
President Murmu virtually inaugurates home for senior citizens in Vellore
President Droupadi Murmu on Friday virtually inaugurated a home for senior citizens, who are mostly women, at Ariyur village on the outskirts of Vellore Corporation limits.
Accompanied by senior officials of Department of Social Welfare, Collector V.R. Subbulaxmi inspected the new home, which is maintained by Organisation for Rural Development (ORD), a local NGO that works for aged people and children in the region. 'It is the first such facility in the district where the Union Ministry of Social Justice and Empowerment has given funding. Such funding helps to provide better facilities to inmates,' R. Uma, District Social Welfare Officer (DSWO), told The Hindu.
Spread over two acres, the new home is spacious for inmates with a large dining hall, living room, and a library. Around 50 inmates are taken care of at the home. Most of them are in their 60s. The home has a capacity to accommodate at least 70 persons at a time.
Officials said that the home has been selected under the Integrated Programme for Senior Citizens (IPSrC) for better upkeep of the facility including providing timely healthcare to its inmates. The scheme provides grants to NGOs and other organizations to implement programs that cater to the basic needs of the elderly, including food, shelter, healthcare, and intergenerational bonding.
At present, officials said that 11 homes for senior citizens including those run by the State government are located in Vellore. On an average, around 60 persons are accommodated in each home. Apart from shelter, food, healthcare and initiatives to lead a normal life are provided in the home. Collector and social welfare officials conduct surprise checks at these facilities including those run by NGOs regularly and interact with senior citizens.

Government to bring new national policy on senior citizens
A new national policy on senior citizens is in the draft stages with the Union Ministry of Social Justice and Empowerment, government officials said, adding that some details of it were discussed on Monday (May 2, 2025) at a meeting of the National Council for Senior Citizens, chaired by Social Justice Minister Virendra Kumar. The Social Justice Ministry said discussions focused on how the draft policy should 'reflect the demographic realities' of India as it heads into the future. A statement from the Ministry said population projections estimated that 20% of the country would be senior citizens by 2047. According to the 2011 Census, senior citizens accounted for 8.23% of the nation's population at the time. According to the government's projections, they will account for about 12.16% of the country's population in 2026. The government on Wednesday (May 4, 2025) said the forthcoming Census' reference period for a headcount would be March of 2027. A government official told The Hindu, 'The policy is in a draft stage now. Suggestions have already come in from relevant stakeholders and some of these suggestions were put forth at the meeting on Wednesday.' They added that one of the suggestions was to consider that India will have a higher proportion of senior citizens by 2047. This was the fourth meeting of the National Council for Senior Citizens, the government said in its statement. Digital inclusion At the meeting, the council also deliberated on 'digital inclusion' of senior citizens, the government said. It further discussed institutionalising NGOs and senior citizen associations in policy formulation, implementation, and feedback mechanisms. Deliberations also went into areas of trying to establish a grievance redress mechanism to address elder abuse and neglect; implementing minimum standards for 'old age homes' and senior care institutions; and 'promoting community engagement and intergenerational bonding'. The council also undertook a detailed review of the progress under the Rashtriya Vayoshri Yojana (RVY) and Integrated Programme for Senior Citizens (IPSrC), Senior Citizen Portal in terms of enhancing quality and post-distribution follow-up of assisted living devices, the statement added. The government said that under the Rashtriya Vayoshri Yojana, more than five lakh senior citizens had been given 'free assisted living devices'. Through the IPSrC, the Ministry is currently supporting 708 NGOs that are operating 'continuous care homes, physiotherapy centres, old age homes, and mobile medicare units'. These schemes are covered under the Social Justice Ministry's umbrella programme known as 'National Action Plan for Welfare of Senior Citizens'. This National Action Plan was formulated and put out in April 2020. The National Policy on Older Persons was first announced by the Government of India in 1999. Following that a Commission headed by Mohini Giri had in 2011 put out a National Policy for Senior Citizens, which was in place till the National Action Plan of the Union government came out in April 2020.

President Murmu presents 92 Distinguished Service Awards
New Delhi, June 4 (UNI) President Droupadi Murmu on Wednesday conferred 92 Distinguished Service Decorations to serving and retired personnel of the Armed Forces, Indian Coast Guard (ICG) and Border Roads Organisation (BRO) during the Defence Investiture Ceremony at the Rashtrapati Bhawan. These decorations included 30 Param Vishisht Seva Medals (PVSMs), five Uttam Yudh Seva Medals (UYSMs) and 57 Ati Vishisht Seva Medals (AVSMs), a Defence Ministry statement said. Ladakh gets long-awaited new policies on reservation and domicile, but statehood remains a concern
One third of the seats in hill councils have been reserved for women. Additionally, the official languages of the UT will be regional languages, including Bhoti and Purg, besides English, Hindi and Urdu. Others, including central government officials posted there, will have to show that they have been residing in the UT continuously for 15 years from 31 October, 2019 to be considered 'domiciles'. New Delhi: Ensuring constitutional safeguards for Ladakhi people—a long-standing demand—the Union government Tuesday notified new reservation and domicile policies, giving them an 85 percent quota in government jobs. President Droupadi Murmu Tuesday notified the Union Territory of Ladakh Reservation (Amendment) Regulation, 2025, which amends the Jammu and Kashmir Reservation Act, 2004 in Ladakh's context. This substitutes an earlier section in the 2004 Act, which pegged the reservation for local persons at 50 percent. 'The total percentage of reservation shall in no case exceed 85 percent, excluding reservation for Economically Weaker Sections (EWS),' the notification read. Three other Regulations were notified by President Murmu—Ladakh Official Languages Regulation, 2025, Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025, and Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025. The next move should be to notify vacancies to fill up posts as there is rising unemployment in the UT that needs to be addressed soon, he said. 'We have been talking about growing unemployment, and that is a crisis which needs to be tackled at the earliest. There have been no recruitments for the last five years. Now the responsibility lies with the UT administration. We are happy that this decision was taken. This is, however, just a step forward, and the implementation on the ground has to begin,' he told ThePrint. The Rules governing the Regulation are yet to be notified, and will specify the categories covered under reservation. According to the 2011 census, around 80 percent of Ladakh's population (2.74 lakh) is tribal. The total reservation for government jobs in Ladakh now stands at 95 percent—including 10 percent for EWS—among the highest in the country. 'Statehood remains key concern' The transition of Ladakh into a Union Territory, following the abrogation of Article 370 in 2019, and the bifurcation of the erstwhile state of Jammu and Kashmir (of which Ladakh was a part), had initially elicited celebrations among residents as they had always accused the J&K leadership of being discriminatory and ignorant towards their region. Residents had expected better administration, representation in Parliament, access to government funds and resources, and a heightened focus on development. But soon after the central government declared Ladakh a UT without a legislature, voices in the region began demanding autonomy, jobs and safeguards for their land and culture, leading to a full-blown protest with thousands joining activist Sonam Wangchuk in his hunger strike last year. Speaking about the changes in the Ladakh Official Languages Regulation, 2025, Kargili said that although they are happy about the inclusion of Purgi in the list, Shina and Balti were kept out. 'It is disappointing that Shina and Balti, which are mostly spoken in Ladakh and Gilgit-Baltistan, were kept out. Their omission deserves serious reconsideration,' he said. He added that while the new policies will fulfill some of the broader expectations, the primary concern for Ladakhis remains the grant of full statehood. 'Our struggle for our own public service commission, statehood, Sixth schedule, and separate parliamentary seats for Ladakh and Kargil, shall continue.'
