UAE: Passenger smuggling cocaine in intestines caught at Zayed International Airport

Eighty-nine capsules of cocaine, weighing approximately 1,198 grams and with an estimated street value of Dh5 million, were recovered from a passenger's intestines at Abu Dhabi airport on Friday.
The drug smuggling attempt was foiled by the General Directorate of Ports at the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICAPC) at Zayed International Airport.
The seizure came after the customs inspection team at the airport grew suspicious of a passenger who arrived from a South American country. The passenger was subjected to advanced scanning, which revealed signs of foreign objects inside his body. He was then referred to the relevant authorities, who extracted 89 capsules from his intestines.
The Authority praised the inspectors for performing their duties with efficiency and reaffirmed its commitment to enhancing the inspection system. It emphasised the importance of protecting society from the dangers of narcotic substances and deterring anyone attempting to compromise state security, as part of broader national efforts to safeguard the country's security and public safety.
Last week, the authority thwarted an attempt to smuggle 5kg of marijuana at Zayed International Airport. The bust took place after Customs inspectors grew suspicious of the traveller's baggage as it passed through the airport's screening systems. The scanning equipment indicated the presence of abnormal materials concealed within the luggage, prompting a meticulous manual search.
The country's Customs department is aware of the latest methods and techniques used by smugglers to traffic narcotics. This vigilance is maintained through continuous monitoring of smuggling routes and the exchange of information with relevant authorities both domestically and internationally.
In addition, customs inspection teams used advanced equipment and technologies, including radiological devices capable of detecting drugs concealed within the human body.
The Authority affirmed its commitment to implementing an annual plan to train its customs inspection teams, equipping them with the skills, capabilities, and knowledge that will enable them to easily detect any smuggling attempt and enhance the concept of customs deterrence to prevent smuggling attempts and protect society from its risks and negative impacts.

The new procedures apply to employees and senior executives, including CEOs, of entities overseen by the Financial Audit Authority. They are designed to ensure disciplinary penalties are fair, proportional, and transparent while safeguarding employee rights and reinforcing accountability. The decision outlines clear roles and responsibilities for the Central Violations Committee, which addresses financial and administrative violations. It emphasizes objective investigations, the right of employees to submit written defenses, and prohibits multiple penalties for the same offense. Penalties must be legally justified and matched to the violation's severity. The Grievances Committee's authority and procedures are also defined, including a 15-working-day deadline for employees to file grievances after notification of contested decisions. Late submissions are invalid. Both employees and entities must comply with the Committee's rulings, which the entity must enforce and report back to the Authority. Confidentiality is a priority, with all committee sessions and records kept private unless disclosure is approved by the Financial Audit Authority's Director General for public interest reasons. To support these committees, the Financial Audit Authority will provide administrative and technical assistance, in line with Law No. (4) of 2018, under which the Authority operates. In his capacity as Chairman of the Financial Audit Authority, Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, has issued Decision No. (2) of 2025 regarding the protection of public employees who report or disclose information related to financial or administrative violations, or who cooperate with the Financial Audit Authority in Dubai. Sheikh Maktoum said on X, 'We have issued a decision regarding job protection for public employees who report financial and administrative violations in entities subject to the Dubai Financial Audit Authority. 'This decision protects employees entrusted with the nation's wealth from any arbitrary action, preserves the confidentiality of reports and investigations, and guarantees job security and institutional justice for whistleblowers. 'We have established a comprehensive legal framework that encourages reporting and enhances employee confidence in our oversight role. 'Dubai protects those who protect the trust, Dubai protects those who protect it, and Dubai does not forget the loyal.' The Decision is issued pursuant to Law No. (4) of 2018 on the establishment of the Financial Audit Authority and its amendments, and applies to employees of entities overseen by the Authority. The Decision aims to safeguard public funds and uphold the financial and economic integrity of the Emirate. It enables employees to report financial and administrative violations, as defined by Law, and to provide testimony during investigations conducted by the Financial Audit Authority in Dubai, without being subject to any form of pressure. The measure supports the effective detection and disclosure of such violations. The Decision also aims to safeguard the employment status of whistleblowers who submit reports or provide testimony during administrative investigations conducted by the Authority. It defines the procedures and conditions for requesting protection and establishes the legal and procedural frameworks necessary to encourage employees to report violations within entities under the Authority's oversight. The provisions of the Decision apply to employees of entities under the Financial Audit Authority in Dubai whose reports or statements regarding violations are accepted by the Authority in accordance with the Law No. (4) of 2018. They also extend to employees requested to provide testimony during administrative investigations related to such violations. Under the Decision, all reports submitted to the Authority are treated with strict confidentiality. Employees of the Financial Audit Authority in Dubai are strictly prohibited from disclosing, sharing, or revealing any data or information contained in these reports under any circumstances. Investigators tasked with conducting administrative investigations must possess the necessary expertise relevant to the nature and procedures of such cases. They are also required to fully uphold the principle of confidentiality to ensure that whistleblowers are not exposed to any harm. The Director-General of the Financial Audit Authority in Dubai will issue the required decisions to implement this Decision. The Decision is effective from the date of its issuance and will be published in the Official Gazette.
