UN report urges stronger measures to detect AI-driven deepfakes

GENEVA - Companies must use advanced tools to detect and stamp out misinformation and deepfake content to help counter growing risks of election interference and financial fraud, the United Nations' International Telecommunication Union urged in a report on Friday.
Deepfakes such as AI-generated images and videos, and audio that convincingly impersonates real people, pose mounting risks, the ITU said in the report released at its "AI for Good Summit" in Geneva.
The ITU called for robust standards to combat manipulated multimedia and recommended that content distributors such as social media platforms use digital verification tools to authenticate images and videos before sharing.
"Trust in social media has dropped significantly because people don't know what's true and what's fake," Bilel Jamoussi, Chief of the Study Groups Department at the ITU's Standardization Bureau, noted. Combatting deepfakes was a top challenge due to Generative AI's ability to fabricate realistic multimedia, he said.
Leonard Rosenthol of Adobe, a digital editing software leader that has been addressing deepfakes since 2019, underscored the importance of establishing the provenance of digital content to help users assess its trustworthiness.
"We need more of the places where users consume their content to show this information...When you are scrolling through your feeds you want to know: 'can I trust this image, this video...'" Rosenthol said.
Dr. Farzaneh Badiei, founder of digital governance research firm Digital Medusa, stressed the importance of a global approach to the problem, given there is currently no single international watchdog focusing on detecting manipulated material.
"If we have patchworks of standards and solutions, then the harmful deepfake can be more effective," she told Reuters.
The ITU is currently developing standards for watermarking videos - which make up 80% of internet traffic - to embed provenance data such as creator identity and timestamps.
Tomaz Levak, founder of Switzerland-based Umanitek, urged the private sector to proactively implement safety measures and educate users.
"AI will only get more powerful, faster or smarter… We'll need to upskill people to make sure that they are not victims of the systems," he said. — Reuters

Local researchers are developing ballistic protection equipment that fits the body type of Filipinos. At the 8th National Research and Development Conference at the Manila Hotel on Wednesday, the Department of Science and Technology—Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD)—displayed the AeroComp Project, which was described as 'the future of the Philippines' ballistic defense industry.' The project aims to produce lightweight fiber-reinforced ballistic protection products, including helmets, Level IIIA to Level III tactical plates with a weight of 550 grams to 2,100 grams, as well as tactical vests weighing less than 1,000 grams that are custom-fit for Filipino soldiers. Denisse Jonel Pavia, a member of the research team, said that the project's goal is to address the problem of heavy plates and bulky vests that obstruct military activities. 'Our plates are made from ultra-high molecular weight polyethylene. It's a fabric, and then it's combined with pineapple fabric. Locally sourced yung pineapple, yung polyethylene ay outsourced. Tapos, yung current na tactical vest namin, we have designed it to fit the Filipino physique since yung current market yung feature nila mostly for mga American-based [physique]. The project aims to supply the equipment to the Philippine military, with the intention of subsequently introducing them for commercial purposes. Each vest is expected to cost between P35,000 and P50,000, and the helmet is projected to cost between P12,000 and P20,000. "[These] are not included in the concessions that we gave out," he said. Early morning on Wednesday (Philippine time), Trump announced a new 19% tariff rate for Philippine goods entering America. This is lower than the 20% announced in a letter earlier this month, but higher than the 17% rate announced last April on what the US president referred to as Liberation Day. The US chief executive initially said the Philippines is going "open market" with the United States with zero tariffs, while the Philippines would pay a 19% tariff. Marcos, however, has since clarified that the zero tariffs on US products would only apply to certain markets such as automobiles. The President also committed to increase imports of soy, wheat, and pharmaceuticals from the US. Go said the Philippine government considered the type of goods, which the country is a "significant market producer," in the concessions it granted to negotiate a reduction on Trump's reciprocal tariff from 20% to 19% slapped on Philippine exports. "Talagang binusisi po namin iyan, ng DTI (Department of Trade and Industry), ano iyong mga produktong kailangan nating protektahan, ano iyong mga farmers natin na kailangan nating protektahan; at prinotektahan natin lahat po iyan," the special assistant to the President said. For soy and wheat, Go said the Philippines only produces the commodities at a "very little quantity." He echoed Philippine Ambassador to Washington Jose Manuel Romualdez's announcement that bilateral talks will take place in Manila "in the next couple of days" to finalize a trade deal between the two nations. US and EU close in on 15% tariff deal, FT reports

The EU and United States are closing in on a trade deal that would impose 15% tariffs on European imports, similar to the agreement US President Donald Trump struck with Japan this week, the Financial Times reported on Wednesday. Both the EU and US would waive tariffs on some products, including aircraft, spirits and medical devices, the report said, citing people familiar with the matter. The bloc will continue to prepare a possible €93-billion ($109-billion) package of retaliatory tariffs, set at up to 30 per cent, in case they cannot agree a deal by August 1, the report added. The White House and a spokesperson for the European Union did not immediately respond to a Reuters request for comment. Reuters could not immediately verify the FT report. The Commission earlier said on Wednesday its primary focus was to achieve a negotiated outcome with the United States to avert 30% US tariffs that Trump has said he will impose on the 27-nation bloc on August 1. In 2024, the US imported more than $55 billion of vehicles and automotive parts from Japan. From the EU, the equivalent figure was €47.3 billion ($55.45 billion), with far fewer US models sold into the EU or Japanese market. — Reuters
