Government to bring new national policy on senior citizens

A new national policy on senior citizens is in the draft stages with the Union Ministry of Social Justice and Empowerment, government officials said, adding that some details of it were discussed on Monday (May 2, 2025) at a meeting of the National Council for Senior Citizens, chaired by Social Justice Minister Virendra Kumar.
The Social Justice Ministry said discussions focused on how the draft policy should 'reflect the demographic realities' of India as it heads into the future. A statement from the Ministry said population projections estimated that 20% of the country would be senior citizens by 2047.
According to the 2011 Census, senior citizens accounted for 8.23% of the nation's population at the time. According to the government's projections, they will account for about 12.16% of the country's population in 2026. The government on Wednesday (May 4, 2025) said the forthcoming Census' reference period for a headcount would be March of 2027.
A government official told The Hindu, 'The policy is in a draft stage now. Suggestions have already come in from relevant stakeholders and some of these suggestions were put forth at the meeting on Wednesday.' They added that one of the suggestions was to consider that India will have a higher proportion of senior citizens by 2047.
This was the fourth meeting of the National Council for Senior Citizens, the government said in its statement.
Digital inclusion
At the meeting, the council also deliberated on 'digital inclusion' of senior citizens, the government said. It further discussed institutionalising NGOs and senior citizen associations in policy formulation, implementation, and feedback mechanisms.
Deliberations also went into areas of trying to establish a grievance redress mechanism to address elder abuse and neglect; implementing minimum standards for 'old age homes' and senior care institutions; and 'promoting community engagement and intergenerational bonding'.
The council also undertook a detailed review of the progress under the Rashtriya Vayoshri Yojana (RVY) and Integrated Programme for Senior Citizens (IPSrC), Senior Citizen Portal in terms of enhancing quality and post-distribution follow-up of assisted living devices, the statement added.
The government said that under the Rashtriya Vayoshri Yojana, more than five lakh senior citizens had been given 'free assisted living devices'. Through the IPSrC, the Ministry is currently supporting 708 NGOs that are operating 'continuous care homes, physiotherapy centres, old age homes, and mobile medicare units'.
These schemes are covered under the Social Justice Ministry's umbrella programme known as 'National Action Plan for Welfare of Senior Citizens'. This National Action Plan was formulated and put out in April 2020.
The National Policy on Older Persons was first announced by the Government of India in 1999. Following that a Commission headed by Mohini Giri had in 2011 put out a National Policy for Senior Citizens, which was in place till the National Action Plan of the Union government came out in April 2020.

As the Election Commission of India (ECI) gears up to hold the Special Intensive Revision (SIR) in Odisha, the Opposition leaders said that the process should be carried out in a non-political and unbiased way and not with a political motive. The Opposition also claimed that the SIR was being carried out in BJP-ruled Odisha to justify the 'vote chori' being committed through this process in Bihar. On Monday, Odisha's Chief Electoral Officer R.S. Gopalan announced that the state will start the SIR of the electoral rolls from September 2025 for the first time since 2002. This comes as the Opposition INDIA Bloc continues its protest in and outside the Parliament over the SIR process in Bihar, questioning the timing of the revision just before the Assembly elections in the state. Leader of Opposition (LoP) in the Lok Sabha, Rahul Gandhi, and RJD leader Tejashwi Yadav are also carrying out the 'Voter Adhikar Yatra' in Bihar to expose the alleged irregularities in the voter list. Meanwhile, the final voter list of Odisha's voters will be published on January 7 next year. Reacting to this, Congress leader Udit Raj said that the Opposition is not against the SIR process but the vote theft being committed in Bihar through the SIR. Speaking to IANS, Udit Raj said, "There are no elections there right now. If they do it there, it's fine. But here, we are saying the timing was not right. How is it possible to verify 8 crore voters in just one month? We are not against SIR; it can be conducted, but can the government manage it when it has not even been able to conduct the Census? It is a useless government." He also claimed that the SIR in Odisha is being done to justify the vote theft in Bihar and other states. "There are no elections in Odisha. There is a BJP government in the state. I don't know why they are conducting the SIR there. I think it is to justify whatever wrongdoings they (the ECI and government) are doing in Bihar and other states. They are trying to justify the 'vote chori'", the Congress leader added. Shiv Sena (UBT) MP Priyanka Chaturvedi also stressed the importance of a fair SIR process. "The SIR that has started in Bihar, the way people's names are being removed, the way the entire constitutional mandate is being undermined and how the Election Commissioner is speaking, it is becoming very clear that the SIR is not truly meant to provide clean records or clean voter rolls but to run an agenda," Chaturvedi told IANS. "No matter where it starts, be it in Odisha, we hope that it is carried out through a non-political, unbiased and democratic process and not to disenfranchise the people who have no one to support them," she added.

Commerce Minister Piyush Goyal on Monday tabled the Jan Vishwas (Amendment of Provisions) Bill, 2025 that proposes the decriminalisation of 288 provisions relating to minor offences in order to make doing business easier. The Commerce and Industry Ministry said the 2025 Bill builds on the Jan Vishwas Act of 2023 which decriminalized 183 provisions. The 2025 Bill has been referred to a select committee which is expected to prepare a report on it by the first day of the next session. The Bill proposes to amend 355 provisions in all. Besides the 288 provisions that are proposed to be decriminalised, the Bill proposes the amendment of 67 provisions under the New Delhi Municipal Council (NDMC) Act, 1994 and Motor Vehicles Act, 1988 to facilitate ease of living, the Ministry said in a statement. The government said the proposals involve removal of imprisonment clauses for minor, technical or procedural defaults and have been replaced with monetary penalties or warnings. To reduce the judicial burden, designated officers have been empowered to impose penalties through administrative processes. Four Acts — Tea Act, 1953, Legal Metrology Act, 2009, Motor Vehicles Act, 1988, and Drugs and Cosmetics Act, 1940 — which were part of Jan Vishwas Act, 2023 are proposed for further decriminalisation under the current Bill, the government said. As many as 47 provisions under the NDMC Act have been proposed for amendments. The proposal replaces the 'rateable value' method of property tax with Unit Area Method (UAM), introducing a transparent and formula-based system linked to property size, usage and location. 'This will simplify assessment, reduce discretion, and enhance compliance,' a ministry official said. The amendments proposed in the 20 provisions of Motor Vehicles Act, 1988 will provide relaxation and clarity in compliance, including state-wide vehicle registration instead of jurisdiction-specific. For instance, the reporting period for vehicle registration cancellation extended from 14 to 30 days. Insurer intimation period on transfer of insurance certificate has been proposed to be extended from 14 to 30 days. 'These reforms aim to simplify procedures for citizens, improve transparency in property taxation, and provide relief in vehicle-related compliances,' the official said. The official said that that 11 offences under the Apprentices Act, 1961 like employer requiring an apprentice to work overtime without approval of Apprenticeship Adviser, refusal to furnish information or return, employing apprentice on work which is not connected to his training, etc. which are currently punishable with fine (Rs. 1000) are proposed to be converted to advisory for the first contravention and with censure or warning or penalty for every subsequent contravention. In the Central Silk Board Act, 1948, imprisonment up to 1 year and fine up to Rs. 1,000 has been proposed to be converted to only warning for first instance of contravention and penalty between Rs 25,000 to Rs 1 lakh for continuing or repeated offences for furnishing any false statement. Imprisonment up to 1 year and fine up to Rs 1,000 have been proposed to be removed for obstructing officers of the Board in exercise of any power, the official said. Under the Agricultural and Processed Food Products Export Development Authority Act, 1985 (APEDA), fine up to Rs 5,000 has been proposed to be converted to warning for first instance of contravention and penalty with minimum Rs 10,000 for subsequent contravention for failure to furnish any return or furnishing a false report.

VMPL New Delhi [India], August 18: Persons with Disabilities (PwDs), forming the world's largest minority group, remain among the most deprived sections of society--lacking equitable access to education, healthcare, and social security. Despite multiple government initiatives, inclusion in mainstream education continues to be a major challenge. According to estimates, 8-10% of India's 142 crore population is associated with disability conditions. While the 2011 Census recognized 2.68 crore PwDs across 7 disabilities, the 2016 RPWD Act expanded the number of recognized disabilities to 21, raising the present estimate to 8-10 crore persons. Yet, more than a decade after the Right to Education Act (RTE) and the RPWD Act 2016, the majority of Divyangjan remain outside the formal education system. The Education Gap * Out of an estimated 10 crore PwDs, only about 22 lakh students have been able to join inclusive CBSE schools. * High dropout rates persist before Class 10 and Class 12, eliminating access to higher education, scholarships, and employment schemes that require minimum school qualifications. * Despite the National Education Policy's emphasis on inclusive education, most schools lack trained special educators, assistive resources (Braille, sign language, sensory kits, IEPs) and barrier-free infrastructure. * India has 20 lakh schools, yet the Rehabilitation Council of India (RCI) has trained only 1.5 lakh special educators to date--making quality inclusive education practically inaccessible. This has resulted in a cycle where employment, loans, and skill development schemes remain on paper for Divyangjan due to lack of basic educational qualifications. Structural Gaps in Inclusive Education * The Ministry of Education relies heavily on RCI-trained special educators but there is an acute shortage. * Inclusive schools often have only one special educator catering to multiple disability types, forcing group teaching instead of the mandated Individualized Education Program (IEP). * Exams, curriculum, and pedagogy remain non-personalized, making it nearly impossible for visually impaired, hearing impaired, and intellectually disabled students to thrive together in a single classroom. The Way Forward - A Dedicated Board for Divyangjan Experts emphasize that India's vision of becoming a developed nation cannot be achieved without empowering its 8-10 crore PwD population. To address this urgent issue, there is a strong call for the establishment of a "Divyangjan Open School Education and Skill Board" at the central level. This proposed board would: * Function like other specialized boards (Urdu, Sanskrit, Vedic, Madrasa, Gurukul Boards). * Provide home-based, open school, and customized education pathways for PwDs. * Offer specialized curricula, teaching methods, resources, and skill training suited to the 21 recognized disabilities. * Enable Divyangjan to pursue quality education, vocational training, and employment opportunities on a where-is basis.
