Here's how a major Mexican tomato exporter is affected by Trump's 17% tariff

AJUCHITLAN, Mexico (AP) — The Trump administration's decision to impose a 17% duty on fresh tomatoes imported from Mexico has created a dilemma for the country providing more tomatoes to U.S. consumers than any other.
The import tax that began July 14 is just the latest protectionist move by an administration that has threatened dozens of countries with tariffs, including its critical trading partner Mexico. It comes as the Mexican government tries to also negotiate its way out of a 30% general tariff scheduled to take effect Aug. 1.
While the impacts of the tomato tariff are still in their infancy, a major grower and exporter in central Mexico shows how a tariff targeting a single product can destabilize the sector.
Surviving in times of uncertainty
Green tomato plants stretch upward row after row in sprawling high-tech greenhouses covering nearly six acres in the central state of Queretaro, among the top 10 tomato producing states in Mexico.
Climate controlled and pest free, Veggie Prime's greenhouses in Ajuchitlan send some 100 tons of fresh tomatoes every week to Mastronardi Produce. The Canadian company is the leading distributor of fresh tomatoes in the U.S. with clients that include Costco and Walmart.
Moisés Atri, Veggie Prime's export director, says they've been exporting tomatoes to the U.S. for 13 years and their substantial investment and the cost to produce their tomatoes won't allow them to make any immediate changes. They're also contractually obligated to sell everything they produce to Mastronardi until 2026.
'None of us (producers) can afford it,' Atri said. 'We have to approach our client to adjust the prices because we're nowhere near making that kind of profit.'
In the tariff's first week, Veggie Prime ate the entire charge. In the second, its share of the new cost lowered when its client agreed to increase the price of their tomatoes by 10%. The 56-year-old Atri hopes that Mastronardi will eventually pass all of the tariff's cost onto its retail clients.
Mexican tomato exports brought in $3 billion last year
Experts say the tariff could cause a 5% to 10% drop in tomato exports, which last year amounted to more than $3 billion for Mexico.
The Mexican Association of Tomato Producers says the industry generates some 500,000 jobs.
Juan Carlos Anaya, director general of the consulting firm Grupo Consultor de Mercados Agrícolas, said a drop in tomato exports, which last year amounted to more than 2 billion tons, could lead to the loss of some 200,000 jobs
Experts: U.S. will have difficulty replacing fresh Mexican tomatoes
When the Trump administration announced the tariff, the Commerce Department justified it as a measure to protect U.S. producers from artificially cheap Mexican imports.
California and Florida growers that produce about 11 million tons would stand to benefit most, though most of that production is for processed tomatoes. Experts believe the U.S. would find it difficult to replace Mexico's fresh tomato imports.
Atri and other producers are waiting for a scheduled review of the measure in two months, when the U.S. heads into fall and fresh tomato production there begins to decline.
In reaction to the tariff, the Mexican government has floated the idea of looking for other, more stable, international markets.
Mexican Agriculture Secretary Julio Berdegué said Thursday that the government is looking at possibilities like Japan, but producers quickly cast doubt on that idea, noting the tomatoes would have to be sent by plane, raising the cost even more.
Atri said the company is starting to experiment with peppers, to see if they would provide an option at scale.
President Claudia Sheinbaum said recently her administration would survey tomato growers to figure out what support they need, especially small producers who are already feeling the effects of a drop of more than 10% in the price of tomatoes domestically over fears there will be a glut in Mexico.

TOTAL REVENUE Total revenue for 2Q25 was Ps. 18,770 million, an increase of 38.3% compared to 2Q24. Most of this growth was driven by sales from stores that have been operating for more than one year, and, to a lesser extent, the incremental sales from 528 net new stores opened in the past twelve months. GROSS PROFIT AND GROSS PROFIT MARGIN Gross profit for 2Q25 was Ps. 3,043 million, an increase of 33.9% compared to 2Q24. This increase was driven by sales growth. Our gross margin decreased by 53 bps to 16.2% mainly due to incremental logistics costs associated with the four new regions expected to start operations in the second half of 2025. EXPENSES Sales expenses primarily reflect the cost of operating our stores, including wages and energy. In 2Q25, sales expenses reached Ps. 1,978 million, a 39.8% increase compared to 2Q24. This growth was mainly driven by increased personnel expenses due to our larger store base. As a percentage of total revenue, sales expenses increased from 10.4% in 2Q24 to 10.5% in 2Q25, an expansion of 12 bps. Administrative expenses refer to expenses not directly related to operating our stores, such as headquarters and regional office expenses. For 2Q25, administrative expenses totaled Ps. 731 million, a 50.3% increase compared to 2Q24. This increase reflects (i) continued investments in human capital; (ii) increased staffing expenses related to four new regions opening in the second half of 2025; and (iii) higher non-cash share-based payment expense, including the recognition this quarter of 192 thousand RSUs and 160 thousand options under the 2024 equity incentive plan. As a percentage of revenue, administrative expenses increased from 3.6% in 2Q24 to 3.9% in 2Q25, or 31 bps. If we exclude the non-cash share-based payment expense, administrative expenses for 2Q25 amounted to Ps. 479 million, an increase of 38.6% compared to 2Q24. As a percentage of revenue, administrative expenses excluding non-cash share-based payment expense increased from 2.54% in 2Q24 to 2.55% in 2Q25, a growth of 1 bps. Please refer to the Appendix of this Earnings Release for a summary of the treatment of share-based payment plans and related expenses. Other income - net, which includes, among other items, revenues (expenses) from non-operative activities such as asset disposals, cost reimbursements, and insurance proceeds, amounted to Ps. 59 million in 2Q25, compared to Ps. 3 million in 2Q24. This line benefited from a Ps. 40 million non-recurring insurance recovery related to Hurricane Otis. For more information, please refer to the Additional Disclosures section. EBITDA AND EBITDA MARGIN For 2Q25, EBITDA reached Ps. 844 million, an increase of 22.5% compared to 2Q24. The EBITDA margin for 2Q25 decreased by 58 bps to 4.5%. Our EBITDA margin was primarily impacted by higher logistics costs and an increase in non-cash share-based payment expense. If we exclude the non-cash share-based payment expense, EBITDA reached Ps. 1,096 million, an increase of 32.1% compared to 2Q24. The EBITDA margin for 2Q25 decreased by 27 bps to 5.8%. ADDITIONAL DISCLOSURES To allow investors to better assess our performance, the Company is providing the following supplementary information: Non-recurring income – Hurricane Otis Insurance Recovery: The Company recognized Ps. 40 million in non-recurring income during May 2025, related to an insurance recovery for damages caused by Hurricane Otis. Non-cash share-based payment expense was Ps. 252 million in 2Q25, compared to Ps. 141 million recorded in 2Q24. Building lease payments: The Company leases its stores and distribution centers. In accordance with IFRS 16, the Company's lease expenses are capitalized, and not considered operating expenses. Tiendas 3B's capitalized lease costs payments for buildings were Ps. 439 million in 2Q25, compared to Ps. 338 million in 2Q24. FINANCIAL COSTS AND NET LOSS Financial income totaled Ps. 52 million in 2Q25, up from Ps. 41 million in 2Q24. The increase was primarily driven by interest earned on the net cash proceeds from last year's Initial Public Offering ("IPO") combined with a favorable FX effect. Financial costs were Ps. 380 million for 2Q25, a 37.5% increase compared to 2Q24. This increase was primarily driven by higher interest on lease liabilities, reflecting the continued expansion of our stores and distribution center network. The Company recorded a foreign exchange loss of Ps. 234 million in 2Q25, due to the depreciation of the U.S. dollar against the Mexican peso, which negatively impacted the value of the Company's U.S. dollar-denominated cash proceeds held from the IPO. Income tax expenses reached Ps. 117 million in 2Q25 compared to Ps. 112 million in 2Q24. As a result, our net loss for the 2Q25 was Ps. 286 million, compared to a net gain of Ps. 331 million for the 2Q24. BALANCE SHEET AND LIQUIDITY As of June 30, 2025, the Company reported local currency cash and cash equivalents of Ps. 1,121 million. All our share-based compensation plans were previously fully disclosed in our offering documents and public filings, including in our annual report on Form 20-F for the year ended December 31, 2024 and for the year ended December 31, 2023 filed with the U.S. Securities Exchange Commission (the "SEC"), each of which is available on the SEC's website ( and on our investor relations website. The previously disclosed Liquidity Event Share Plan in the aggregate amount of 7.5 million Class C common shares was subject to formal assignment and delayed delivery. On June 24, 2025, Tiendas 3B formally granted the 7.5 million Class C common shares. Our board of directors also determined it was in the best interests of the Company primarily in relation to talent retention to subject the award to quarterly vesting over a three-year period. The corresponding expense will be recognized during such three-year period beginning in the third quarter of 2025 using a graded vesting model (accelerated expense recognition) with a corresponding increase to equity. President Trump on Monday signed an executive order implementing another 90-day pause on additional tariffs on China that were set to take effect on Tuesday, reports said. The move again pushes off a deadline for imposing the harshest taxes on Chinese imports as the two sides continue negotiations on a deal. Reports from CNBC, The Wall Street Journal, and The Washington Post all said the president had signed the order, which will push the deadline for these tariffs back to Nov. 9. The White House didn't immediately respond to a request for comment. The extension appears to mean that headline rates agreed to in May of 30% on Chinese imports and 10% on American goods will continue for the immediate future and avoid a snap-back to previous triple-digit levels. Sector-specific tariffs on goods like steel and some medical supplies will keep the effective tariff rate between the two countries higher. The reported tariff agreement also comes amid an increased focus from Trump in recent days on Russia and the war in Ukraine, with Trump putting an additional 25% tariff on imports from India over that nation's consumption of Russian oil. The new pause could also increase the odds for a meeting later this year between Presidents Trump and Xi. The two men's teams have both floated the concept of a face-to-face meeting, perhaps as soon as the coming Asia-Pacific Economic Cooperation summit in South Korea at the end of October. Monday's announcement also came after three meetings of the two trade teams in recent months — gatherings that took place in Geneva in May, London in June, and Stockholm in July — resulted in signs of progress, though tensions remain between the two sides. He Lifeng, China's vice premier for economic policy, has represented his country at all three meetings. A representative for He — Chinese trade negotiator Li Chenggang — said after the most recent round in Sweden that the two sides had 'candid exchanges over their economic concerns,' according to a translation. Certain issues like semiconductors, including a plan to allow the resumption of Nvidia's (NVDA) AI chip exports to China, as well as Chinese exports of rare earth minerals have been most in focus of the talks so far with a long list of issues between the two nations still to discuss. Over the weekend, the Trump administration struck a deal with Nvidia and AMD to allow those chipmakers to sell some chips into the Chinese market in exchange for a 15% cut of the sales.
