Homeowners in Laguna Beach urged to do their part to stave off wildfire disaster

Laguna Beach has rolled out a robust list of recommendations for its continued efforts in shoring up the community against the threat of wildfires and one key component is property owner participation.
The city introduced a wildfire mitigation and fire safety report in 2019. Two dozen items have been completed stemming from the initial report, city officials said, while another 67 recommendations were submitted in the update.
In the wake of the wildfires that ravaged the Los Angeles area in January, Laguna Beach revived its wildfire mitigation and fire safety ad hoc committee. The City Council appointed council members Sue Kempf and Bob Whalen as its representatives.
During the May 6 meeting of the City Council, city officials and community members called on residents to do their part to mitigate fire risk at home and to be prepared in the event that disaster strikes.
Sarah Limones, the city's new emergency operations coordinator, said the action items included in the update were broken up into several categories. The focal points for improvements include alert and warning capabilities, community preparedness, evacuation planning, fuel modification, infrastructure and public safety technology.
'I think there's really several components to it,' Whalen said of wildfire preparations. 'The first is … continued public agency effort … on the part of the city, on the part of the water districts, on the part of our surrounding agencies that have been assisting us. …I think the one we really have to stress, and it was not really that prevalent in the 2019 report, is private homeowner effort. … It really comes down to home hardening and vegetation management on our private property, and it's a big undertaking. It's a big effort. It's not going to be fun, in a lot of cases.'
City officials want to create a list of residents with mobility challenges that may need additional assistance on red flag days or in the event of an evacuation. Kempf said there will be a door-to-door campaign to get people signed up for the Nixle alert system, and she stressed the importance of taking heed to evacuation warnings.
Limones said the city would like to continue community engagement through town hall meetings. She suggested an annual meeting on the topic of insurance. Residents were also urged to have emergency kits ready and to practice leaving their neighborhoods via at least two separate routes.
There was also discussion about staging heavy equipment, such as bulldozers, on red flag days in areas with tough ingress and egress, in case abandoned cars need to be moved along evacuation routes and for public safety personnel. A video was shown during the meeting to demonstrate what it is like to maneuver a fire apparatus on the narrow streets of some neighborhoods in town.
From a technology standpoint, the city has begun implementing artificial intelligence fire detection cameras. Fire Chief Niko King said there are a couple cameras already installed at Top of the World and along Laguna Canyon Road, and there are plans to identify more locations. The city is exploring ways to control traffic without tying up public safety personnel, too.
The cameras operate 24/27 and detect any ignitions, King said. They can automatically report them to the nearest dispatch center to get early-notification resources started.
'We're looking at traffic systems and installing some of the priority signals,' he added. 'In the event of an evacuation, these signals … stay green and they allow traffic to continue its flow in a specific direction.'
Other preventive measures include consideration of the expansion of some fuel modification zones.
'Probably within the last six or seven years, we're starting to see some of the technology applied after fires occur,' King said. 'With the AI, they're able to model these fires and look where the … energy was the strongest.'
The fire chief said that where there's continuous fuel, such as dry brush on a steep slope near a populated area that's subject to high winds, some of the energy can be taken out of a blaze and the amount of flying ember showers will be decreased if the fuel modification zone is expanded to 300 feet from a property.
The local water districts also want to be resilient against seismic events and wildfire, both from the perspective of infrastructure and water supply.
Keith Van Der Maaten, general manager of Laguna Beach County Water District, said his team is working with Newport Beach and Fountain Valley to get a new well and working with South Coast Water District on the Doheny desalination project. 'Those those two projects alone will allow us to be 100% local supply,' he said.
'Helo-hydrant is another infrastructure,' he continued. 'There's two of them now — one that the city funded, one that the district funded, and we are going to be looking at next year … a study to see if we can identify a third site.'
Undergrounding utility lines remains a major focus in the community's fire mitigation efforts.
City Manager Dave Kiff said the bottom line on the action items outlined in the plan will amount to 'tens of millions of dollars.'
Mayor Alex Rounaghi said the city has to be 'all-in on fire safety,' and inquired about the possibility of putting 10% of the city's general fund budget, which this year is $94.6 million, toward such measures.
'I think we should be putting the next 10 years 10% of our general fund into wildfire prevention,' Rounaghi said. 'I think when you look at the public safety needs that we have in this community, we have to take this seriously. That's where I'm at. I think we need to really do more than $4 million this next budget. I think we need to be closer to 10% of our budget and also be looking at revenue enhancements.'

The CBS News Texas I-Team obtained dozens of text messages and emails exchanged between Kerrville city officials as they learned of the devastation caused by the Guadalupe River flooding on July Fourth. The texts, which began around 5:30 a.m. that day, first focused on the Independence Day festival planned at a city park. "Heavy rain in Hunt. Water is coming up at Louise Hayes. Port-a-potties floating away. The waterline is at the base of the stage right now," texted one assistant city manager. Another responded, "Are there still kids at camp in Hunt?" "Don't know," came the response. Minutes later, the city manager sent a group text to Kerrville city council members warning of "major flooding." One member responded, "Oh, my!! I didn't realize we had that much rain." Another texted, "Ugh!!! Not what we needed today." At 6:32 a.m., Kerrville police called for evacuations along several streets filled with RVs and apartments. Ten minutes later, the city sent a mass email warning residents to avoid driving down flooded streets: "Much needed rain swept through Kerrville overnight, but the downside is the severe weather may impact many of today's scheduled July 4th events." By 8:30 a.m., the mayor was signing a disaster declaration, but emails show it took another half hour for the emergency management coordinator to call in off-duty firefighters to help with rescue efforts. Just after 10 a.m., it appears the toll began to sink in for many council members. In the group chat, one message read, "Heard 32 missing from camps?!" Another replied, "I heard that too..." The city manager responded with updates on the rescue efforts and appeared to criticize the county's response at the time. "The county is reacting poorly to this but we are assisting, especially since we have unconfirmed reports of kids missing from Camp Mystic and some resorts out west. We are attempting to gain access but it's still an ongoing and developing situation." Hours later, at 6:14 p.m., another mention of the camps. The city manager texted the council, "We have three no-answer camps, Camp Mystic is the big one in question, all other camps are accounted for." Twenty-seven campers and counselors from Camp Mystic would later be confirmed dead. The texts also reveal personal connections and losses. One council member texted, "My friend is still waiting on word of his sister. Missing." The city attorney shared that one of his friends was among the dead, calling it a "devastating day" for the community. The next day, the city manager texted his team words of support: "Take the time you need, cry, grieve, hug someone, vent, anything so you can focus on getting back into the fight." He later added, "Most of our team have not been through a disaster of this scale. Many people don't go through disasters of this scale." Later, one city staffer shared, "Just watched crews pull a counselor out of debris, so that will stick with me."

Unlike many of my Berkeley hills neighbors, here's why I'm happy to comply with new fire rules

That weird bush/tree that my ex-fiancé planted before he dumped me for a gal half his age? It's outta here. All the fruit trees I planted during a season of high hopes but never fruited? I've given them the ax (literally). The gangly guavas that should have been pruned years ago? Off with their heads. You can probably tell that I'm not very sentimental about such things. But this I know: Climate change is making wildfires a bigger threat, and if I were to lose my small house in a fire, I would be absolutely wrecked. All my dreams, my life's travails, gone up in smoke? No, thank you. So that's why I've already begun to adhere to Berkeley's contentious wildfire safety ordinance. No arguments, no fuss, no regrets. Last month, the Berkeley City Council voted unanimously to implement the new regulations. This comes when, thanks to the rising threat of wildfires, private insurance companies have been canceling homeowners' policies in the Berkeley hills at an alarming rate. I'm fortunate I have one of the good insurance companies and haven't had my policy canceled (yet?). The new ordinance, which goes into effect at the end of the year, requires homeowners to clear all flammable materials within 5 feet of their house, including plants and trees. Wind-borne embers, wildfire experts say, would then have less chance of igniting the house. The idea is to create more resiliency against wildfire at the wildland-urban interface. My home is on this interface's frontline, as are about 800 other houses in the Berkeley hills. Houses, of course, are a huge fuel source for fires, and we should do everything we can to minimize the risk of a house-to-house conflagration similar to the Pacific Palisades fire in January that killed 12 people and destroyed more than 6,800 structures or the Oakland hills firestorm in 1991 that killed 25 and destroyed about 3,500 houses, apartments and condominiums. Makes perfect sense to me that we should take action to try to spare whole neighborhoods from burning down. But this is Berkeley. Spend five minutes in the online cesspool for our neighborhood, or sit in on one of the City Council meetings, and you'll learn that the new regulations have no shortage of vocal detractors. There's the strident woman and prolific NextDoor poster who claims she 'speaks for the trees' but who doesn't even own property in the area. (She's a renter, apparently.) Or the people who have glommed onto a Los Angeles Times op-ed about how camellias next to a house can deflect wildfire, an assertion that, at closer examination, is unproven. Then there's the many-senior-citizens-on-fixed-incomes-can't-afford-it crowd. City officials say that the average cost to homeowners in the affected area to be compliant with the ordinance will be between $2,000-$5,000. Lower-income residents can seek help with these costs from a $1 million Cal Fire grant and funding from Measure FF, an emergency response and preparedness parcel tax. Other incensed Berkeley residents have advocated for ignoring the new ordinance and are encouraging lawsuits against the city. Sure. We're all entitled to our opinions and lived experience. Here's mine: My beloved youngest sister lived in Altadena until Jan. 7, when the Eaton Fire swept through the Los Angeles County city. By some miracle and the valiant efforts of a neighbor and two good Samaritans, her house was spared. Rows of houses around hers burned to the ground. The wildfire smoke contaminated every nook and cranny in her home. Every stick of furniture, every geegaw, every shred of clothing had to be packed up and taken offsite for decontamination or disposal. She and her family won't be able to move back into their home for several more months. It's been rough, to say the least. Here's another thing that would absolutely wreck me: knowing that I could have done something to prevent my home from burning down, but didn't. Or knowing that my burning house ignited my neighbors' houses. Or knowing that our houses caused a burning cascade that spread down the hills to other neighborhoods. That's why I said adios to two beautiful red maples (yes, that hurt) and the rhododendron that produced such sweet little flowers every spring (that hurt, too). I have huge respect for our Mayor Adena Ishii, our Fire Chief David Sprague, our Council Member Brett Blackaby and the rest of the City Council for having the foresight and strength to try to build resiliency against this looming hazard. For all the folks who are yelling at the public meetings and writing long, angry walls of words against the ember ordinance, know that there are plenty of us who are quietly doing the important work of protecting our homes and community against the potentially devastating damage from wildfires. Oh, and one more thing: Since I turned my overgrown yard into grassland, two fledgling great horned owls, giant floofs of floofy feathers, have been hunting rodents in my backyard. Life is good. Let's keep it that way.

Dianne Saxe has a request for Toronto: Go easy on the salt. This week, Saxe's colleagues on city council will consider a proposal from City Hall's infrastructure and environment committee that urges the province to legislate 'best management practices for snow and ice' and to limit liability in slip-and-fall lawsuits. The proposal also calls on City Hall 'to continue to minimize the use of road salt as much as possible while maintaining safety on roads, parking lots and sidewalks.' It comes mere months after councillors debated the sorry state of snow removal in Toronto. In February, Mayor Olivia Chow said the state of removal operations after a long weekend snowstorm had been 'just totally unacceptable.' Saxe's work was instrumental to the item on council's agenda. Saxe, now the councillor for University-Rosedale ward, had previously urged the province to take the salt pollution issue seriously as Ontario's environment commissioner. Saxe told the Toronto Sun this proposal isn't about the road salt that keeps people safe – it's about 'clear waste,' the 'heaps of salt' that hit Toronto's streets each winter. 'This isn't about people not being able to get around,' Saxe said. 'This is about someone slips and falls, they sue everybody, whether or not the contractor behaved reasonably.' The City of Toronto already has a salt management plan and a web page with a list of tips to minimize use in winter. City hall recommends Torontonians 'shovel first' before applying salt, and consider using sand as a traction aid. The federal government, meanwhile, has a set of practices for the use of road salt, finalized in 2004. Saxe said despite those guidelines, there is a need for more. The municipal plan only applies to City Hall's own operations, and solving the liability issue is 'the province's job,' she said. It's understandable that the companies err on the side of not getting sued – they're often family businesses that are too small to survive a lawsuit, Saxe said. 'Once somebody gets sued, it doesn't matter whether they were right or not, it's going to cost them an awful lot of money, and lawyers are eye-wateringly expensive,' she said. Saxe said despite Torontonians' broad concerns about road and sidewalk safety in winter, she expects council to pass the proposal without any fuss. She noted a letter to council from the trade association Landscape Ontario as evidence that what she's proposing is necessary — and not controversial. The item before council says salt pollution causes 'irreversible' damage to the environment and accelerates the decay of Toronto's infrastructure. Saxe emphasized the harm to fish in Toronto's waterways, and warned it's only getting worse because the effects of salt pollution are 'cumulative.' The snow may melt away, but all that salt has to go somewhere – and much of it becomes part of the environment. Another letter to council from an advocacy group, the Ontario Salt Pollution Coalition, says 12 municipalities in the province have passed similar motions this year, including Cambridge, Sudbury, Waterloo and the District of Muskoka. jholmes@
