Shares rally but dollar weakens with Fed independence seen under threat

SINGAPORE, June 27 (Reuters) - Asia shares hit their highest level in more than three years on Friday as they tracked a Wall Street rally, though the dollar struggled on concerns about the Federal Reserve's independence and expectations for early rate cuts.
Stock indexes worldwide look set to end the week on a positive note, with worries about tensions in the Middle East and uncertainty over tariffs and trade deals on the backburner for now.
MSCI's broadest index of Asia-Pacific shares outside Japan (.MIAPJ0000PUS), opens new tab touched its strongest level since November 2021 early in the session. It last traded 0.2% higher and is set to clock a 3% gain for the week.
Japan's Nikkei (.N225), opens new tab jumped 1.5% and surpassed the 40,000 mark for the first time in five months.
Reasons for the upbeat mood included news that Washington has reached an agreement with Beijing on how to expedite rare earth shipments to the United States.
U.S. Treasury Secretary Scott Bessent also said on Thursday that he has asked Republicans in Congress to scrap the Section 899 retaliatory tax proposal from their tax and spending bill after Washington reached an agreement with Group of Seven industrial countries.
"That was something that had been making some investors, especially foreign investors, nervous when that provision was passed by the House. So if that provision gets removed, then that allays one of the concerns from foreign investors," said Khoon Goh, head of Asia research at ANZ.
"The cumuluation of these various... positive developments all helped to contribute to the buoyant market mood we're seeing."
European futures also gained, with EUROSTOXX 50 futures and DAX futures both up 0.6%, while FTSE futures advanced 0.16%.
U.S. stock futures were little changed, though Wall Street had on Thursday closed near record highs, further supported by expectations of imminent Fed rate cuts.
Much of the focus for markets over the past two sessions has been on the prospect of an early change of guard at the Fed, after the Wall Street Journal reported that U.S. President Donald Trump has toyed with the idea of selecting and announcing Fed Chair Jerome Powell's replacement by September or October.
That knocked an already battered dollar even lower as traders fretted about an erosion of Fed independence and as they moved to price in more U.S. rate cuts this year.
The dollar languished near a 3-1/2-year low on Friday and was headed for a 1.4% weekly loss, its largest decline in over a month.
For the year, the greenback is already down more than 10% and if it stays that way in the next few days, that will mark its biggest first half-of-a-year fall since the start of the era of free-floating currencies in the early 1970s.
Against a weaker dollar, the euro was perched near its highest in over three years at $1.1688. Sterling rose 0.03% to $1.3730.
"Trump's desire to 'shadow' the Fed using a designated replacement for Chair Jay Powell isn't a good way to promote the perceptions of integrity and autonomy in U.S. policymaking and, by extension, that of the reserve currency status of the U.S. dollar," said Thierry Wizman, global FX and rates strategist at Macquarie Group.
Adding to the Fed cut bets has been a raft of weaker-than-expected U.S. economic data, with attention now shifting to Friday's release of the core PCE price index, the U.S. central bank's preferred measure of inflation.
U.S. Treasury yields were steady in Asia after falling the previous session, with the two-year yield at 3.7418% and the benchmark 10-year yield last at 4.2554%.
In commodities, oil prices were set for a weekly decline with the Iran-Israel ceasefire holding and easing concerns over Middle East supply risks.
Brent crude futures were up 0.41% at $68.01 a barrel while U.S. crude rose 0.46% to $65.53 per barrel on Friday, but both were headed for a fall of more than 10% for the week.
Spot gold fell 0.23% to $3,320.25 an ounce.

The British auto firm based in Gaydon, Warwickshire has today unveiled its first ultra-luxury house. However, if you wanted it, you'd need to pack your bags and move to Tokyo first. The N °001 Minami Aoyama home has just been completed in the Japanese capital in partnership with real estate developer Vibroa. The four-storey private residence is situated in the city's highly desirable boutique Omotesandō neighbourhood, meaning you'll need a sizable collection of zeros in your bank account to afford it. The townhouse extends the company's exclusive property portfolio, which already includes the Aston Martin Residence apartment block in Miami . It also designed the interiors for 'The Astera' complex on Al Marjan Island in the United Arab Emirates. Both are worlds away from affordable housing. And while the mega mansion boasts a gym, wine cellar, theatre, dedicated golf simulator, and a private spa, the garage is arguably the most incredible showpieces of all. 'N°001 Minami Aoyama is a true showcase for bespoke craft, high-end technology and a unifying design language that parallels the truth to materials, perfect proportions and effortless beauty of Aston Martin's range of luxury sports cars,' so Aston Martin's blurb says. But what are the important figures in the sales brochure? It offers three storeys above a substantial basement level, three en-suite bedrooms, and a total floor area of 724 m2 (7,793 ft2). On the outside, it's - unsurprisingly - a stunning spectacle. The exterior façade to the front uses vertically-aligned metal louvers of varying proportions and angular fins that are split by a singular LED light, which looks like the spine of the electric building. 'Together, these create a shifting presence throughout the day as light plays on the reflective surfaces, providing animation as well as privacy,' the car maker claims. And they also provide a tiny glimpse of the lavish interior finishes, like the rippled mirrored ceilings and a wilderness of plants on the first-floor spa terrace. To the rear is balconies galore, with four in total as well as a selection of enormous portrait windows that flood light into the property. There's a roof-top terrace too, with 360-degree views of the affluent district of the Japanese city - including Tokyo tower - as well as an entertaining space, outdoor kitchen, and planting section that acts as a mini garden oasis. Back indoors, one of the main focal points of the property is its dramatic sculpted staircase. This is formed from folded steel and shaped to give the impression of a piece of origami. Running from the basement and ground floor, adjoining an internal garden and illuminated by a feature pendant chandelier, it is one of the most jaw-dropping aspects of the luxury home. An ultra-expensive kitchen features black lava stone surfaces and Italian-crafted grey oak cabinets, which are contrasted by nebula steel and pewter metal accents throughout. Many of the unique furniture pieces were custom designed under Aston Martin's direct supervision, too. This includes the first-floor spa, with sauna and bath finished in natural Hinoki timber cladding and using a specially designed audio system. There's an outdoor Onsen pool too, with seating on the private terrace. Like its cars, Aston Martin also commissioned a fully-integrated Bowers & Wilkins audio system that plays in every room of the residence. It's not a garage; it's an 'automotive gallery' The 'showcase space' consists of two covered parking spaces that presents a two-vehicle collection 'as if they were sculptural works of art'. A 'special glass vision panel brings the vehicles into the lounge and meeting room on the ground floor,' the car maker says. The garage area has adaptive lighting and a wave-texture metal ceiling for a final splash of opulence. From the outside, with the gallery shutters open, it reveals the incredible garage roof as well as a peek inside the premium pad's living space. Announcing its completion, Marek Reichman, executive vice president and chief creative officer at Aston Martin said: 'Throughout the design and construction of N°001 Minami Aoyama we have worked closely with Vibroa to celebrate the influence of Tokyo's culture, history and style. Before you pick up the phone to call a real estate agent in Tokyo to inquire about the price, save yourself the time. That's because the property was sold to a private buyer back in 2022.

BEIJING, June 27 (Reuters) - China's central bank said on Friday that it would adjust the pace and intensity of policy implementation in response to domestic and global economic and financial conditions. The world's No.2 economy has faced pressure this year due to U.S. President Donald Trump's imposition of tariffs on Chinese products and persistent deflationary pressure at home. "The external environment has grown increasingly complex and challenging, with weakening momentum in global economic growth, rising trade barriers, and diverging economic performance among major economies," the People's Bank of China (PBOC) said in a summary of its quarterly monetary policy committee meeting. The economy "still faces difficulties and challenges such as insufficient domestic demand, persistently low price levels, and multiple hidden risks," the bank said. "It is suggested that the intensity of monetary policy adjustments be increased, and the forward-looking, targeted and effective nature of monetary policy adjustments be enhanced," it added. The central bank said it will guide financial institutions to step up credit supply, and push for the lowering of overall social financing costs. It also pledged to enhance the resilience of the foreign exchange market, to guard against the risk of exchange rate overshooting, and to keep the yuan exchange rate "basically stable at a reasonable and balanced level." On the beleaguered property market, the bank said it will increase efforts to revitalise existing commercial housing and land inventory, and continue to consolidate the "stable momentum" in the sector.

June 27 (Reuters) - China's total gold imports via Hong Kong fell 1.5% in May from April, Hong Kong Census and Statistics Department data showed on Friday. As the world's leading gold consumer, China's purchasing activities can significantly influence global gold markets. The Hong Kong data may not provide a complete picture of Chinese purchases, as gold is also imported via Shanghai and Beijing. Net imports via Hong Kong to China for May stood at 48.127 metric tons, compared to 43.462 tons net imports in April. China's total gold imports via Hong Kong reached 57.76 tons in May, down 1.5% from 58.61 tons in April. China aims to increase its gold resources by 5% to 10%, and its gold and silver output by more than 5% by 2027, the industry ministry said on Monday in an implementation plan for 2025 to 2027. Shanghai Gold Exchange said on Wednesday it would list ipau99.99hk and ipau99.5hk contracts on Thursday to expand the opening-up of the gold market to the outside world.
