi had spent almost five years incarcerated, HC held that the seriousness of the charges and evidence on record outweighed his request for parole. The trial was at an early stage, and it would be premature to conclude that the accusations against him were baseless, the bench noted.
