
Mumbai Port Authority to lease 28 plots of over 217 acres in Mumbai and Alibaug, raise over ₹800 crore annually
These plots are located in areas like Wadala, Sewree, Reay Road, P'Dmello Road, Colaba, Fort, Mazgaon, Sasson Dock, Mallet Bunder and near Thal beach in Alibaug, according to the notice issued by the port authority.
By leasing these properties, the MbPA hopes to raise over ₹800 crore in revenue annually. The Port Authority published an Expression of Interest (EOI) on August 11, offering 28 properties on 215 acres, 27 plots in Mumbai and one in Thal in Raigad district, according to a report by Hindustan Times. The last date for submission is September 11.

Port Authority to permit only industrial and commercial use of the plots
The EOI states that the plots will not be allotted for residential purposes, and the authority will permit only industrial and commercial use of the plots for a 30-year lease.
The Mumbai Port Authority is one of the biggest landlords among the state and central government agencies.
Several government agencies like the National Textiles Corporation, Maharashtra government, the Central government, Central Railway, Western Railway also own a significant portion of land parcels in the city.

The 28 plots being leased by the Mumbai Port Authority (MbPA) include several key parcels: a 22-hectare plot at Princess Dock near the domestic cruise terminal; a 29-acre site in Wadala that formerly housed a Hindustan Petroleum Corporation Limited (HPCL) facility; a 10-acre plot previously used by the Food Corporation of India (FCI) as a warehouse in Wadala; 25 acres of land at the Sewri Timber Pond; and a cargo storage yard located near the Mumbai Trans Harbour Link (MTHL).
The lease also includes various MbPA-owned buildings along the city's eastern waterfront, according to the Expression of Interest (EOI) issued by the Port Authority.

Eastern Waterfront plan put under cold storage?
In December 2018, the MbPA was appointed as the Special Planning Authority (SPA) for the development of the 966-hectare Eastern Waterfront at the centre of this grand design. A committee headed by then-MbPA chairperson Sanjay Bhatia released a draft development plan for public scrutiny. It was later finalised but put in cold storage, according to a report published in the Hindustan Times.

Unbuilt vision: Why Mumbai's eastern waterfront dream was so remarkable
MUMBAI: Broad pavements, lush gardens and a low building footprint aren't features typically associated with Mumbai's urban sprawl. And, yet, a 28-km stretch along the eastern shoreline fringed by a 6.4-km-long promenade promised just that. Designed to give Mumbaiites one of the things they need most, breathing space, the plan envisioned spaces devoted to art, culture and entertainment, among other features rarely seen in this space-starved metropolis. Unbuilt vision: Why Mumbai's eastern waterfront dream was so remarkable Finalised in 2018, this was the second plan for Mumbai's eastern shoreline, proposed to transform 966.30 hectares of land owned by the MbPA. It has now been virtually shelved by a third plan, one that will see 217 acres of MbPA land leased for industrial and commercial purposes, for up to 30 years. Tenders have been floated and, unlike the earlier two proposals, this one has begun to roll. HT was the first to report on the plan on August 12. The first proposal for the eastern shoreline was submitted in 2014 by a committee headed by retired bureaucrat Rani Jadhav. It was set aside after it was opposed by citizens' groups. The 2018 plan, prepared by an Ahmedabad-based architectural firm called HCP, founded by Hasmukh C Patel and now led by Dr Bimal Patel, was prepared under the chairmanship of retired bureaucrat Sanjay Bhatia. It was meant to transform the Mumbai port area into a benchmark for port areas in other coastal cities in India. The third, and current, plan envisages leasing 28 plots on a consolidated area of 217 acres, from Colaba to Wadala, in addition to one plot in Thal near Alibag. By leasing these plots for industrial and commercial purposes, MbPA intends to earn ₹814.04 crore in the first year, with an annual lease escalation of 2%. The properties to be leased include a 22-hectare plot at Princess Dock near the domestic cruise terminal; a 1.2-lakh sq m plot that once housed an HPCL facility in Wadala; a 42,955-sq m plot that used to have warehouses of the Food Corporation of India in Wadala; the Sewri Timber Pond, a cargo storage yard measuring 1.04 lakh sq m near the Mumbai Trans Harbour Link; and various buildings owned by the MbPA along the city's east coast. The plan has been criticised for its narrow vision, denying Mumbaiites a world-class waterfront they had been promised. The 2018 master plan included port and sea tourism facilities, with water transport facilities to ease the growing traffic issues of Mumbai. It included water taxis, roll on-roll off services, an international cruise terminal, a domestic cruise terminal, a seaplane service, a marina, a Sewri-Elephanta ropeway, an eco-trail within mangroves and mud flats to spot migratory birds, and a host of other facilities and public amenities. Apart from tourism, commercial spaces, retail outlets, residential zones and the informal sector were also to be tapped. With South Mumbai having lost its position as the city's central business district, a portion of the port land was to have commercial spaces to claw back corporate offices and to house a government office complex. Malls and shopping-themed streets similar to Colaba and Bandra's Linking Road were also pitched for retail space. Residential real estate has been on the decline in the island city and headed towards the suburbs. The 2018 plan aimed to unlock land for residential purposes including staff quarters for government and public undertakings, and to rehabilitate slums. The holistic eastern waterfront development plan included the informal sector, which plays a crucial role in Mumbai's economy. 'The MbPA proposal was to provide space and spatial instruments to facilitate the informal sector in a planned and desirable manner, not affecting other users of space in any negative way,' the 2018 proposal states. Demand-based vending zones and daily bazaars was part of the proposal. Once these plans unfolded, the waterfront would accommodate a 2.7-lakh residential population. Unlike most urban areas, the port area would have had an unusually large floating population attracted by commercial, industrial, port operations, tourism and healthcare zones. An estimate for this was 4.9 lakh, according to the plan. 'This was a holistic plan. The idea was to utilise Floor Space Index of all the land parcels towards buildings and then have the remaining land for recreation. One of the plots that the MbPA now intends to lease is where a marina was proposed. I don't know why such a wonderful master plan has been shelved,' said one of the individuals who worked on the master plan. The grand vision took shape after Nitin Gadkari was appointed ports minister when the NDA government came to power at the centre in 2014. Then, just a year after the proposal was submitted, Gadkari was divested of the ports ministry in a cabinet reshuffle in 2019, and the plan was put on the backburner. 'Both the 2018 master plan and the current one prioritise land monetisation for the port authority over the needs of the city. But the difference is that the 2018 plan had followed at least some public process, whereas this one is devoid of any public process,' said urban researcher and professor Hussain Indorewala.

Six bidders shortlisted for $600 million Vibrant Energy deal
New Delhi: Six bidders have been shortlisted to conduct due diligence for Vibrant Energy, Macquarie Asset Management's Green Investment Group (GIG) platform, two people aware of the development said. Among the bidders are Singapore's Sembcorp Industries Ltd, Torrent Power Ltd, INOXGFL Group's Inox Green Energy Services Ltd, and General Atlantic-owned Actis LLP, the people said on condition of anonymity. The deal for the commercial and industrial (C&I) platform, in a transaction called Project Notos, has an enterprise value of around $600 million and an equity value of around $300 million. About a dozen bidders had submitted non-binding offers or NBOs–initial offers that do not legally commit to a purchase–for the transaction process being run by Standard Chartered. Among these was a joint bid from Bain Capital and Jindal Stainless Ltd (JSL). Vibrant Energy has come back on the block after Macquarie Asset Management dropped its earlier sale process, which was being run in 2023 by JP Morgan, over valuation mismatch. The platform has 795-megawatt (MW) capacity, of which 491 MW is operational and 304 MW is under construction. With a pipeline of 542 MW ready to begin construction, the plan is to have a 1.33 gigawatt (GW) operational capacity by FY27. 'The second phase of the transaction is starting. Once the due diligence is over, the shortlisted bidders will submit their binding bids. The last large renewable energy platform complete sale in the space by asset size was O2 Power," one of the two people cited above said. O2 Power, which was owned by European alternative asset manager EQT and Singapore's Temasek and has a 4.69 GW portfolio, was sold to JSW Group's JSW Neo Energy for an enterprise value of $1.47 billion. The deal was announced last December. An Actis spokesperson in an emailed response said, 'We can't comment on deal speculation." Actis LLP had earlier bought Macquarie's green energy platform Stride Climate Investments with a 371 MW portfolio, in a deal having an enterprise value of $325 million. Spokespersons for Macquarie Group Limited, Standard Chartered, and Bain Capital declined to comment. Queries emailed to the spokespersons of Torrent Power, Sembcorp, and Inox Green on Wednesday remained unanswered till press time. Queries emailed to a Jindal Stainless Ltd spokesperson on Thursday weren't immediately answered. Deals aplenty There have been several deals in this space, as reported byMintearlier. In June 2025, Japan's financial services firm Orix Corp. sold its 17.5% stake in Greenko Energy Holdings to AM Green B.V., owned by Greenko Group founders Anil Chalamalasetty and Mahesh Kolli. Earlier, Hexa Climate Solutions acquired Fortum India Pvt Ltd (FIPL) in April 2025, and ONGC NTPC Green Private Limited (ONGPL) bought National Investment and Infrastructure Fund (NIIF)-backed Ayana Renewable Power Pvt Ltd in February 2025. Further, the joint venture between the Philippines' Ayala Corporation-owned ACEN and UPC Renewables is planning to sell a significant stake in its upcoming 1 GW projects in India, according to a 27 June 2025 Mint report. Macquarie Group, one of the largest foreign infrastructure investors in India, has been investing in the country's infrastructure space since 2008. So far, it has pumped in $2.5 billion in equity capital in energy transition, infrastructure and digital communications. Macquarie Asset Management has also tasked EY to find an investor for a $200-million equity fund raise for its Indian fleet electrification platform Vertelo that provides electric vehicle (EV) fleet management services, charging infrastructure, leasing and financing, and end-of-vehicle life management services in the country, as reported byMintearlier. Why the interest India's C&I segment has attracted strong investor interest, driven by the country's projected green energy trajectory, with peak demand of 270 gigawatt (GW) projected this year by the Central Electricity Authority (CEA). Rules allowing large power users to source energy from the open market rather than the costlier grid have also helped. C&I projects are also shielded from risks such as power procurement curtailment by state-run power distribution firms. An Icra report in June pointed to a favourable demand outlook for renewable energy capacity in the C&I segment due to competitive tariffs, large sustainability commitments and supportive government policies on moving towards net zero by 2070. 'Leading C&I entities, primarily from sectors like steel, aluminium, cement, IT and data centres, have committed to clean energy targets for minimising fossil fuel reliance and accelerating their decarbonisation goals," Icra said in the report, adding that RE developers can offer 24-40% savings under the captive mode due to lower tariffs compared to industrial tariffs. However, it also sounded a note of caution. 'The recent reduction in energy charges and rise in fixed charges by Karnataka distribution utilities (discoms), if replicated across states, could dampen the competitiveness of open access RE and pose a headwind for future growth," the Icra report added. India has an installed renewable energy capacity of 226.9 GW; of which solar and wind power account for 110.9 GW and 51.3 GW, respectively. India's playbook is to add 50GW of green energy capacity annually to reach 500GW renewable capacity by 2030.
