Development Bank of Wales Announces a £10 Million Extension to the Green Business Loan Scheme
Tim Harper, Thorncliffe Building Supplies; Bear, Thorncliffe Building Supplies; Scott Hughes, Development Bank of Wales The Welsh Government has confirmed an increase of £10 million to the available funding for the Development Bank of Wales to help accelerate the decarbonisation efforts of Welsh businesses. First launched in March 2023, the Green Business Loan Scheme is now being extended to £20 million with funding available until 2028. To date, over 30 Welsh businesses have benefitted from tailored support through the scheme, delivering forecasted carbon savings of more than 28,000 tonnes over the lifetime of their projects. This includes a loan of £3.2 million for Mold-based Thorncliffe Building Supplies to invest in a new wash plant and water treatment system that will reduce the company's use of landfill. As one of the largest independent builder's merchants in North Wales, Thorncliffe Building Supplies provides an extensive range of building, timber, steel, plumbing and heating supplies, and plant hire, along with a waste management and skip hire service. With five sites across North Wales in Dyserth, Ewloe, Rhuddlan, Wrexham and Abergele, Thorncliffe is owned and managed by husband and wife duo Deborah and Tim Harper. Established in 1987, the company now employs 265. Managing Director Tim Harper said: 'We are constantly evolving as a business to diversify and strengthen our customer offering while remaining compliant with regulatory and legislative requirements. 'Reducing waste and cutting our carbon emissions is a key priority for us hence our decision to invest in a new washing plant. This will allow us to process our construction waste and sub-soil on-site rather than use landfill. The facility will wash and sort the waste into different grades of aggregates that can then be re-sold so it's a win-win all round.' Cabinet Secretary for Economy, Energy and Planning, Rebecca Evans, said: 'This £10m extension to the Green Business Loan Scheme demonstrates the Welsh Government's commitment to supporting businesses on their journey to net zero. We are ensuring even more firms can access the support they need to reduce their carbon footprint while strengthening their competitiveness. 'With over 30 businesses already benefitting and forecasted carbon savings of more than 28,000 tonnes, there is clearly a strong appetite for sustainable innovation amongst Welsh enterprises who are supporting our ambition to grow the economy.' She said: 'The success of the Green Business Loan Scheme is a testament to the ambition and innovation of Welsh businesses in tackling climate change. 'Thorncliffe is a great example of how the scheme is helping businesses across Wales to 'invest to save' by providing loans with discounted interest rates to make energy efficiency improvements and implement decarbonisation initiatives. This further investment from Welsh Government will ensure we continue driving meaningful change, supporting businesses of all sizes to adopt technologies that reduce emissions and strengthen energy resilience.' With a simple application process, the Green Business Loan Scheme supports a broad range of energy efficiency and low-carbon technologies, including heating, ventilation, heat pumps, waste management solutions, and building fabric improvements. As part of the scheme, businesses can access support to engage with an energy consultant to assess needs and shape practical decarbonisation strategies. Upfront capital repayment holidays are available for companies that have been trading in Wales for at least two years as part of an innovative package of support that is aimed at reducing operational costs, managing energy risk, and supporting businesses on their journey to net zero. Pupils starting term at Cantonian High next month will be able to use the new state-of-the-art wellbeing hub which is part of what will become a groundbreaking campus for three city schools. Fairwater Community Campus will bring together Cantonian High School, Woodlands High School, and Riverbank School on one site. The health and wellbeing hub known as Copa, the Welsh word for 'summit', will be officially handed over as complete on August 26 and be available for use to pupils from when they return after the summer break from Thursday, September 4, Cardiff Council confirmed. As part of the complex the health and wellbeing hub will serve as a centre for health, wellbeing, and sport. It features an activity studio, gym, and outdoor sports pitches. These facilities will be for pupils during the school day and then open to community groups in the evenings. The new campus will also feature: Homegrown produce-growing areas and community cafes where this produce will be used. A 'Pontio' hub where partners will work directly with pupils from Woodlands High School to bridge education with work skills to help them transition from education to employment. A multi-agency hub to bring health professionals on-site to work with ALN pupils from Riverbank and Woodlands schools, reducing time spent outside school to attend appointments. A climbing wall forms part of the offering (Image: Cardiff Council) The proposals for the redevelopment of Cantonian High School, Riverbank Special School, and Woodlands High School were first agreed by Welsh Ministers in July 2020 for implementation in September 2023. But the impact of the Covid-19 pandemic combined with operational issues held up the proposals and new dates were set, which are now on course to be met. Cardiff Council sought the permission of ministers to delay the full implementation of the proposed changes from September 2023 to September 2026 which was agreed. Announcing the first stage, the wellbeing hub, is complete and ready for handover and use Cardiff's deputy leader and cabinet member for education Cllr Sarah Merry said: 'Fairwater Community Campus is the first of its kind for Cardiff and Wales and will be one of the most educationally advanced institutions in the UK. "Each school will be able to keep its identity and will benefit from shared facilities, expertise, and teaching opportunities to deliver an exceptional experience for students, staff, and their communities. "The handover of the wellbeing building shows how the designs are now turning into reality. This ambitious scheme reflects the diverse range of learner needs allowing each school to have a clear sense of individuality whilst being part of the wider campus. "Importantly the development will see an increase of education places for mainstream pupils as well as pupils with additional learning needs helping to meet demand across the city. "Not only providing pupils with access to state-of-the art facilities and the highest quality learning environment the scheme also represents a significant investment in the Fairwater area ensuring the local community will also benefit from excellent modern amenities." 'The handover of the complete campus is in line with the original programme and the quality of workmanship complements the exceptional design of this flagship project. Waitrose apologises as product recalled due to 'health risk'
The supermarket chain has recalled its Waitrose & Partners Creamy Pesto Chicken Pasta from shelves in its Scottish and Welsh stores. The pasta poses a 'possible health risk' to some customers as it contains mustard which is not mentioned on the label. The affected pasta has a use by date of August 27, 2025 and comes in packs of 375g. A spokesman for the Food Standards Agency (FSA) said: 'Waitrose is recalling the above product from customers and has been advised to contact the relevant allergy support organisations, which will tell their members about the recall. 'The company has also issued a point-of-sale notice to its customers. 'These notices explain to customers why the product is being recalled and tell them what to do if they have bought the product. 'If you have bought the above product and have an allergy to mustard, do not eat it. Instead return it to your local Waitrose & Partners branch for a refund. 'You can contact Waitrose Customer Care on 0800 188 884, Option 4.' A Waitrose spokesman added: 'We apologise that it has been necessary to recall this product and for the inconvenience caused.' If there is a problem with a food product that means it should not be sold, then it might be 'withdrawn' (taken off the shelves) or 'recalled' (when customers are asked to return the product). The FSA issues Product Withdrawal Information Notices and Product Recall Information Notices to let consumers and local authorities know about problems associated with food. In some cases, a 'Food Alert for Action' is issued. This provides local authorities with details of specific actions to be taken on behalf of consumers.
