Ogra launches second phase of digitising oil supply chain
Building on the successful deployment of its online licencing system and the first phase of digitisation, the Ogra has now initiated a comprehensive Track & Trace system in collaboration with the Punjab Information Technology Board (PITB). This next phase aims to enhance transparency, operational efficiency, and safety across the country's downstream oil sector.
Following the earlier launch of the Raahguzar mobile application — developed in partnership with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC) — which allows consumers to locate licensed fuel stations through GIS mapping, Ogra's latest move expands the scope of digital oversight to the entire supply chain.
This phase will digitise the end-to-end movement of petroleum products from refineries and import terminals to storage depots, tank lorries, and retail outlets. The new system integrates ERP platforms, GPS tracking, and centralized dashboards to provide real-time monitoring, deter illegal decanting and smuggling, and support more effective enforcement.
'The initiative represents a major step toward a modern, transparent, and secure oil supply chain in Pakistan,' said Masroor Khan, Chairman Ogra. 'It reflects Ogra's commitment to leveraging technology for improved governance, public safety, and consumer confidence.'
With this landmark initiative, the OGRA continues to position itself as a forward-looking regulator driving digital innovation for national progress.

Satellite-based agricultural analytics: HBL MfB, SUPARCO sign MoU
ISLAMABAD: Pakistan's agri-lending sector, HBL Microfinance Bank (HBL MfB) and the Pakistan Space and Upper Atmosphere Research Commission (SUPARCO), have signed a Memorandum of Understanding (MoU) to introduce satellite-based agricultural analytics into the lending ecosystem. Under this initiative, the two organisations will jointly execute a pilot project in Okara District, one of Punjab's key agricultural zones. The pilot will involve remote pre-loan assessments using high-resolution satellite imagery, crop health analytics, yield estimation, risk profiling, and a scoring engine to assess farm-level creditworthiness. A secure API and dashboard interface will enable HBL MfB to integrate this data into its loan decision-making processes, eliminating the need for manual field verification. Sharing his thoughts on the occasion, Amir Khan, President & CEO, HBL MfB, said, 'We at HBL Microfinance Bank are excited to be the first microfinance bank in Pakistan to collaborate with SUPARCO for Climate-Smart Agri Financing, under which satellite-powered analytics will be integrated into agricultural lending. Govt's decision to reverse harsh measures of budget appreciated
KARACHI: Former Vice President of FPCCI and Patron-in-Chief of Khairpur Chamber of Commerce, Shabnam Zafar, have expressed satisfaction over the government's decision to reverse the harsh measures announced in the Federal Budget 2025-2026 against the business community. She appreciated the efforts of former caretaker Federal Minister for Commerce Gohar Ejaz, UBG Patron-in-Chief S.M. Tanveer, and FPCCI President Atif Ikram Sheikh for presenting the concerns before Prime Minister Mian Muhammad Shehbaz Sharif, Field Marshal Syed Asim Munir, Federal Minister for Finance and Revenue Muhammad Aurangzeb, PM's Special Assistant on Revenue Haroon Akhtar Khan, Minister of State Bilal Azhar Kayani, and other senior officials. Shabnam Zafar stated that the budget had included several tax enforcement measures that were extremely harmful to the country's business, industrial, and trade activities. These measures had created an atmosphere of fear among the business community. However, through a formal consultation process, detailed discussions were held on key issues such as Section 37A of the Sales Tax Act, Section 21(S) of the Income Tax Act, e-invoicing, Section 8B, and Section 40B of the Sales Tax Act. She added that not only were these matters thoroughly discussed, but nearly all issues were now amicably resolved with the government. The business community across Pakistan expresses gratitude to Prime Minister Mian Shehbaz Sharif, Field Marshal Syed Asim Munir, and all concerned ministers and senior officials for timely resolution of the issues in the national interest.
