Sultan Nazrin launches Zapar to strengthen Perak's zakat system

IPOH: The Sultan of Perak, Sultan Nazrin Muizzuddin Shah, today launched Zakat Perak Al Ridzuan (Zapar), a wholly owned subsidiary under the Perak Islamic Religious and Malay Customs Council (MAIPk), designed to elevate the state's zakat operations.
Sultan Nazrin said the formation of Zapar marks a significant step in MAIPk's strategic transformation, in response to increasing zakat collection trends and the growing responsibilities associated with its management.
"With zakat collections on the rise, it is both timely and necessary for MAIPk to embark on a bold transformation—reorganising its structure and fostering a more dynamic workplace culture.
"At its 227th meeting on Jan 12, 2024, MAIPk resolved to enhance its zakat operations by establishing a wholly owned subsidiary. We have graciously consented to this proposal.
"The establishment of Zapar is a strategic initiative designed to enhance efficiency, transparency and accountability within the organisation — a dynamic step forward in delivering a more responsive and higher-calibre zakat collection service to contributors and the community," he said in his speech today.
Also present were Perak Menteri Besar Datuk Seri Saarani Mohamad and MAIPk president Tan Sri Mohd Annuar Zaini.
Sultan Nazrin added that Zapar is expected to bring significant benefits to both the asnaf (zakat recipients) and the muzakki (zakat payers).
"By emphasising effective, structured and digitally driven governance, Zapar will enable this Islamic institution to thrive in a contemporary landscape. With its digital platform, zakat payments can now be made swiftly and conveniently.
"Furthermore, technology helps streamline the distribution process, ensuring that aid reaches the right recipients more quickly, supported by accurate and well-documented data," he said.
He said Islam is not a religion that focuses solely on a person's relationship with Allah; it also guides and shapes how people connect and engage with one another.
"It is a faith that inspires progress and growth — not only in spiritual matters but in material aspects of life as well. Islam advocates the courage to embrace change and transformation.
"Hijrah, or migration, is not a one-time event; it is a lifelong journey — a willingness to move forward and continually improve ourselves.
Those who resist or fear change risk being left behind.
"Therefore, Islamic institutions must be dynamic and adaptable, keeping pace with the digital era and technological progress. That way, they will remain relevant, forward-looking and far from stagnant or outdated," he said.
Sultan Nazrin also acknowledged the strong collaboration and commitment of all parties involved in the establishment of Zapar, and expressed his appreciation to those who played a key role in realising the initiative.
Meanwhile, MAIPk chief executive officer Syamsul Hazeman Md Salleh said Zapar would become the main platform for Muslims, companies and corporate institutions to fulfil their responsibility of paying zakat and to promote the culture of cash wakaf.
"This approach is expected to significantly boost zakat collection and expand its benefits to the eligible asnaf (recipients).
"Zapar will manage all matters related to zakat collection, while the distribution of zakat will continue to be fully handled by MAIPk," he said in a statement.
Zapar board members are Prof Datuk Dr Ansary Ahmed (chairman), Prof Dr Mohamed Fairooz Abdul Khir, Syamsul Hazeman Md Salleh, Wan Maizura Wan Zahari, Ahmad Fauwaz Fadzil, Dr Roszy Non, and Abdul Khudus Mohd Naaim.

MELAKA, June 27 (Bernama) -- A strong passion for economics and real estate, along with years of trusted service, has earned Datuk Azmar Talib the Melaka Tokoh Maal Hijrah 2025 award. The 65-year-old from Masjid Tanah received the Abu Bakar As-Siddiq Award in recognition of his contributions to Islamic economic development and efforts to modernise waqf and zakat management in the state. Azmar said he still has several ideas to help improve the economy of Muslims in Melaka, especially the asnaf group. 'Waqf (endowment made by Muslims for charitable or religious purposes) properties must be developed and managed efficiently to benefit the community and this is what I'm working on with JAIM and Tabung Haji,' he said after receiving the award during the state Maal Hijrah celebration at Masjid Al-Hakeem, Kampung Tehel here last night. The ceremony, officiated by Yang Dipertua Negeri Tun Mohd Ali Mohd Rustam, was attended by state leaders and over 3,000 people. Azmar, who once served as CEO of TRX City Sdn Bhd, hopes more Muslims will go into business, following the Sunnah of the Prophet in building a strong economy. He said his current roles in the Melaka Islamic Religious Council (MAIM) and the State Economic Action Council (MTENM) allow him to help strengthen both the state's economy and Islamic affairs. 'We are still economically behind and often rely on aid because many of us work for others. I believe zakat and waqf assets should be better utilised through investments, and the returns can help Muslims start businesses,' he said. Azmar was one of 12 recipients of the Maal Hijrah 1447H/2025M awards.

KUALA LUMPUR: Member banks of Malaysia's banking associations will begin implementing the service tax on relevant financial services in phases from July 1, 2025, in accordance with the guidelines issued by the Customs Department. This follows the recent gazettment of the service tax legislations concerning the expansion of service tax scope, said the Association of Banks in Malaysia (ABM), the Association of Islamic Banking and Financial Institutions Malaysia (AIBIM), and the Malaysian Investment Banking Association (MIBA). The associations said the imposition of service tax on financial services would be in line with the legislation and relevant guidelines gazetted or issued by the Finance Ministry and the Customs Department. "Service tax will be imposed at a rate of eight per cent on fee- and commission-based financial services. "We assure banking customers that several exemptions and exclusions have been granted — for example, basic banking services for the public, including current and savings account-related charges, will remain exempt from service tax for both conventional and Islamic banking services," they added. PETALING JAYA: Basic banking and financial services related to current and savings accounts, and other similar services such as e-wallet, will be exempted under the scope of the expanded service tax which will take effect on July 1. Basic transactions at the counter or using an automated teller machine (ATM) are exempted from the service fee, according to the Customs Department Sales and Service Tax Division's guide on Financial Services. Other basic banking services include deposit, withdrawal, payment or fund transfer as well as printing of account statements. For instance, the RM1 ATM withdrawal fee for money taken out of a savings account is not subjected to service tax because it falls under the basic banking service. Similarly, bill payments done through online banking or transfer between two e-wallet accounts are not subjected to service tax. Processing fees for managing investment deposits however would be subjected to the tax. Aside from basic banking services, financial services and charges excluded from service tax, include interest or profit charged under conventional or Islamic financial services, punitive charges such as late payment fees and dishonored cheque fees, financial services related to goods, land or matters outside Malaysia as well as brokerage or underwriting services for individual medical or life insurance. Buy Now, Pay Later providers must register for service tax if its total administrative fees exceed RM500,000 per year. If no administrative fees are charged, it will not be required to register for service tax. Taxable services include credit facilities, insurance, payment systems, investment advice, fund management, factoring and financial leasing, are among the services subjected to service tax. The annual fee of a credit card facility is not subject to service tax. 'For the provision of credit line facility or shariah compliance financing services through the activation of a primary credit card, primary charge card, supplementary credit card or supplementary charge card, the rate of tax is RM25 for each card, on the date the card is activated and every twelve months thereafter or part thereof after the card is activated,' it said. For home loans where a setup fee and interest on the loan are charged, the setup fee will be subject to service tax while the interest will not be subject. Meanwhile, banking associations have reassured that the upcoming expansion of the service tax scope, effective July 1, will not affect basic banking services commonly used by the public. 'Basic banking services that involve fees or commissions such as those related to current accounts (cheque accounts), savings accounts or similar accounts, including e-wallets are not subject to service tax,' the Association of Banks in Malaysia, the Association of Islamic Banking and Financial Institutions Malaysia and the Malaysian Investment Banking Association said. These services include fees imposed on cash deposits, withdrawals, payments, or local fund transfers; issuance of debit cards and subsequent annual fees; basic transactions done at bank branches or ATMs such as bill payments, printing of current or savings account statements. 'These are considered essential banking services and remain out of scope for service tax purposes. In addition, annual fee imposed on creditor charge card will also be excluded.' Interest or profit and penalties or other punitive charges will not be subject to service tax. The above exclusions are intended to ensure that day-to-day banking activities for individual consumers remain unaffected by the service tax expansion,' they said.
