Murphy, a close pal and ex-Liverpool team-mate, is adamant title-winner Gerrard will deliver if backed in the transfer market.
He said: 'If Stevie is given a decent budget and is able to bring some players in, they will be competitive.
'Celtic aren't brilliant, are they? They are a good side. It's not insurmountable to get to as good as their level, with a few good buys.
'They are a decent side. They're no world beaters.
'There is a gap and he's going to have to try to bridge that — but he's done it before.
'For Rangers it's an easy option to appoint Stevie. Or maybe obvious is a better word.
'You'd say, 'When was the last time we had success? Who brought it for us? Who was able to knock Celtic off their perch?'.
'It was Stevie, wasn't it?
"There is no guarantee for Rangers because, whoever they appoint, they have to do some really cute business in the transfer market.
'By all accounts, the squad is inept compared to Celtic's.
Kris Boyd says Rangers players were in SHOCK that 'ghost goal' against Hibs wasn't given
'You can see the table and from the points gap what Rangers need from a player perspective.'
SunSport revealed that Gerrard and Russell Martin were the two main candidates for the job.
The former Scotland defender could now have an alternative option at Leicester, with the Foxes understood to be keen.
Martin has been out of work since being sacked by Southampton but could replace the outgoing Ruud van Nistelrooy.
Spanish reports last night claimed Real Madrid No 2 Davide Ancelotti also remains a contender for the Ibrox gig.
But Murphy believes Gerrard's status and profile within the game will be appealing to Gers' incoming US owners.
He said: 'American owners like big names in charge, don't they? You look at Birmingham City appointing Wayne Rooney.
'Stevie would also be able to persuade players to come to Rangers that maybe other managers wouldn't be able to.'

If Gerrard does seal a Gers return, he would renew his rivalry with his former Liverpool boss Brendan Rodgers.
But Murphy dismissed any notion that Gerrard wouldn't be capable of going up against Rodgers after poor spells at Aston Villa and Al-Ettifaq.
He told talkSPORT: 'Brendan is very good and more experienced.
'But Stevie will have learned a lot from his time at Villa and he has been very active over in Saudi, dealing with normal everyday things without having the pressure that Brendan Rodgers has been under.'

Club World Cup's importance is clear as Man City and Chelsea chase £97m jackpot
Pep Guardiola joked he will be taking his golf clubs to the Club World Cup. But no-one should be fooled about the importance of FIFA's new-look competition in the United States this summer. Manchester City, Chelsea, Real Madrid, Bayern Munich, Juventus, Paris Saint-Germain and the rest have their eyes on a £97m jackpot for the winners as part of the overall £775m prize money. And it is not just the cash on offer which is motivating the clubs even though it is a major factor. The likes of Lionel Messi and Kylian Mbappe will be among the star-studded cast list but it will also be huge show bigger than just a dress rehearsal 12 months before the US jointly hosts the next World Cup. And if you are in any doubt about the clubs wanting to win the Club World Cup then you only need to look at the 'mini transfer window' ahead of the tournament. City boss Guardiola went on another spending spree to make sure they are competitive as they have spent over £100m on new signings for the tournament. Big-spending City have brought in AC Milan midfielder Tijjani Reijnders for £46.5m, plus there signed Rayan Ait-Nouri, Marcus Bettinelli and Rayan Cherki in another massive purge. Perhaps just as significantly, Real Madrid spent around £10m just to have Trent Alexander-Arnold available for the Club World Cup. Alexander-Arnold had already agreed to join Real Madrid on a free transfer this summer but the Spanish giants paid out to be able to register the England right back before his contract was due to expire at the end of June. The controversy surrounding the workload, the lack of a proper summer holiday and also too many games is impossible to ignore. As have been reports of slow ticket sales for the major games. Plus FIFA took some time to find a TV deal and, back in the United Kingdom, it is being shown on DAZN who have struck an agreement with Channel 5 to also share coverage. Chelsea and City provide Premier League interest and four of their combined six Group matches kick off in the afternoon or evening UK time. It means Chelsea's first game in Atlanta next Tuesday could be scorching hot in the stadium - but a good watch for viewers back home. That will be key for the tournament to catch light and capture the imagination of the football-loving masses in Europe. And when it comes to kick off, Chelsea won the previous incarnation of this tournament in Abu Dhabi in 2022. City lifted in December 2023. It feels like FIFA have engineered the qualification process for the Club World Cup to get their pick of 32 teams but it will throw up big matches, good clashes and huge interest. Why on earth they had to put in an extra round - the last 16 - ahead of the quarter finals is anyone's guess. But it does mean it will last a month, finally finishing in the MetLife Stadium in New Jersey, on July 13. That will put extra strain on the players. But big players and big managers are winners by nature and that means that they will give everything this summer. They will end up with a hangover for next season rather than go easy this summer. That is the reality. Players want to play - and then complain afterwards. And rightly so. We will also get a glimpse of the set-up in the United States. England boss Thomas Tuchel is spending time there to look at base camps, training facilities and also getting his head around how it will all work. The whole thing is designed to deliver stardust. It will be a dress rehearsal for next summer. And it promises to be spectacular. Join our new WhatsApp community and receive your daily dose of Mirror Football content. Feisty Keegan Bradley fires back at US Open boasts as Justin Thomas identifies Oakmont issue
American Ryder Cup skipper hits back at course chat from chiefs Feisty Keegan Bradley has shot down boasts from US Open chiefs as he surged into contention at Oakmont. The United States Ryder Cup captain has taken issue with comments made prior to the tournament by official John Bodenhamer, who claimed the aim of the organisers was to ensure players got all 15 clubs dirty during the championship. Fourteen in their golf bags and the one between their ears. However, Bradley sniped back at that statement as he stated all of the game's major stars are ready for the challenges and tests of Major events. He said: 'I think that the USGA can say all they want, but we're professional golfers. This is what we do for a living. "I don't agree with that. I think that we go out here every day and try to be professionals and we know when it comes to a major, whether it's a US Open, British Open, Masters, PGA, that we have to be on top of our game mentally. The USGA is not doing that, we're doing that.' Bradley is fighting to catch Sam Burns, who is a strong contender to make his team for Bethpage in September, and he added: 'He's such a great player and he's been trending. "Every time I play with him, he seems to have a US Open mentality. "I was watching him and I just kept saying: It looks like he's up for the challenge today and he was.' Bradley is delighted with Burns, but he won't seeing another of his high-ranking Ryder Cup hopefuls over the weekend after Justin Thomas missed a US Open cut for the third successive time. Thomas has enjoyed a good start to 2025 with a win at the RBC Heritage and a host of Top 10 finishes, but he was out of sorts at Oakmont. He said: 'It sucks. I'm frustrated because I feel like I should be playing way better in majors, but I haven't, so clearly I need to do something differently. "It's easy to be bummed or not too positive at the moment, but I've had a really solid year and played really well. I just wasn't sharp at all 'I felt like I really didn't play that bad on Thursday. I had four tee balls that were 50-50 in the air of being in the fairway or not, and all four of them were not, and played those holes five-over, so that can happen out there. 'I was very far from sharp and just didn't play well. Oakmont is right in front of you. "You kind of know what you're getting here. It's tough and you can't fake it around here and not play well and expect good things to happen.'
