AVPN launches ImpactCollab to make philanthropy more accessible for private banks
[SINGAPORE] AVPN, a network of social investors in Asia, on Friday (Jun 27) launched ImpactCollab, an online platform to make philanthropy more accessible for private banks and wealth managers by connecting them to social impact organisations.
Kevin Teo, head of ImpactCollab and chief technology officer of AVPN, said: 'It is a three-year initiative designed to scale philanthropic capital development both domestically and globally, and enables AVPN members, grantmakers, and wealth and philanthropy advisers to discover, assess and engage with a curated pool of verified and reputable impact organisations.'
AVPN engages directly with private banks to join the platform, as it has a network of more than 600 diverse funders and resource providers across 33 markets. ImpactCollab aims to mobilise up to US$100 million by 2030.
Meanwhile, impact organisations gain visibility and credibility through ImpactCollab, and can streamline their fundraising efforts. Currently, there are more than 400 verified organisaitons on the platform.
Backed by the Monetary Authority of Singapore and Gates Foundation, the platform is currently in its second phase, which now features the Governance Maturity Framework. Phase one launched in April last year and kicked off the framework's design.
Improving governance and building trust
The Governance Maturity Framework was co-developed with Singapore Management University's Lien Centre for Social Innovation. It assesses impact organisations against parameters such as strength of leadership, codes of conduct, transparency and accountability.

Steve Loh, executive director of the centre, said: 'The rationale for this approach was to strike a balance between the needs of impact organisations and the expectations of their various stakeholders.'
Loh added that this framework helps donors make 'more informed, strategic decisions' by providing a transparent way to evaluate governance, as well as a road map for impact organisations to 'strengthen institutional resilience' in the long term.
The framework also builds trust between donors and impact organisations, which is fundamental in philanthropy.
He said: 'Many organisations rely on longstanding relationships, community reputation and donor confidence. Strong, transparent and principled leadership is key to building and sustaining that trust.'
Bridging the gap
ImpactCollab's Teo observed that private wealth in Asia is growing, but first-time philanthropists still face barriers to giving.
'One of the biggest challenges is having clear and verifiable data on credible organisations to support. This is especially important for wealth managers and private banks in Singapore, where strong due diligence and governance standards are required,' he said.
AVPN noted that Asia is expected to account for 230,000 of the world's ultra-high-net-worth individuals (UHNWI). In Singapore alone, there are around 2,000 family offices, more than 300,000 millionaires and US$1.2 trillion of wealth under management.
However, much of this capital is 'largely untapped'. Citi Private Bank and LGT Bank – two private banks that have joined ImpactCollab – said their clients who are unfamiliar with philanthropy encounter challenges when trying to enter the space.
Raveen Bharvani, managing director, relationship manager at LGT Bank (Singapore), said: 'In my conversations with clients, I've found that many of them have a strong desire to make a difference through their philanthropy, but they have always struggled with identifying credible opportunities, connecting with the right partners, and ensuring their contributions are being used effectively.'
He added that the philanthropic landscape can be 'overwhelming', as there are multitudes of causes and organisations to consider, making it difficult to navigate.
Patricia Lee, director at Citi Private bank, said her clients face similar issues, and ImpactCollab can bridge this gap and ease clients' concerns around legitimacy and impact.
'ImpactCollab allows donors to search and filter charities/programmes that are aligned to their philanthropic intent and have additional comfort that these charities/programmes have gone through a degree of screening, due diligence and a verifiable need and impact,' she added.
Lee said the platform will be a 'useful tool' for donors, and can serve as an educational platform for them to fine-tune their philanthropic strategy.
Long Lee Syin, managing director, wealth planning, at LGT Bank (Singapore) said: 'As more UHNWI in Asia embrace philanthropy, platforms like this will allow more collaborative giving – pooling resources with peers to tackle big challenges like climate action or inequality at a scale that no single donor could achieve alone.'
ImpactCollab has already partnered local intermediaries, such as giving.sg, Community Chest and the Community Foundation of Singapore.
Teo said: 'These partnerships help us bridge funders with credible, mission-driven organisations at the local level. We are actively expanding this network across 18 markets in Asia, including Singapore, Malaysia, Indonesia, Thailand, the Philippines, India and China.'
It aims to standardise 1,200 verified impact organisations in total by April 2027.
The platform will evolve to support outcomes-based funding, Teo added, which will facilitate more cross-border giving.
'The upcoming Outcomes Marketplace… will allow grantmakers to purchase verified social outcomes through standardised contracts, outcome rate cards and third-party validation,' he said.

Trump says TikTok buyer group found, needs China nod
[WASHINGTON] President Donald Trump said he has identified a buyer for the US operations of TikTok, the social media app owned by Chinese company ByteDance, without naming the winning bidder. Completing a sale would be contingent on Beijing and President Xi Jinping's agreement, Trump added in a pre-taped interview on Fox New's Sunday Morning Futures with Maria Bartiromo. ByteDance and the Chinese government have long opposed such a deal. 'We have a buyer for TikTok, by the way. I think I'll need probably China approval and I think President Xi will probably do it,' the US president said. 'It's a group of very wealthy people.' US and Chinese officials affirmed at the end of last week that they've agreed a trade framework, moving towards settling trade hostilities following talks in London earlier in June. ByteDance's US future has hung in the balance for years, starting with the first Trump administration putting pressure on the Beijing company to sell the asset to an American entity. A January deadline for ByteDance to find a local buyer was pushed back twice by Trump, who this month extended it again by a further 90 days from Jun 19. The US Congress passed a law last year requiring the divestiture, citing national security concerns. Under the law, the president was allowed to invoke one extension. But Trump has mused that TikTok in the US could be worth as much as one trillion US dollars and repeatedly shown a willingness to broker a deal. Movement on a sale had largely stalled as US-China trade ties frayed due to a larger clash over tariff negotiations. Before Trump announced widespread tariffs in April, a deal was said to be close, advanced by a consortium of US investors including Oracle, Blackstone and venture capital firm Andreessen Horowitz. The White House did not respond to a request for more details on Trump's latest remarks. When asked about the deal mentioned by Trump, Chinese Foreign Ministry spokeswoman Mao Ning told reporters at a regular press briefing in Beijing on Monday (Jun 30) that on TikTok-related issues, China 'has reiterated its principled position,' saying she had nothing further to add. New World closes record US$11.2 billion loan refinancing deal
[HONG KONG] Distressed Hong Kong builder New World Development has closed a US$11.2 billion loan refinancing deal, formally concluding months of negotiations with banks for the largest-ever such borrowing in the city. The company successfully refinanced certain of its existing offshore unsecured financial indebtedness, including bank loans, through a new refinancing term loan facility, it said in a filing to the Hong Kong stock exchange on Monday (Jun 30). The developer also said it aligned its other existing offshore unsecured bank loans with the terms of the new refinancing loan. The deal was all but done after the cash-strapped builder last week secured written commitments from all participating banks, with only procedural steps having remained for lenders to sign the loan documents, Bloomberg News reported at the time. The transaction offers a much-needed reprieve for New World, which has been working hard to preserve liquidity and stabilise its finances. Documentation shows that if the company hadn't achieved a 100% approval by June 30, the refinancing could have fallen through as any collateral pledged would be released and bank commitments cancelled. The new bank facility consists of multiple tranches of bank loans with different maturities, with the earliest maturity date being 30 June 2028, and include financial covenants and security interests granted over certain of the group's assets, which allow the group more flexibility to better manage its expected ongoing business and financial needs, the filing says. New World, controlled by the family empire of Hong Kong tycoon Henry Cheng, has encountered significant challenges amid the prolonged property downturn in Hong Kong and mainland China. Concerns grew among investors regarding the firm's ability to manage its debt, particularly after the builder decided to delay coupon payments on four perpetual notes, which led to a bond selloff. Impact investing: Helping to solve major global challenges
[SINGAPORE] What is impact investing? The Global Impact Investing Network (GIIN) defines impact investing as 'investments made with the intention to generate positive, measurable social and environmental impact alongside a financial return'. GIIN makes it clear that impact investing provides capital to solve some of the world's most pressing challenges in a wide array of sectors such as energy, healthcare and infrastructure. We align with GIIN's definition. We also adhere to the BNP Paribas Group's framework, which we were a key architect of. This framework sets out three characteristics of impact investing: Intentionality: Investments must be made with the intention of generating a measurable positive social or environmental impact – the impact can't be an unintended by-product, but should be a focal point. The intention should be stated clearly. Additionality: Without the investor's involvement, the investment would not have had a positive impact. Additionality can take various forms: for example, the investor's capital can support underserved populations or be used to provide financing at below market rates. Sign Up Sign Up Impact management: The social and environmental performance of the investments must be measurable, reported on and fed back into the investment process. The impact might be in terms of, for example, avoided emissions or the number of people who have access to affordable housing as a result of the investment. There's a misconception among some investors that impact investing involves sacrificing return potential, but that's not necessarily always the case: according to GIIN's 2024 state of the market report, 74 per cent of impact investors are targeting market-rate risk-adjusted returns, and 86 per cent reported that their financial returns were outperforming or in line with their expectations. A growing market The impact investing market has been growing steadily, with assets under management increasing from US$1.2 trillion in 2022 to US$1.6 trillion in 2024, according to GIIN. Europe has played a leading role in this growth: 45 per cent of the world's impact investors are based in the region and they hold 53 per cent of impact assets. According to Mercer's survey of large asset owners in 2024, 39 per cent integrated impact investing in their policies. Large investors hold a sizeable share of impact assets: although pension funds, insurance companies and banks only account for 22 per cent of impact investors, they provide 66 per cent of the impact capital, according to GIIN. Many asset owners are embracing impact investing, and a number of pension funds and insurers have publicly said they intend to invest several billion in impact strategies. Insurer-owned asset managers often manage impact strategies for their parent companies, enabling them to offer these strategies to external clients. Some of the opportunities available Investors can make a positive impact by allocating to asset classes including green and social bonds, real asset (such as infrastructure and real estate) funds, venture capital, or even private equity funds of funds. Such asset classes give investors access to themes such as renewable energy, climate change mitigation, affordable housing, social inclusion and healthcare. Impact strategies result in a wide range of environmental and social benefits. Below we list some of our investments and their positive impacts. Our social bond strategy invests in a 600-million-euro (S$896 million) sustainable bond issued by a French institution in 2022. Over 50 per cent of the bond's proceeds help fund projects linked to education and social inclusion, mainly by providing career development, training and employment opportunities for disadvantaged people under 30, people older than 55, and people with disabilities. Our green bond strategy invests in a 575-million euro green bond issued by a Danish energy company in 2022. The proceeds have been used to finance two offshore wind and two photovoltaic projects that, according to the issuer, help avoid 160,000 tCO 2 e1 – or tonnes of carbon dioxide equivalent – of emissions per year. Our private equity impact fund of fund strategy invests in a US company that converts unsold and undonated food from major food retailers into renewable fuels and nutrients for fertilisers. In 2022, its activities helped avoid emissions equivalent to those produced by 17,600 cars and avoid waste that could fill 17,000 rubbish trucks . Challenges to overcome, but progress is being made While impact investing is playing a role in solving major global challenges, we believe more private capital is needed to speed up the process: the Organisation for Economic Co-operation and Development has calculated that US$4 trillion per year of extra financing is required if the UN Sustainable Development Goals are to be achieved by 2030. What's more, impact investing faces challenges such as the need to overcome some investors' perception that it can be difficult to make a profit while making a positive impact. Another challenge is impact washing – when companies or impact investors claim to be making a bigger positive impact than is actually the case. Investors should know that impact investments involve not just financial risk, but also impact risk – that is, the actual impact may be higher or lower than that targeted. If it is lower, this is not necessarily a case of impact washing. Transparency is central to avoiding impact washing. The expected impact must be defined carefully at the outset as do the actions to achieve the target and measure the impact. Progress is being made with the development of tools and frameworks to help companies and investors report on standardised measures of impact. Examples include Iris+ from GIIN and the Operating Principles for Impact Management. Meanwhile, fresh approaches to help make a positive impact are being developed. One example is blended finance, which aims to attract private capital to impact projects that might otherwise be deemed to involve too much financial risk. Blended finance has the potential to play an important role in helping emerging markets move closer to meeting the UN Sustainable Development Goals.
