A Hamas delegation, led by senior official Khalil al-Hayya, arrived in Cairo, Egypt, on Tuesday, Reuters reported. The group is set to hold consultations on a proposed 60-day ceasefire in the Gaza Strip, as efforts to revive truce negotiations continue amid a prolonged deadlock in the Israel-Gaza conflict.
The visit marks a renewed attempt to re-establish mediated talks with Israel, particularly around the issue of ceasefire and hostage releases. According to The Times of Israel, Hamas official Taher al-Nono stated that the meetings with Egyptian mediators would focus on 'ways to stop the war, deliver aid, and end the suffering of our people in Gaza."
The Cairo talks come as Israel continues to implement a phased reoccupation strategy, approved by its Security Cabinet last week. Prime Minister Benjamin Netanyahu has reiterated that Israel's military campaign aims to regain full control over the Gaza Strip. However, in an interview aired Tuesday, Netanyahu stated that Palestinians would be permitted to leave Gaza ahead of any new military offensive.
Previous ceasefire negotiations, including the latest round held in Doha, Qatar, have so far failed to produce a breakthrough. Talks collapsed last month after both sides accused each other of failing to uphold conditions for a ceasefire.
In parallel, an Arab official close to the discussions revealed that Hamas had accepted Egypt's proposal concerning the political future of Gaza, referred to as the 'day after" plan, which includes involving the Palestinian Authority in governing the territory.
The same official also claimed that Hamas no longer maintains full control over the Gaza Strip, stating, 'There's no organised military structure, no command hierarchy." He further suggested that Prime Minister Netanyahu may be deliberately prolonging the conflict for internal political purposes.

As the Gaza and Ukraine wars continue to rage, the United Nations has put Israel and Russia "on notice" amid concerns of their armed forces committing sexual violence in conflict zones. UN Secretary-General Antonio Guterres has warned Israel and Russia of being put on the blacklist of parties that have been "credibly suspected of committing or being responsible for patterns of rape or other forms of sexual violence."(AFP) In his annual report to the UN Security Council on conflict-related sexual violence, as seen by Reuters, UN Secretary-General Antonio Guterres has warned Israel and Russia of being put on the blacklist of parties that have been 'credibly suspected of committing or being responsible for patterns of rape or other forms of sexual violence'. This warning from the UN comes after the intergovernmental organisation documented 'patterns of certain forms of sexual violence'. In the report, the Palestinian militant group Hamas has already been blacklisted for the sexual violence and rape committed during the October 7, 2023, attack in Israel. Hamas, however, has rejected these claims and dismissed them as an attempt to divert attention from the ongoing war in Gaza. What are the allegations against Israel? In the warning to Israel, the UN chief has stated he was gravely concerned about credible information of violations by Israeli armed and security forces", particularly against Palestinian prisoners in Israeli jails, detention centres and military bases. "Cases documented by the United Nations indicate patterns of sexual violence such as genital violence, prolonged forced nudity and repeated strip searches conducted in an abusive and degrading manner," Guterres wrote in the report. Despite communication with Israel's special envoy over sexual violence, the UN chief alleged "limited information" has been provided to the UN "on accountability measures undertaken in relation to alleged incidents of sexual violence, despite witness testimony and digital evidence of Israeli soldiers committing such violations." Israel has rejected these claims. In a strong response, Israeli Ambassador to the UN Danny Danon has deemed the allegations made by the UN as "unfounded" and based on "biased publications". "The UN must focus on the shocking war crimes and sexual violence of Hamas and the release of all hostages. Israel will not shy away from protecting its citizens and will continue to act in accordance with international law," Danon said in his response. What are the allegations against Russia? In the notice to Russia, the UN chief flagged concerns regarding sexual violence committed by Russian armed forces and security personnel against Ukrainian prisoners of war. "These cases comprised a significant number of documented incidents of genital violence, including electrocution, beatings and burns to the genitals, and forced stripping and prolonged nudity, used to humiliate and elicit confessions or information," said Guterres, citing documentation from 50 official and 22 unofficial detention facilities in Ukraine and Russia. Russia and its UN mission in New York are yet to respond to these allegations.

'The world is in turmoil. All the promises of 'free' and 'democratic' liberal world order are proving to be elusive. The unruly world order monopolised by the United States and based on military might and economic exploitation is crumbling down,' the editorial says. 'Trade wars and tariffs are new tools of interference and undermining sovereignty,' the editorial said in the backdrop of the Trump administration raising tariffs on India to 50 percent. New Delhi: Under the façade of being a messiah of freedom and democracy, the United States is promoting terrorism and dictatorship in the world, Rashtriya Swayamsevak Sangh (RSS) mouthpiece Organiser has said in an editorial. US President Donald Trump on 6 August imposed an additional 25 percent tariff on India as a penalty for New Delhi's continued purchase of Russian oil. The duties are additional to the 25 percent tariff rate announced earlier by Trump. After the end of the world war, the editorial argued, 'it was assumed that the liberal world order had triumphed forever, leading to the spread of democracy, stability and peace across the world.' However, the situation today is 'drastically different from our assumptions', it says. The American unipolar world is in decline and the international institutions like the United Nations and the World Trade Organisation proving to be irrelevant and inefficient, it argues. 'We are witnessing trade wars, unnecessary tariffs, sanctions, and regime change operations. The United States, self-proclaimed messiah of freedom and democracy, is promoting terrorism and dictatorship,' it says. 'China is emerging as a major challenger to the existing system,' it said while underlining the country's 'debt trap' and lack of 'credible' stable institutions. 'Russia-Ukraine War, Israel-Hamas War and Israel-Iran conflicts are the symptoms of this crumbling international order—the clear sign of this crumbling world order—which was never orderly.' The RSS has been silent over the Trump administration's tariffs on India so far, even as its economic wing, the Swadeshi Jagran Manch, said that no country could 'direct' trade rules to another country in a multipolar world. It also appealed to people to adopt 'Swadeshi' products, urging them to boycott goods from US-based companies like Amazon, Walmart and Flipkart (in which Walmart has a majority stake). There is a concerted attempt by 'neo-colonisers' and their domestic agents with vested interests to suppress the cultural resurgence witnessed by India in the last few decades, the Organiser said in the editorial. 'Actions like Surgical Strikes, Operation Sindoor, and continuous assertion to ensure strategic autonomy through prudent foreign policy options are a symbol of the same national consciousness,' it said. 'The forces in favour of the status quo, driven by vested interests, continue to bully the world based on economic and military might. The new assertive Bharat is a bête noire for them. They are using all the neo-colonial machinations to suppress this instinct.' For short-term political interests, some players within Bharat are acting as agents of neo-colonisers, it stated. 'All proposed globalisations—whether American market globalisation, Islamic religious globalisation or ideology-driven Communist globalisation—are nothing but the forms of colonisation imposing a one-size-fits-all approach across the world,' it further said. In order to counter the challenges, it said, India 'will have to face the competition and conflicts based on the current parameters for which we need to be economically prosperous, technologically advanced and militarily self-sufficient'. It also draws a parallel between communism and capitalism, arguing that while the independence movement in India was based on the ideals of Swadharma, Swadeshi and Swaraj, 'unfortunately, the elite of Independent Bharat lost their resilience and succumbed to the binary of capitalism and communism'.
