
Dubai to protect public employees who report financial or administrative violations
In his capacity as Chairman of the Financial Audit Authority, Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, has issued Decision No. (2) of 2025 regarding the protection of public employees who report or disclose information related to financial or administrative violations, or who cooperate with the Financial Audit Authority in Dubai.
Sheikh Maktoum said on X, 'We have issued a decision regarding job protection for public employees who report financial and administrative violations in entities subject to the Dubai Financial Audit Authority.
'This decision protects employees entrusted with the nation's wealth from any arbitrary action, preserves the confidentiality of reports and investigations, and guarantees job security and institutional justice for whistleblowers.
'We have established a comprehensive legal framework that encourages reporting and enhances employee confidence in our oversight role.
'Dubai protects those who protect the trust, Dubai protects those who protect it, and Dubai does not forget the loyal.'
The Decision is issued pursuant to Law No. (4) of 2018 on the establishment of the Financial Audit Authority and its amendments, and applies to employees of entities overseen by the Authority.
The Decision aims to safeguard public funds and uphold the financial and economic integrity of the Emirate. It enables employees to report financial and administrative violations, as defined by Law, and to provide testimony during investigations conducted by the Financial Audit Authority in Dubai, without being subject to any form of pressure. The measure supports the effective detection and disclosure of such violations.
The Decision also aims to safeguard the employment status of whistleblowers who submit reports or provide testimony during administrative investigations conducted by the Authority. It defines the procedures and conditions for requesting protection and establishes the legal and procedural frameworks necessary to encourage employees to report violations within entities under the Authority's oversight.
The provisions of the Decision apply to employees of entities under the Financial Audit Authority in Dubai whose reports or statements regarding violations are accepted by the Authority in accordance with the Law No. (4) of 2018. They also extend to employees requested to provide testimony during administrative investigations related to such violations.
Under the Decision, all reports submitted to the Authority are treated with strict confidentiality. Employees of the Financial Audit Authority in Dubai are strictly prohibited from disclosing, sharing, or revealing any data or information contained in these reports under any circumstances.
Investigators tasked with conducting administrative investigations must possess the necessary expertise relevant to the nature and procedures of such cases. They are also required to fully uphold the principle of confidentiality to ensure that whistleblowers are not exposed to any harm.
The Director-General of the Financial Audit Authority in Dubai will issue the required decisions to implement this Decision.
The Decision is effective from the date of its issuance and will be published in the Official Gazette.

Judge Dr Muhammad Obaid Al Kaabi, Chairman of the Sharjah Judicial Department, reiterated the department's commitment to developing the legal system and maintaining the rule of law, while complying with the directives of Sharjah's ruler. He noted that the Judicial Authority Law plays a major role in establishing a unified judicial system that reassures high levels of legal competence. Al Kaabi pointed out that as part of its implementation plan, the department has started updating internal procedures, upgrading digital infrastructure, and investing in the training of judicial staff to meet the demands of the next phase of development. He also highlighted that the law's provisions on transparent appointments, promotions, and inspections are vital to earning public confidence in the judiciary. Dr. Mansour Mohammed Bin Nassar, Chairman of the Sharjah Government Legal Department, described the new law as 'the result of the ongoing legislative efforts to create a legal framework that organises the emirate's judicial work and aligns with evolving legal developments.' He explained that under the new legal framework, the court will continue to safeguard rights and adhere to the rule of law through its role in reviewing the interpretation and application of legislation. Counselor Anwar Amin Al Harmoudi, Attorney General and Chairman of the Public Prosecution, said that the enactment of the Judicial Authority Law can expand the public prosecution's function within the emirate's judicial system. He clarified that the law enforces the prosecution's role as a core component in protecting individual and societal rights along with achieving judicial fairness. Al Harmoudi remarked that the legislation provides a clear structure for the Public Prosecution, outlining its jurisdiction and powers. Under this law, the Public Prosecution is authorised to file and pursue criminal cases in court, appeal verdicts, and lead investigations. It may also delegate judicial officers, who carry out their duties under its direction and supervision. The Judicial Authority Law in Sharjah consists of 89 articles across nine chapters, covering areas such as courts, the Public Prosecution, Judicial Department, judicial personnel, Judicial Inspection Department, judge qualifications, and administrative competencies. Egypt Licenses 16 Fintech Firms to Boost Nonbanking Sector Digitisation
Sixteen companies have received fintech licenses from Egypt's Financial Regulatory Authority (FRA) to support the digital transformation of the nonbanking financial sector, FRA Chairperson Mohamed Farid said on Monday (May 26). Four companies are currently registered to offer outsourcing services, with more expected to follow. Speaking at the Caisec25 information security and cybersecurity conference in Cairo, Farid said around 110 institutions now meet the FRA's cybersecurity requirements. He noted, however, that the FRA oversees more than 3,500 entities across various financial activities. The four outsourcing firms operate under a dedicated FRA registry and provide electronic identification, verification, and authentication; digital customer onboarding; electronic contracting; and digital record storage and retrieval. Farid said the FRA aims to build a secure environment that strengthens the nonbanking sector's role in the economy. 'As the regulator of the nonbanking financial sector, which includes capital markets, insurance, and financing activities, the Authority places significant importance on cybersecurity,' he said. 'This involves developing policies and systems to protect customer data and ensure market stability.' He added that the FRA recognises cyberattacks and data breaches as major threats. 'The accelerating pace of digital transformation creates opportunities but also increases cyber risks,' he said. 'This requires urgent development of policies and systems that support sound fintech governance.' Farid also pointed to rapid developments in artificial intelligence, saying institutions must be prepared to manage associated risks and recover from disruptions. 'We need a resilient nonbanking sector that can use technology effectively while handling risks efficiently.' He said building technical capabilities must be matched by improving workforce skills. 'The human element remains central. Specialists in cybersecurity must ensure continuous and comprehensive training for staff.'
