Eco win for Ocean Reef Marina development

The first stage of the Ocean Reef Marina development is still a while from completion but the project is already earning recognition after becoming the first marina development in Australia to receive 'EnviroDevelopment certification' at the highest level attainable.
The marina was independently awarded certification by Australia's peak development industry body, the Urban Development Institute of Australia, for sustainable design and construction across six key areas: ecosystems, waste, water, energy, materials and community.
Among the green features of the development will be a renewable energy microgrid, expected to reduce annual energy bills by up to 30 per cent for future residents.

The State Government also claims that more than 80 per cent of construction waste is being diverted from landfill, with recycled materials repurposed for use in roads, carparks, drainage and other parts of the project.
Once completed, the project, which the State Government has invested $272.3 million in, will feature 12,000sqm of business, retail, and commercial floor space, along with more than 5ha of publicly accessible open space, including parks and playgrounds.

With stage one of the project set to open in 2026, Planning and Lands and Housing and Works Minister John Carey hopes the marina will become a major tourism precinct for WA.
'Ocean Reef Marina will become a world-class tourism precinct, featuring a diverse mix of residential options, lively local enterprises and attractions designed to draw visitors throughout the year, all underpinned by leading environmental sustainability practices,' Mr Carey said.
'This certification demonstrates our commitment to delivering innovative, environmentally responsible projects that enhance the quality of life for Western Australians.'
The marina will also feature 1000 new homes, including apartments, single-residential dwellings and mixed-use developments.

Construction of the marina began with breakwater works in April 2021.
Major construction activities, including clearing, earthworks, dredging and land reclamation, started in August 2022.
The new Ocean Reef Sea Sports Club, Joondalup City RSL, and Marine Rescue Whitfords facilities are on track to open in late 2025, with the family beach and coastal pool anticipated to open in 2026 when stage one of the development is completed.
Civil construction of the marina is not expected to be complete until 2030, with full build-out projected to extend beyond 2036.

Pleas for regional road upgrades are being ignored, according to the Member for Geraldton, in the wake of the Cook Government's record funding package for safer roads across WA. A record funding injection of $57 million to support more than 100 projects across the State was announced by Transport Minister Rita Saffioti and Road Safety Minister Reece Whitby at the end of July. The funding will be allocated to the 2025-26 State Black Spot Program and Safer Roads Program and includes 54 roads in regional WA, including $221,000 for the Northampton Kalbarri Road, $263,847 for Eastward Road-Pass Street-Rifle Range Road and $1.76 million for Eastward Road-Flores Road. Geraldton MLA Kirrilee Warr said while funding for the City of Greater Geraldton and Shire of Northampton was welcomed, it was disappointing to see other major roads in the region ignored. 'The road improvements within the area are welcomed, but there are important projects that have been missed,' she said. '$225m is what was needed to make all the safety improvements recommended for Geraldton-Mt Magnet Road, and not a cent was included in this announcement. 'When will the State Government acknowledge this is a road that is in desperate need of upgrades to ensure safety for the Geraldton and wider Mid West communities?' The Geraldton-Mt Magnet Road was included in the RAC's top 10 most risky regional roads, described as having poor surface quality, sharp turns and lacking overtaking opportunities. In response to Ms Warr's comments, a State Government spokesperson said more than $31 million had been invested on the road since July 2023 through the Regional Road Safety Program, and it was not included in the recent funding announcement as the State Black Spot Program was aimed towards smaller road projects. 'A significant amount of investment has been made on the Geraldton-Mt Magnet Road in recent years,' the spokesperson said. 'The Government will continue to invest in the Geraldton-Mt Magnet Road in the coming years. 'The State Black Spot program is tailored towards smaller projects that help to enhance safety throughout the State. As part of the criteria the maximum cost per project is $3 million.'

New social housing development planned for Stirling

Fifteen new social housing dwellings, part of a $7.74 million development, will be built in Stirling as part of a government initiative to increase the supply of affordable housing in the area. Located less than a kilometre from Stirling train station, the development will feature nine two-bedroom, four one-bedroom and two studio units. The project is being funded jointly by the Federal Government's Housing Support Program and the State Government's Social and Affordable Housing Fund. A contract was recently awarded to Thomas Building to construct the dwellings, which were designed by local architecture firm Whitehaus. Housing and Works Minister John Carey said the State was continuing to work with the Federal Government to ensure more people had a safe and affordable place to call home. 'This $7.74 million development will help increase the supply of much-needed social homes in our northern suburbs,' he said. 'Our government is investing a record $5.8 billion in housing and homelessness measures and we have added more than 3300 social homes since 2021.' The homes are expected to be completed and ready for tenants by late 2026.

Construction on East Wanneroo underway

Construction has officially commenced on the development of East Wanneroo, kicking off a major housing program set to deliver 50,000 homes over the next 50 years within 25km of Perth's CBD. Part of the East Wanneroo District Structure Plan, the first of 28 precincts — the Stockland Grevillea estate in Mariginiup — is now taking shape and will provide more than 2,000 homes across 123ha in Perth's north. The development is one part of three local structure plans recently approved for subdivision by the Western Australian Planning Commission within the East Wanneroo District Structure Plan, which was approved in 2021. Credit: Andrew Ritchie / The West Australian Included in the approved structure plans are provisions for two future 'transit stations', Mariginiup and Gnangara, which the State Government confirmed this week are part of its long-term transport vision for the area. The planned stations could form part of a potential east–west rail link, branching off the future Whiteman–Yanchep Highway and connect the Morley-Ellenbrook and Yanchep lines, with some sections expected to run underground through the future suburbs. Although planned, the future transit corridor in the area is still subject to changes as planning evolves. 'As part of the PTA's long-term planning, the proposed East Wanneroo line – as shown in (the framework called) Perth and Peel @3.5 million – continues to be reviewed in line with evolving land use and demand for passenger rail,' a PTA spokesperson told PerthNow. Credit: WAPC Planning and Lands Minister John Carey confirmed that planning was under way for transport infrastructure in East Wanneroo, but despite the planned corridor running underground, it may not be a train line. 'That is a transit corridor, so it doesn't necessarily mean that it will be train stations,' he said. 'A structure plan effectively maps out the future land uses and vision, so it does have to provide for future schools, transit corridors, but actually it will be realised at a later date. But we need to map that out right now.' More than 8,000ha across Wanneroo, Mariginiup, Gnangara, Jandabup, and Pinjar will be released for development under the East Wanneroo Structure Plan, paving the way for the 50,000 homes to accommodate up to 150,000 people. The Grevillea estate, now under construction, will include a mix of housing types ranging from traditional family-sized blocks to townhouse-style homes, with around 180 lots in the initial subdivision expected to go on sale in late 2025. The Mariginiup community will eventually be supported by new schools, a neighbourhood shopping centre. Premier Roger Cook was in East Wanneroo on Monday to mark the start of construction. 'WA's economy is the envy of the nation, and we are working hard to ensure we can deliver the land and housing supply needed for our growing population,' Mr Cook said. 'We are planning for the future to ensure these new neighbourhoods will have access to the services and community infrastructure they need to thrive.' 'Central to this long-term plan is ensuring that development complements the character of the region by providing for parks, public open space and natural bushland,' Mr Carey said. 'The staged provision of infrastructure will ensure that future communities have access to essential services, local amenities and community infrastructure such as schools, shops, and transport links.'
