NFA to ship 35,000 bags of rice to Cebu for P20/kilo program

GMA Network02-06-2025
The National Food Authority (NFA) is set to ship some 35,000 bags of rice from San Jose, Oriental Mindoro to Cebu, where they will be sold for P20 per kilogram, as part of the pilot implementation of the government's program aimed to lower prices of rice in the country.
According to the Department of Agriculture (DA), the latest shipment is part of the 100,000 50-kilo sacks ordered by Cebu Governor Gwen Garcia for distribution in the province. The first batch of 35,000 bags arrived three weeks ago.
'(T)his effort is about more than just bringing down prices — it is about recognizing and supporting the people who make it possible,' Agriculture Secretary Francisco Tiu Laurel Jr., who also chairs the NFA Council, said in a statement.
'By clearing space in our NFA warehouses, we are making room to buy more palay from you, our beloved farmers. Here in Mindoro, a vital rice-producing province in Southern Tagalog, you deserve not just recognition, but fair prices that truly reflect your hard work and sacrifice,' he added.
The NFA buys fresh palay or unmilled rice from farmers at P18 per kilo, and up to P24 per kilo for dry palay. This compares with the P13.50 to P18.00 per kilo buying price of private traders, against an estimated production cost of P12 to P14 per kilo.
The rice shipments are then sent to local governments and Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita (KADIWA) Centers of the DA to be sold to indigents, senior citizens, solo parents, and persons with disabilities at P20 per kilo.
'This subsidized rice program is for every Filipino family striving to put food on the table—and for every farmer who rises before dawn, rain or shine, to feed the nation. Thank you. You are the heartbeat of this program, and the reason it has meaning,' Tiu Laurel said.
Tiu Laurel in January said the NFA is set to buy at least 300,000 metric tons of rice this year, with optimism that the country will hit a record for palay production.
Under its mandate, the NFA is tasked to maintain sufficient rice buffer stocks to be sourced mainly from local farmers. The agency, for its part, said it is also mandated to keep and dispose of 99.9% of stocks in good and consumable condition. — RSJ, GMA Integrated News

Marcos seeks to provide cheaper meds for Pinoys amid India visit

President Ferdinand 'Bongbong' Marcos Jr. on Monday said he wants his state visit to India to result in cheaper medicines for Filipinos, among others. 'I want this visit to bring concrete benefits for the Filipino people, such as more affordable medicine and greater connectivity and food security,' Marcos said in his departure speech. 'It is incumbent upon us, now more than ever, to maximize the opportunities in trade and investment with the world's fourth largest economy,' he added. The country's caretakers while the President is abroad are Executive Secretary Lucas Bersamin, Agrarian Reform Secretary Conrad Estrella III, and Education Secretary Sonny Angara. Marcos said he brings with him some Cabinet secretaries who will make sure that his vision of 'a close strategic relationship with India is turned into a reality as quickly as possible as we make our commitments at the highest levels of government and business.' According to the President, there is much potential for cooperation with India that will mutually benefit the two countries' citizens. 'We intend to explore these potentials by charting a plan of cooperation across a broad spectrum of shared interests: from defense, trade, and investment, to health and pharmaceuticals, connectivity, agriculture, tourism, and many others,' he said. Upon his arrival in New Delhi, Marcos will proceed to a meet and greet with the Filipino community. Aside from meeting Indian leaders, particularly Prime Minister Narendra Modi, Marcos will also meet with India's business sector. He said a lot of multinational Indian firms have already operated in the country.—AOL, GMA Integrated News

Bersamin, Estrella, Angara to serve as caretakers as Marcos flies to India

Executive Secretary Lucas Bersamin said Monday morning that he and two other Cabinet officials will serve as caretakers amid President Ferdinand 'Bongbong' Marcos Jr.'s state visit to India. Bersamin said the other caretakers are Agrarian Reform Secretary Conrad Estrella III and Education Secretary Sonny Angara. Marcos is expected to leave the country Monday morning. In a press briefing last Friday, Foreign Affairs Assistant Secretary Evangeline Ong Jimenez-Ducrocq said Marcos' visit would elevate the countries' shared priorities in defense and maritime cooperation, trade and investment, science and technology, and cultural exchange. Jimenez-Ducrocq also confirmed that several bilateral agreements are lined up for signing. These agreements span cooperation in law, culture, science, and technology, among other fields. The President will also have a meet and greet with the Filipino community in New Delhi. After New Delhi, the President and his delegation will go to Bangalore, which according to the DFA official, is India's Silicon Valley. Marcos will have a series of business meetings there. Marcos will be back in Manila on Friday, August 8. —AOL, GMA Integrated News

Apple Pay, Google Pay can launch in PH without BSP registration

The Bangko Sentral ng Pilipinas (BSP) has deemed that mobile payment providers Apple Pay and Google Pay do not qualify as operators of payment systems (OPS) in the country as they do not plan to hold funds for Filipino users, removing the need for prior registration. According to BSP Deputy Governor Mamerto Tangonan, discussions with the two firms found that both Apple Pay and Google Pay are only technology service providers, and will not have to register with the central bank as OPS. 'We deemed them not to be an OPS because their activity is not an OPS activity,' he said in a recent interview. 'Kung ganyan lang, kasi walang wallet, wala eh, hindi dumadaan sa kanila 'yung pera. Babasahin lang 'yung credentials, tapos walang contract between them and the merchants. OPS ka kung sa ibang countries, Apple Pay may account na nagho-hold ng funds, pero 'yung execution nila dito, walang ganon,' he added. (If it's just like that, because there's no wallet, there's nothing, the money doesn't pass through them. They'll just read the credentials, and there's no contract between them and the merchants. You'd be considered an OPS if, in other countries, Apple Pay has an account that holds funds, but the way they execute here, there's no such thing.) Both Apple Pay and Google Pay allow users to make financial transactions through near-field communication (NFC) devices, enabling users to tap their smartphones or smartwatches to make payments using linked debit or credit cards and e-money accounts. Tangonan earlier said both firms are exploring offering their services to the Philippine market, but would have to first secure registration with the BSP as OPS. Discussions showed that they function only as third-party technology service providers. '[They are] technology service providers, so it's up to the financial institution to assess them, kasi ang responsible sa BSP, 'yung financial institution. So if anything happens, the one accountable to us is PSP [payment service provider], so that's why they're being careful, maybe, although proven naman sa world,' he said. (They're technology service providers, so it's up to the financial institution to assess them, because the entity responsible to the BSP is the financial institution. If anything happens, the one accountable to us is the PSP, so that's why they're being careful, maybe, although they are already proven worldwide.) "So ngayon, sabi namin, PSP, it's your responsibility. Eh siguro because it's their responsibility, baka talagang ine-evaluate nilang mabuti," he added (So now, we said PSP, it's your responsibility. Maybe because it's their responsibility, they are evaluating it thoroughly.) Data from the BSP show that digital payments accounted for 57.4% of the total volume of monthly retail transactions, and 59% in terms of value in 2024, higher than the target of 52% to 54% set under the Philippine Development Plan 2023-2028. 'These figures reflect the continued shift toward digital channels and the growing trust of Filipinos in using digital financial services,' BSP Governor Eli Remolona Jr. said in his message in the central bank's 2024 Status of Digital Payments in the Philippines report. — BM, GMA Integrated News
