Rawalpindi ramps up monsoon prep
During a meeting with WASA Rawalpindi Managing Director, Muhammad Saleem Ashraf, Bajwa directed that preparations for the monsoon season should be completed on an emergency basis.
He said that obstacles to the flow of water in drains and all drains should be removed so that any kind of flood situation could be dealt with during the rains. All institutions would have to work together in that regard. He urged the relevant institutions to take steps to prevent encroachments on drains and dumping of building materials.
Earlier, the WASA MD, in his briefing on the monsoon preparations, informed the parliamentary secretary that the Agency had completed 80% of the cleaning of sewer lines like every year, while the remaining work would be completed before May 15.
The machinery used for drainage from low-lying areas during the rains had also been repaired, while all jetting, suction and dewatering machines were in working condition, he added. Ashraf further said funds had been sought from the Punjab government for the cleaning of the Nullah Leh and 15 major drains of the city.
He said that WASA was trying to provide basic facilities like clean drinking water and sewage to the citizens of Rawalpindi, adding that several steps were being taken to further strengthen the active role of WASA.
Professional engineers had been hired through the Punjab Public Source, who were playing their role for the betterment of the institution, he added.
The WASA MD further said that they had tightened the noose around defaulters and for the first time in Agency's history, more than Rs2 billion had been recovered. As regards the water situation, the MD said that the water requirements had increased with the onset of summer.
Currently, WASA was supplying 51 million gallons of water against the demand of 70 million gallons per day from three sources, including Rawal Dam, Khanpur Dam and tube-wells, he added.
He said to meet the shortage, WASA was working on mega projects, including DREAMS under which 12 million gallons of water would be obtained from Chahan Dam, an additional five million gallons from Rawal Dam, and eight million gallons from Khanpur Dam. The completion of the projects would help in removing the water shortage.
Moreover, he said, work was being started on the feasibility project of Daduchha Dam, while its construction work was also in full swing. The dam would be able to provide 35 million gallons of water per day.

CDWP clears 15 projects worth Rs518.972bn
ISLAMABAD: The Central Development Working Party (CDWP) cleared a total of 15 different development projects at the cost of Rs518.972 billion, out of these, six projects with a cost of Rs22.487 billion were approved at the CDWP level and nine projects amounting to Rs496.485 billion were recommended to the Executive Committee of the National Economic Council (ECNEC) for final approval. The CDWP met with Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal in the chair at P-Block Secretariat on Friday. The meeting was attended by Awais Manzur Sumra, Secretary Planning, along with VC PIDE, other members of the Planning Commission, federal secretaries, heads of Provincial Planning and Development (P&D) boards/departments, and senior representatives from relevant federal ministries and provincial governments. CDWP approves eight development projects The agenda focused on development projects across key sectors, including Education and Training, Health, Higher Education, Physical Planning and Housing, Social welfare, Special Areas (AJK and GB) and Transport and Communications. Four projects related to Higher Education sector were approved by the forum after detailed discussion namely, 'Uplifting of Academic and Infrastructure Facilities at Hazara Universality, Mansehra' with the revised cost of Rs2,804.899 million, 'Establishment of Women Sub-Campus at Batkhela, University of Malakand' with the revised cost of Rs1,341.873 million, Allama Muhammad Iqbal Scholarships for Bangladesh, Central Asian and Friendly countries study in Pakistan (HEC)- New worth Rs6,637.088 million and hostels for UET Lahore and Sub-Campuses - New worth Rs3,357.095 million. Expressing concern over the decline in foreign student admissions, the minister emphasised that Pakistan's universities still have the capacity to attract them and should offer more scholarships, particularly targeting students from Central Asia, Africa, and other Global South countries. He underscored that higher education is a form of soft power, and attracting at least 10,000 international students would not only enhance the country's goodwill and image abroad but also increase remittances. The deputy chairman of the Planning Commission directed that a special meeting be convened to review the scholarships policy to encourage greater international enrollment. A project related to Education and Training sector presented in the meeting namely, 'System Transformation Grant (STG)-New' worth Rs10.605 billion refereed to ECNEC for further consideration. Source of financing of the project is GPE Grant (World Bank). The project aims to advance Pakistan's progress towards SDG 4 — inclusive and quality education — by improving access, retention, and quality in the school system. A project related to health sector presented in the meeting namely, 'Jinnah Medical Complex and Research Center (JMC&RC) previously Quaid-e-Azam Health Tower Islamabad-New' worth Rs1,429.150 million was approved by the forum. Two project of physical planning and housing sector presented in the meeting namely, 'Flood Response Emergency Housing Project (Phase III) EIB/GoS Financing' worth Rs42.09 billion were referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of EIB. It aims to rebuild over 116,000 multi-hazard resilient homes for flood victims in Sindh and provide inclusive infrastructure for vulnerable groups. Another project of physical planning andhousing sector got the approval namely, 'AJK Legislative Assembly Complex' with the revised cost of Rs6,917.11 million. Two projects related to social welfare sector presented in the meeting namely, 'Sindh Coastal Resilience Project (SCRP) – Livelihood AND Community Infrastructure - New' worth Rs30.915 billion was referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of IFAD. The Sindh Coastal Resilience Project (SCRP) – Livelihood and Community Infrastructure aims to promote inclusive and climate-resilient livelihoods for smallholder farmers, fisherfolk, and disadvantaged groups, including women, youth, and the landless, across 500 villages in Badin, Sujawal, and Thatta. While discussing the project, the deputy chairman of the forum, AhsanIqbal, constituted the formation of a committee under the Secretary of Planning to conduct a detailed review of the project before submission to ECNEC, ensuring that all requirements highlighted by the CDWP forum are fully addressed. Another project of Social Welfare sector presented in the meeting namely, 'Karachi Water & Sewerage Services Improvement Project(KWSSIP) Phase-II' referred to the ECNEC with the revised cost of Rs185.895 billion. This WB-, AIIB-, and EIB-financed initiative will enhance Karachi's water and sewerage systems through infrastructure upgrades, institutional reforms, and capacity building. While reviewing development projects in Sindh, Deputy Chairman Planning Commission and Federal Minister for Planning, Ahsan Iqbal, reaffirmed that Sindh's development initiatives remain a top priority for the federal government. He assured that the federation is fully committed to supporting the province and is making every possible effort to meet its development needs. During the meeting, the Minister emphasized the importance of expediting the implementation of ongoing projects to ensure timely benefits for the people of Sindh. A project related to Special Areas of AJK & GB presented in the meeting namely 'Construction of Road from Pissan to Hoper Nagar (40KM.) CCP's order against GCC Medical Centres upheld
The Competition Appellate Tribunal (CAT) upheld the Competition Commission of Pakistan's (CCP) order against 20 medical centers and laboratories and their five associations for collusive price fixing, territorial allocation of customers, and other anti-competitive practices in mandatory pre-departure medical examinations for Pakistani workers bound for Gulf countries, according to a CCP statement on Friday. The tribunal upheld CCP's findings of competition law violations but reduced the penalties from Rs20 million per medical center and Rs10 million per GAMCA to Rs2 million per center and Rs1 million per GAMCA. CCP 2019 order: Appellate Tribunal grants partial relief to flour mills, upholds Rs35mn fine The case concerns a captive market of low-income Pakistani laborers — many securing manual jobs in Saudi Arabia, Qatar, Oman, Bahrain, and Kuwait — who must undergo medical tests at GCC-approved centers before departure. The CCP's inquiry found that GAMCAs in five regions — Islamabad/Rawalpindi, Lahore, Peshawar, Karachi, and Multan — allocated customers on a rotational basis. 'This eliminated competition on price and service quality. Workers were bound to a specific center, charged a uniform fee, and in some cases subjected to unnecessary repeat tests for additional payments.' The CCP initiated its inquiry on a complaint by the Pakistan Overseas Employment Promoters Association (POEPA). The CCP's investigation concluded that fee fixation, territorial division, and equal allocation of customers by GAMCAs violated Sections 4 of the Competition Act, 2010. Dr Kabir Sidhu, Chairman CCP, warned business associations against facilitating collusive practices, price fixing, or allocation of business quotas. He stressed that such platforms should be used to promote sectoral growth, enhancing competition, and to benefit consumers. Any anti-competitive conduct will be dealt with strictly under the competition law.

Rs2b earmarked for Bajaur rehabilitation
Khyber-Pakhtunkhwa Chief Secretary Shahab Ali Shah on Thursday announced that the provincial government has approved Rs2 billion for the rehabilitation of people affected by the ongoing operation in Bajaur. Speaking to the media at the Independence Day flag-hoisting ceremony at the Civil Secretariat, Shahab said that the operation in Bajaur is an intelligence-based, targeted campaign, not a large-scale military offensive, aimed at clearing the area of terrorist elements and restoring peace. He stated that security forces are clearing houses along roads in the affected areas and that displaced residents will be able to return soon. "Wherever government action is taken against terrorists, some local people have to temporarily relocate for their own safety," he said, adding that the government is taking all possible measures to ensure their protection and provide assistance. The Chief Secretary said the provincial cabinet has already sanctioned Rs2 billion to facilitate the immediate rehabilitation of the affectees so that their hardships are eased and normal life can resume quickly. Responding to a question, Shahab said a meeting was held with the local Jirga and administration to discuss ways to restore normalcy. "The terrorists who have come to the merged districts are here for a senseless war. Wherever they operate, trade, education, and all normal activities come to a halt. Their job is to attack, and the job of the police and security forces is to protect," he remarked. He noted that the current situation in the merged districts is largely the result of spillover effects from a neighboring country, but stressed that the provincial government and security agencies are determined, through mutual cooperation, to establish lasting peace.
