Second-class letters may be delivered only every other day
Royal Mail should only deliver second-class letters every other weekday and not on Saturdays to protect the future of the UK's postal industry, the industry regulator has proposed.
Ofcom said the Universal Service Obligation (USO) must be reformed as people send fewer letters every year but stamp prices keep rising.
The one-price-goes-anywhere USO means Royal Mail has to deliver post six days a week, from Monday to Saturday, and parcels on five from Monday to Friday.
Ofcom said Royal Mail should continue to deliver first-class letters six days a week but second class will be limited to alternate weekdays.

"The world has changed, we're sending a third of the letters we were 20 years ago," said Natalie Black, Ofcom's group director for networks and communications.
"We need to reform the postal service to protect its future and ensure it delivers for the whole of the UK."
The regulator said Royal Mail's delivery performance was "not good enough", noting that it has fined the company more than £16m over the past 18 months.
But, among the reforms it is proposing, Ofcom has suggested reducing Royal Mail's next-day delivery target for first-class post from 93% to 90%.
It has also proposed dropping the target for second-class mail arriving within three days from 98.5% to 95%.
The number of letters Royal Mail delivers has fallen from a peak of 20 billion in 2004-05 to 6.6 billion last year.
However, the price of stamps have continued to rise. Since 2022, Royal Mail has hiked the cost of a first class stamp five times from 85p to £1.65.
It has also increased the cost of a second class stamp over the same period from 66p to 85p.
Ofcom said making changes to second-class deliveries could save the loss-making Royal Mail between £250m and £425m.
"This could enable it to improve reliability and redeploy existing resources to growth areas such as parcels," it said.
Emma Gilthorpe, chief executive of Royal Mail, said the proposals recognise the "urgent need for change" to protect the future of the USO.
"Our proposal was developed after speaking to thousands of people and is designed to preserve what matters most—maintaining a one-price-goes-anywhere service and first-class deliveries six days a week.
"Reform is crucial to support a modern, sustainable, and reliable postal service for our customers, our company, and our people."
But the Post Office has objected to the changes.
"Our postmasters and customers, particularly those who are vulnerable, do not want to see a reduction in the Universal Service Obligation," said a spokesperson for the Post Office.
"The proposals announced today put more pressure on postmasters who are already facing tough trading conditions."
Ofcom has launched a consultation on the new proposals online, which is open to the public until 10 April 2025. A decision is expected in the summer.
Royal Mail's parent company is being sold to a business controlled by Czech billionaire Daniel Kretinsky in a deal worth £3.6bn, after the Labour government approved the deal last year.
The government will maintain a "golden share" which means Mr Kretinsky's business will have to get approval for any changes to Royal Mail's ownership, the location of its headquarters and its tax residency.
Royal Mail must also adhere to the USO, which Mr Kretinsky has pledged he will do for "as long as I am alive".

The NHS and Royal Mail are a match made in hell
Your bank doesn't send letters ticking you off about your overdraft anymore. Neither does your lawyer, or your accountant, or anyone else for that matter. Even your birthday or Christmas cards typically arrive via your phone's inbox instead of the front door. There is, however, one organisation that still finds a piece of paper delivered by hand to be the most efficient way to communicate: the NHS. Its spending on the Royal Mail is still soaring – with taxpayers footing the bill. The Health Secretary Wes Streeting may still trot out his standard speech about how the NHS is a global leader in new technologies and how Artificial Intelligence will drive a new era of productivity. The reality, as so often, turns out to be very different. We learned this week that the technology that the health service relies on is one from the 1840s: the letter with a stamp on it. Despite pledging to switch to a completely digital way of communicating with patients, according to research from the Taxpayer's Alliance the amount the health service spent on mail punched through £100 million this year, up by 12.5 per cent over the last twelve months. Even though up to a quarter of the estimated eight million missed appointments a year were the fault of delays in the post, hospital managers persist in using letters as their main form of managing the system. The last quarter of a century of technological progress has completely passed it by. Indeed, at the current rate of growth the NHS will be spending £180 million a year by the end of the decade on the postal service, and more than £500 million by the 2040s. Perhaps the takeover of the mail system by the Czech billionaire Daniel Kretinsky makes sense after all. While most of us may have imagined the postal business was in terminal decline, perhaps there is a fortune to be made as the booking system of the NHS. The trouble is that it should hardly come as a surprise to anyone. In reality, the NHS and Royal Mail are perfect partners for each other. They are both relics of a different era, created at a time when we still believed that government-owned monopolies were the most effective way to deliver a product or a service. They are both hopelessly inefficient and riddled with restrictive practices. They are both dominated by trade unions that are resistant to change; that protect their privileges with a single-minded determination; and bask in a sense of entitlement that justifies everything they do. And they are both completely resistant to new technology, even if it could transform both the quality and the efficiency of the service they are meant to be delivering. They could both move with the times if they wanted to. But it would cause too much inconvenience for the staff. More than £1 billion paid to those wronged by Horizon scandal, Government says
More than £1 billion has been paid in financial redress to subpostmasters wronged by the Horizon IT scandal, the Government has said. The Department for Business and Trade (DBT) said money has now been paid out to more than 7,300 subpostmasters across all Horizon-related redress schemes. The announcement comes just weeks after lead campaigner and former subpostmaster Sir Alan Bates said the schemes had 'turned into quasi-kangaroo courts'. Sir Alan told the Sunday Times last month that DBT 'sits in judgement of the claims and alters the goal posts as and when it chooses'. Between 1999 and 2015, more than 900 subpostmasters were prosecuted after faulty Horizon accounting software made it look as though money was missing from their accounts. Many are still awaiting compensation. In figures published on Monday, DBT said £559 million has been paid out to 6,337 claimants from the Horizon shortfall scheme. The data also says that of the 555 people who joined Sir Alan Bates in taking the Post Office to court between 2017 and 2019, also known as the Group Litigation Order Scheme (GLO), 488 have received £167 million between them. Elsewhere, £245 million has been paid out to 463 subpostmasters who had their convictions quashed by legislation put in place last summer, and £68 million has been paid to those who have had their convictions quashed in the courts, DBT said. Post Office minister Gareth Thomas said: 'Since entering Government, it has been our priority to speed up the delivery of compensation to victims of the Horizon scandal and today's milestone shows how much progress has been made. 'We are settling cases every day and getting compensation out more quickly for the most complex cases, but the job isn't done until every postmaster has received fair and just redress.' Post Office chief executive Neil Brocklehurst said: 'I welcome the news that over £1 billion has been paid to victims of the Horizon IT Scandal. 'Each week we are seeing more people receive their final settlements so they can begin to look beyond this painful chapter of their lives. 'However, I am also aware that more work remains to be done so that all victims receive full redress as quickly as possible and this is an absolute priority for the Post Office. 'And finally, to anyone else who thinks they may have been affected, I encourage you to come forward and apply for redress.'
