Japan must pursue payment innovation as society becomes cash-less, BOJ official says

TOKYO, June 4 (Reuters) - Japan currently has no plan to issue a central bank digital currency (CBDC) but must continue innovating its payment and settlement system in an increasingly cash-less society, a senior central bank official said on Wednesday.
Although banknote issuance remains high in Japan, usage of notes could fall significantly in the future amid rapid digitalisation, said Bank of Japan (BOJ) Executive Director Kazushige Kamiyama.
"As such, Japan must consider what steps it can take now to ensure its retail settlement system is convenient, efficient, accessible universally, while being safe and resilient," he said in a speech.
While the BOJ currently has no plan to issue a CBDC, it must keep up efforts to enhance the safety and efficiency of Japan's payment and settlement system, Kamiyama said in a meeting with private firms on a pilot programme for developing a digital yen.
The BOJ has said no decision has been made yet on whether Japan will actually issue a CBDC, which must be made by the government and parliament.
But the central bank has been conducting experiments and exchanging views with private firms on a digital yen, to be ready in case Japan decides to issue a CBDC.
CBDCs are back in the spotlight after U.S. President Donald Trump banned work on a digital dollar in one of his first moves after regaining power in January.

While carbon negativity is often linked with all-electric vehicles, Mazda is working toward carbon negativity with gas-powered engines. More specifically, the automaker is exploring SKYACTIV-Z's potential to be used with carbon-neutral fuels and testing carbon capture tech using a substance called zeolite in the exhaust pipe to absorb CO2. Combined, these two strategies could facilitate carbon neutrality in an ICE vehicle. Mazda is also working toward fulfilling the potential of internal combustion engines to release air with less CO2 than they take in, thus cleaning the environment. Michiharu Kawano, another leading ICE developer at Mazda, said: 'As things stand, it's unlikely that all cars will be replaced by battery EVs. Which is why I believe we were right to persevere with the internal combustion engine. Whether generating electricity with an engine to turn the wheels or using a motor to complement the engine's power, hybrid systems require an internal combustion engine. Even with electrification, with the exception of battery EVs, we'll still be considering solutions based on internal combustion engines. TOKYO, June 7 (Reuters) - The Bank of Japan should make clear it is not monetising government debt by ensuring that fiscal considerations do not take precedence over its goal of achieving price stability, Deputy Governor Shinichi Uchida said on Saturday. Central banks can theoretically print unlimited amounts of money and completely finance government debt, which poses delicate questions around their huge government bond purchases conducted to revive their economies, Uchida said. Central banks see "monetising," or directly financing government deficits, as taboo, as doing so risks letting inflation get out of control and potentially eroding their independence. Such unconventional monetary easing steps taken since the 2008 financial crisis present a challenge for central banks across the globe, he said in a speech. The BOJ's monetary easing, for its part, was aimed at achieving its 2% inflation target, and not at funding government debt, Uchida said. "In considering what constitutes monetary financing or not, the important question is whether monetary policy is compromised by fiscal considerations," Uchida said. In deploying and rolling back monetary easing, the BOJ must focus on achieving its economic and price mandate. "The result must be that the Bank does not deviate from such policy conduct out of fiscal considerations," he said. "In its future conduct of monetary policy, the Bank should make it clear that it is not engaging in monetary financing." The remarks come against the backdrop of growing pressure from opposition and ruling parties on Prime Minister Shigeru Ishiba to increase budget spending ahead of an upper house election due next month. Some analysts have blamed concerns over Japan's worsening finances for pushing up super-long bond yields to record highs last month, and complicating the BOJ's efforts to taper its huge bond purchases. Under a radical monetary easing programme deployed in 2013, the BOJ increased purchases of government bonds and adopted a policy of capping long-term interest rates around zero. While the BOJ ended the policy last year, its short-term policy rate is still at 0.5%. The central bank plans to lay out in June a new bond tapering plan for fiscal 2026 and beyond as part of its effort to normalise monetary policy.
