Ethiopia moves to lift decades-old law banning foreigners from property ownership

Ethiopia is taking a significant step toward economic reform by moving to lift its decades-old law that bans foreigners from owning property.
Ethiopia is planning to lift its longstanding ban on foreign property ownership to attract foreign direct investment (FDI).
The reform aims to address barriers such as state interference and institutional weaknesses that deter foreign investors.
Experts suggest it will take time for the reforms to materialize fully and for investors to react to the changes.
This proposed change that will now enable foreigners to own properties in the country is part of the Ethiopian government's broader efforts to attract foreign direct investment (FDI) and strengthen property rights.
Since Prime Minister Abiy Ahmed came to power in 2018, his administration has pursued a series of liberalizing measures aimed at opening up the economy to foreign investment and driving sustained economic growth.
Now, subject to parliamentary approval, land and property reform is set to become the latest addition to these initiatives.
Ethiopia's longstanding prohibition on foreign ownership of land and property has been identified as one of several key constraints deterring foreign investors.
Other barriers include high levels of state interference in the economy, inadequate infrastructure, strict foreign exchange controls, high transaction costs, and institutional weaknesses.
The proposed legal reform represents a major departure from policies dating back to the 1974 communist revolution, which ushered in a system of state ownership of land and tightly restricted private property rights.
Under the current framework, non-Ethiopian individuals and businesses have been barred from owning immovable property for either personal or commercial use.
If passed by parliament, the new legislation could open up Ethiopia's growing economy to a wider range of international investors and signal a deeper shift toward market-oriented reforms.
Experts weigh in on Ethiopia's gains
Ethiopia is undeniably one of Africa's leading economies and an increasingly attractive investment destination, bolstered by its large population, strategic location, and ambitious development agenda.
According to UNCTAD's World Investment Report 2024, foreign direct investment (FDI) inflows to Ethiopia reached USD 3.26 billion in 2023—down slightly from USD 3.67 billion in 2022, but still above pre-pandemic levels.
This performance placed Ethiopia among the top five FDI destinations on the African continent.
The recent decision to lift the ban on property ownership by foreigners is expected to support several of Ethiopia's development policies aimed at increasing revenue inflows and accelerating economic growth.
Mirkarim Yakubov, an asset manager and investment expert, told African Business that while the move is promising, it will take time for the legislation to be finalized and for foreign investors to fully understand its implications.
As a result, an immediate surge in capital inflows is unlikely.
' The impact will depend on what exactly this law ultimately entails and how it will be implemented, although it's definitely a very interesting move,' he said.
'While they have recently sped up the process to get critical pieces of law into action, it will take time for the government to iron out the details.' Yakubov stated.

The brokerage has revised its target price to ₹367 from ₹405 earlier, valuing the stock at 5x FY27E EV/EBITDA. Coal India has started FY26 on a soft note, with sales volume declining ~4.7% year-on-year during April–May 2025. Nuvama expects this trend to continue through June, as overall power demand fell 1.6% YoY during the pre-monsoon period, and captive coal players continue to gain share. Data from the Ministry of Coal shows that volume from captive and commercial mines rose 14.5% YoY to ~35 million tonnes in April–May 2025, capturing ~20% of demand, up from 17.5% in the same period last year. During FY25, captive players consumed 197 million tonnes, growing 31% YoY. With captive mine capacity peaking at 575 mtpa, Nuvama sees even Coal India's 2–3% volume CAGR target at risk. Nuvama has trimmed its volume estimates by 2% for both FY26 and FY27 to 770 mt and 793 mt, respectively — implying just 2% CAGR over FY25–27. High inventory, rising costs to impact margins Coal India's coal inventory at end-May 2025 stood at ~112 million tonnes, significantly above the five-year average of 83 million tonnes, restricting any meaningful production increase. Management has guided for a rise in the stripping ratio to 2.67x in FY26 (vs 2.58x in FY25), which will push cost of production (CoP) higher due to increased overburden removal without corresponding volume growth. Nuvama expects CoP to grow at 4% CAGR to ₹1,422 per tonne by FY27, factoring in wage revision-related cost increases in FY27. Limited operating leverage from stagnant production will further weigh on earnings. Lower e-auction realisations add to pressure Adding to the challenges is the continued decline in e-auction realisations. Benchmark Indonesia thermal coal (6323 kcal) prices have dropped to USD 115/t, down from earlier highs, and Nuvama believes further downside is possible. Coal India's e-auction prices have dropped from ₹2,615/t in Q4FY25 to ₹2,200–2,300/t currently. The brokerage now factors in an average realisation of ₹2,200/t in FY26 and ₹2,100/t in FY27. Despite these headwinds, Coal India's high dividend yield (~6%) remains its only bright spot. However, Nuvama noted that it prefers growth-focused opportunities, which are currently lacking for Coal India. The brokerage expects EBITDA to fall at a 2% CAGR over FY25–27, reinforcing its cautious stance. (the 'Group' or 'CXI') (TSX: CXI; OTCQX: CURN), today reported net income of $1.98 million for the second quarter of 2025, 291% higher than the prior year (all figures are in U.S. dollars except where otherwise indicated). This 2025 reported net income reflected $2.7 million net income from continuing operations and a net loss of $0.7 million from Exchange Bank of Canada, the Company's Canadian subsidiary which was classified as discontinued operations effective the second quarter of 2025. These results include restructuring charges of $0.2 million, pre-tax, related to discontinued operations in Canada and certain one-time charges of $0.1 million, pre-tax. Excluding these items, the Group's adjusted net income1 increased by 18% compared to the prior year and adjusted diluted earnings per share1 ('EPS') was 24% higher than the prior year. Total revenue was 3% lower than the prior year due to a decline in consumer demand for foreign currency as travel activity tapered during the current quarter. Although revenue declined, the Company's net income for the second quarter rose compared to the same quarter last year, primarily due to the favorable impact of a weaker U.S. Dollar on the revaluation of foreign currency banknote holdings. The Group's capital position remained robust, and liquidity was strong with $81.2 million in total equity and $60.4 million in net working capital as of April 30, 2025 ($79.4 million and $55.9 million as of October 31, 2024, respectively). All reported amounts are based on the Group's condensed interim consolidated financial statements presented in compliance with International Accounting Standard 34 Interim Financial reporting, unless otherwise noted. On February 18, 2025, the Group announced its decision to cease the operations of its wholly owned subsidiary, Exchange Bank of Canada. This strategic decision and operational plan for restructuring were communicated to all staff of EBC on February 19, 2025. Following the cessation of operations, the Bank intends to apply to the Minister of Finance in Canada to discontinue from the Bank Act. The application to discontinue is expected to be made in the fourth quarter of 2025, with the actual discontinuance of the Bank being subject to receipt of all necessary regulatory approvals. Following the Group's decision, management has commenced implementation of the restructuring and planned discontinuance of the Bank. Management anticipates that certain operating expenses and personnel costs, that are currently shared with EBC, will be 100% borne by the continuing operations of CXI, subsequent to the exit of EBC from Canada, and the current annualized estimate of these costs is approximately $3 million after tax. In the second quarter of 2025, Exchange Bank of Canada was classified as a discontinued operation in the Group's condensed interim consolidated financial statements. On May 20, 2025, CXI upgraded its U.S. securities listing with the Company's shares commencing trading on the OTCQX Best Market under the symbol CURN.
