Sanral denies it is lowering speed limits

The SA National Roads Agency (Sanral) denies it is in the process of reducing speed limits on the country's roads, and says it does not have the power to do so.
It was reacting to a communique being circulated, purporting to be from Sanral, that it is revising speed limits and enforcing stricter laws to reduce fatalities on the roads.
'Sanral has a distinct mandate to manage the country's national road network. This mandate encompasses the financing, planning, development, improvement, maintenance and rehabilitation of the national roads, as prescribed by the Sanral Act. The mandate does not include any enforcement rights, be that related to speed, safety or security,' said Vusi Mona, Sanral's communication and marketing GM.
The false communique claims that, effective from July 1, Sanral Highway Law would implement adjusted limits across the national highway system.
This would include: Urban roads reduced from 60km/h to 50km/h;
Rural roads adjusted from 100km/h to 80km/h;
Highways and national routes capped at 110km/h, down from 120km/h;
Heavy vehicles limited to 90km/h on all roads, and;
School zones to have a strict 30km/h speed limit during school hours.
'We encourage members of the public to contact Sanral's hotline number on 0800 204 508 or email sanral@tip-offs.co.za if they pick up suspicious information being circulated,' said Mona.
In 2022 the Road Traffic Management Corporation (RTMC) called for speed limits on roads to drop by 10km/h, believing it would help combat fatalities. As part of recommendations to parliament's portfolio committee on transport, the RTMC called for the speed limit on urban roads to be decreased from 60km/h to 50km/h, and on freeways from 120km/h to 110km/h.

A project manager working on the multimillion-rand Sanral project to upgrade the R335 between Motherwell and Addo has been kidnapped. The man, employed by one of the companies contracted by Sanral, was abducted on Wednesday morning. Police spokesperson Brigadier Nobuntu Gantana said the Swartkops police were notified of a kidnapping on Addo Road near Monument Crossing at about 10.30am. A case of kidnapping is being investigated. ' It is alleged that a 37-year-old male was busy on a construction site on Addo Road when a white Mercedes sedan stopped next to him. 'Two [men] got out and then forced him into the Mercedes and drove off with him. 'One of the [men] also took [the victim's] white Toyota Hilux bakkie, which was found abandoned again in Ikamvelihle a short while later. 'No ransom demands have been made yet,' Gantana said. Eastern Cape premier Oscar Mabuyane has previously spoken out about attacks on the construction project. During his state of the province address in 2024, he revealed that 'construction mafias' had threatened to stop the upgrade, demanding R450,000 a month in protection fees. The road is a vital citrus export route from the Sundays River Valley municipality to Nelson Mandela Bay's two ports. The project is divided in two, with the first phase cutting across wards 53, 54, 55, 56 and 23 in Motherwell. The second phase is from Addo to Ngqweba (formerly Kirkwood). A source close to the project said the assailants had visited the area for the second time in the space of a week. 'Last week Friday, the site manager for phase two of the project [had a gun pointed at him] by unknown people who came on site and made some demands. 'Since that incident, the site manager left and has not returned to work,' he said. 'And now today the project manager employed by the same company has been abducted. 'This has been an ongoing problem here in Motherwell. 'At one point last year people came and demanded a monthly protection fee of R450,000 which meant the project had to temporarily be stopped for safety reasons.' A second source said they were concerned for the kidnapped manager's safety and the repercussions this would have for the project. 'From what I heard, the guys came last week and shot in the air and on the road to scare people. 'The fear by residents and councillors is that the project might have to be closed because threats are not happening for the first time and people's lives are at risk. 'Even Mabuyane has spoken publicly about these threats on construction companies, but they don't seem to have stopped,' the insider said. The Herald

Police, assisted by the FBI, arrested a couple in Bloubergstrand for allegedly sexually abusing their daughters aged three and eight to produce child pornography in Cape Town. The 47-year-old woman and 48-year-old man were arrested at a 'residence identified through joint investigative efforts' on Tuesday, said police spokesperson Lt-Col Amanda van Wyk. 'The suspects face many charges, including the production of child sexual abuse material (commonly referred to as child pornography), rape, sexual assault and sexual grooming. 'The victims were rescued during the operation and have been placed in a place of safety,' said Van Wyk. The arrests were carried out by a multidisciplinary team including members of the national and Western Cape serial and electronic crime investigations units, the department of social development, supported by the FBI and homeland security investigations. Van Wyk said several electronic devices were seized during the bust and the investigation continues. Fifteen bricks of cocaine worth an estimated R18m have been seized with several firearms from a storage facility in the Cape Town CBD. The police raid on a self-storage facility in Roeland Street on Tuesday also led to the arrest of a 40-year-old man for allegedly dealing in drugs and the unlawful possession of unlicensed firearms and ammunition. 'Armed with intelligence about drugs and firearms being stored at the address, the officers operationalised the information and pounced on the self-storage facility where they found the suspect at one of the units,' said spokesperson Capt Frederick van Wyk. ' They conducted a search of the unit upon which they discovered 15 bricks of cocaine of about 15kg [1kg each] with an estimated street value of R18m as well as one AK-47 rifle, an Uzi, five 9mm pistols and an assortment of ammunition.' The suspect is expected to appear in the Cape Town magistrate's court soon. The bust was the culmination of an intelligence-led operation by members of the police anti-gang unit, crime intelligence and provincial organised crime detectives. Western Cape police commissioner Lt-Gen Thembisile Patekile said the drugs and firearms could have caused havoc in the wrong hands in communities where gang and gun violence are prevalent. TimesLIVE
