What to expect as Iran and US head for more nuclear talks in Oman

Tehran, Iran – Iran and the United States are expected to hold more nuclear negotiations mediated by Oman amid efforts to shape an agreement to avoid the US attacking Iran.
The Iranian delegation will arrive in Muscat on Friday evening in advance of political and, for the first time, technical talks on Saturday.
Let's take a look at what we can expect, as well as all the latest developments and context.
Like the two previous rounds of talks in Italy and Oman, Iranian Foreign Minister Abbas Araghchi and White House special envoy Steve Witkoff will lead the delegations.
But the experts leading the technical talks are also crucial, as they will iron out the details and wording of any agreement.
For Tehran, Araghchi's political deputy, Majid Takht-Ravanchi, and deputy for legal and international affairs, Kazem Gharibabadi, are heading the expert-level delegation.
Takht-Ravanchi is a Western-educated diplomat who led Iran's mission to the United Nations and was ambassador to Switzerland and Liechtenstein.
Gharibabadi led Iran's representative office to international organisations in Vienna and represented the Iranian judiciary internationally.
He was also involved in indirect nuclear negotiations between the administrations of late Iranian President Ebrahim Raisi and former US President Joe Biden.
The chief technical expert whom US President Donald Trump selected is Michael
Anton, the newly appointed director of policy planning at the US Department of State.
Anton was a speechwriter for New York City Mayor Rudy Giuliani and National Security Adviser Condoleezza Rice during the George W Bush administration.
He also held managerial roles in the private sector, including at Citigroup and BlackRock investment firms. During the first Trump administration, he served on the National Security Council to shape government messaging.
Anton's work may be eased by the fact that he has not yet publicly adopted a stance on Iran's nuclear programme.
Iran has emphasised it will not discuss its defence capabilities or regional influence, but is ready for an agreement that ensures it won't build a nuclear bomb, which it has repeatedly stated it doesn't want.
The technical talks aim to set the steps Tehran would take to curb its nuclear programme, and how Washington and Europe would lift their devastating sanctions, which have continued despite the US calling the talks with Iran 'constructive'.
Iran, for its part, wants to lift at least part of the comprehensive sanctions against its oil, banking and related industries, some of which are imposed under multiple designations.
A deal could unfreeze some of Iran's billions of dollars of export revenue that remain blocked in foreign banks by sanctions.
Negotiators may also attempt to nail down waivers, orders to allow Iran to sell oil or access the global payments system.
Iranian officials like President Masoud Pezeshkian have gone a step further, saying Iran would even welcome direct, large-scale investment by US companies in its market, which is brimming with financial opportunity.
On the agenda will also be a cap on Iran's uranium enrichment, which is now at up to 60 percent, a short step from the 90 percent required for a bomb.
Under the terms of an earlier nuclear agreement with world powers (the JCPOA), Iran had committed to a cap of 3.67 percent enrichment, sufficient for civilian uses like power generation.
However, when Trump unilaterally abandoned the JCPOA in 2018 and slapped punishing sanctions on Iran, Tehran started enriching at much higher levels and using more advanced reactors than those specified in the JCPOA.
The International Atomic Energy Agency, the UN watchdog that will again monitor Iran's commitments, is expected to send a team to Iran in the next few days for talks.
While likely to advance the positive atmosphere surrounding the talks, Saturday's meetings are only a step among many required for any deal.
But time is of the essence, especially in the months leading up to an October deadline, when the 2015 nuclear deal's 'snapback' mechanism expires.
It allows any of the signatories to initiate a process to reinstate all UN sanctions on Iran in the case of significant noncompliance, like enriching uranium at levels higher than 3.67 percent. Iran wants to avoid snapback.
Iran's Araghchi has visited China and Russia to coordinate a position, while accusing Israel of 'undermining' the negotiations.
Witkoff was also in Moscow on Friday to discuss the talks with Russian President Vladimir Putin.
Araghchi has said he is ready to visit Paris, Berlin and London for direct talks with the three European JCPOA signatories.
'I was ready to do it before Iran commenced its indirect dialogue with the U.S., but the E3 opted out,' he wrote on X.
Meanwhile, Iran's Supreme Leader Ayatollah Ali Khamenei signalled to his followers, using religious symbolism, this week, that they must not refuse a deal with the US.
He recounted how Jafar al-Sadiq, the sixth imam revered in Shia Islam, made a deal with his enemy some 1,300 years ago, adding that any deal would not indicate the 'dominance of disbelief and deceit' over Muslims.

The Cabinet also renewed its welcoming of the ceasefire agreement between Iran and Israel, expressing its hope that both parties will adhere to the agreement. The Cabinet highlighted Qatar's ongoing efforts to de-escalate tensions, pursue dialogue and diplomatic means to resolve disputes, and settle conflicts peacefully, in order to maintain security, peace, and stability in the region and around the globe. The Cabinet hailed the Ministry of Social Development and Family Strategy 2025-2030, launched by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, which represents a qualitative leap from the traditional care model to a more comprehensive, empowering, and sustainable approach, based on a realistic understanding of the needs and challenges of the Qatari society. The strategy is based on five main pillars, namely: strengthening the cohesion of the Qatari family, empowering Qatari women and enhancing their participation in various fields, particularly in leadership and decision-making positions, empowering vulnerable groups, fostering a spirit of participation and solidarity, and improving the standard of living of individuals and families. Afterwards, the Cabinet considered the topics on its agenda, as it acknowledged the Shura Council's approval of a draft law on lost and abandoned property. The Ministry of Interior had prepared this draft law to regulate procedures for dealing with lost and abandoned property and items, with the aim of ensuring the preservation as well as encouraging those who find such to hand over any items they find so that they can be returned to their owners. The Cabinet also acknowledged the Shura Council's approval of a draft law concerning water. Prepared by the Qatar General Electricity and Water Corporation (Kahramaa), this draft law seeks to achieve water security, conserve water resources, and protect them from depletion, waste, or pollution. It also aims to improve the efficiency of water services and their uses, ensure their quality, and ensure proper maintenance and operation of water facilities. The Cabinet approved a draft Cabinet decision establishing a grievance committee related to the expropriation of real estate for public benefit and the procedures for grievances thereof. The Cabinet also approved draft decisions proposed by the Minister of State for Energy Affairs to determine the areas for district cooling services, determine the corridors and paths of district cooling networks and the exceptions thereto, and the criteria for considering the areas, facilities and residences located therein eligible for district cooling services, and to determine the rules necessary to facilitate the entry and access of licensees to public properties and lands to establish, operate or maintain the district cooling system, in addition to determining the procedures and controls necessary for submitting a request to remove, move, change or divert any part of the district cooling system and deciding on it, and determining the controls for compensating property and land owners for damages, costs or expenses caused by the licensee resulting from the installation of the district cooling system. These drafts, prepared by Kahramaa in coordination with the Ministry of Municipality, come within the framework of the Kahramaa's strategy, which aims to establish rules regulating district cooling works and services, and monitoring their implementation, in accordance with the provisions of Law No 19 of 2024 regulating district cooling services. The Cabinet reviewed the proposals submitted by the Shura Council regarding the status of persons with disabilities and took the appropriate decision in their regard. The Cabinet decided to take the necessary measures to ratify an agreement between the government of the State of Qatar and the government of the Russian Federation on cooperation in the fields of healthcare, medical education, and medical sciences. The Cabinet decided to approve a draft MoU for twinning between the Doha Municipality in the State of Qatar and the Guatemala Municipality in the Republic of Guatemala, a draft MoU in the field of endowments and Islamic affairs between the Ministry of Endowments and Islamic Affairs in the State of Qatar and the Ministry of Awqaf Islamic Affairs and Holy Places in the Hashemite Kingdom of Jordan, a draft MoU for cooperation on human resources management in the civil service between the government of the State of Qatar and the government of the Republic of Kazakhstan, and a draft executive programme for an MoU for cooperation in the field of endowments and Islamic affairs between the government of the State of Qatar and the government of the Republic of Tunisia for the years 2025-2028.

At the outset of the meeting, HH the Amir welcomed HH the President of the UAE and his accompanying delegation, expressing his pleasure with this visit, which reflects the depth of relations between the two fraternal countries. For his part, HH the President of the UAE reiterated his country's solidarity with Qatar and its support for it following the attack that targeted its territory. Iran to temporarily suspend cooperation with IAEA

The Iranian parliament has voted to temporarily suspend cooperation with the International Atomic Energy Agency (IAEA), state broadcaster IRIB reported on Wednesday. The move came amid conflicting reports over how badly the country's nuclear programme was damaged by the targeted US strikes at the weekend. IAEA head Rafael Grossi had earlier called for nuclear inspections in Iran to resume following the ceasefire between the Islamic Republic and Israel. Iran would not allow any IAEA inspectors into the country until the 'safety' of the nuclear facilities is guaranteed, said Parliamentary Speaker Mohammad Bagher Ghalibaf. The decision by the Iranian parliament not to work further with the IAEA still needs to be approved by Iran's Guardian Council and the Security Council. The Security Council, led by Supreme Leader Ayatollah Khamenei, is the most important political decision-making body in the country. US-Iran talks ongoing When it came to current relations with Iran, the US is 'actually getting along with them very well right now,' President Trump said. US Special Envoy Steve Witkoff confirmed late Tuesday that the US has begun talks with Iran on a permanent peace agreement. Speaking on Fox News, Witkoff said that the talks are 'promising.'
