Government open to reviewing laws on bullying, says minister
She acknowledged that current developments, particularly recent bullying cases, may offer insights for possible legal improvements.
"If there is a need, after considering the current situation, we may need to improve existing laws," she said.
However, Nancy clarified that her ministry is not directly responsible for drafting legislation, as that falls under the jurisdiction of the Legal Affairs Division of the Prime Minister's Department.
"Still, we can offer suggestions or raise issues in Cabinet if there is something related to bullying that needs to be addressed," she said after attending the Gempak Inspirasi @Sepagi Bersama Persekutuan Perkumpulan Wanita Sarawak (PPWS) programme here today.
Yesterday, the Gerakan Gubal Akta Anti-Buli (GAB) group called on the government to enact a specific anti-bullying law that would include clear definitions of bullying, awareness and prevention elements, and structured reporting procedures.
GAB chairperson Wan Azliana Wan Adnan said bullying currently lacks a legal definition and specific punishment under existing laws.
As a result, cases are often dealt with under the Penal Code or the Child Act 2001, which may not be adequate to protect victims, whether children or adults.
Commenting on this, Nancy said there is currently no urgent need to introduce new legislation, as bullying-related offences are already covered under the Penal Code.
"Even though bullying cases are gaining more attention, legal action can still be taken against perpetrators using existing provisions without the need for a new Act," she said.
She added that the Penal Code already recognises bullying as a criminal offence, with penalties including fines of up to RM3,000.
"If there were no such provision, we couldn't impose any penalties. The Penal Code makes it clear that bullying is a crime, which proves that our current legal framework is still relevant and enforceable.
"For now, the priority should be on strict implementation and enforcement," she added.
Nancy also emphasised the importance of shared responsibility among parents, educational institutions, and the wider community in tackling bullying and preventing it from becoming more widespread.

RM600,000 to help e-hailing workers open up EPF account in Sabah
Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor posing with the Sabah Moto Day participants while sitting on a motorcycle. KOTA KINABALU (Aug 17): The State Government will allocate about RM600,000 for gig workers in the e-hailing sector to open up Employees Provident Fund (EPF) account. Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said a total 11,109 applications have been received from e-hailing workers to contribute to the EPF. 'I would like to announce that the State Government is allocating nearly RM600,000 to assist those (e-hailing workers) who have yet to open up their EPF account,' he said at the Sabah Moto Day 8.0 at Universiti Malaysia Sabah (UMS) Drill Field near here on Sunday. Hajiji was also glad to note that Sabah Moto Day continued to grow exponentially attracting about 60,000 motorcylists and motor enthusiasts from all over Sabah, Sarawak and Brunei this year. The presence of many riders and visitors proved that motorcycling activities continue to hold a place in the hearts of youths and the general public, he said. 'I am impressed to see the support shown by all participants, regardless of age, race and religion, coming together to share the same passion. 'We should view this gathering from a positive perspective, as it can contribute, to some extent, to the economic generation of our state due to the large number of participants and visitors in conjunction with this programme, he said. Advising participants of the Sabah Moto Day to prioritise safety while on road, Hajiji also hoped the gathering would help create greater safety awareness among the two- wheeler enthusiasts. The Chief Minister also informed the participants that the State Government viewed youths as asset, hence various initiatives have been implemented to develop the human capital. The State Government of today had spent a total RM1.33 billion including RM848.26 million for education assistance and RM485 million specifically for talent and skills development programmes from 2021 to 2025, he said. 'This has never been done by previous state governments. We are committed to develop our youths who are our future leaders,' he said. At the end of his speech, Hajiji also led the participants to offer Al-Fatihah prayer for the late Zara Qairina Mahathir.

Fahmi: Don't turn Zara Qairina's death into a populist cause
KUALA LUMPUR: Communications Minister Datuk Fahmi Fadzil urged the public not to make the death of Zara Qairina Mahathir a populist cause. Fahmi was responding to public rallies and online calls for justice as National Day on Aug 31 approached. "Don't build a palace above a grave. Don't take advantage to popularise yourselves. We want justice and the law must take its course." He said Bukit Aman had taken over the probe and that it was investigating three officers over alleged procedural lapses during the initial investigation. Fahmi added that he wanted justice for Zara; Reserve Officers' Training Unit (Palapes) cadet Syamsul Haris Shamsudin, who died last month: and tahfiz student Wan Ahmad Faris Wan Abdul Rahman, who died 12 years ago. He also said bullies could face legal action. The Penal Code and Criminal Procedure Code were amended in Parliament in December last year, and the new provisions came into force last month, strengthening the scope for prosecution.
