Rajiv Yuva Vikasam: State govt to distribute sanction letters to beneficiaries on June 2

Hyderabad: Deputy Chief Minister Bhatti Vikramarka Mallu directed officials to meticulously organise the distribution of sanction letters to beneficiaries of the Rajiv Yuva Vikasam scheme on June 2, the Telangana State Formation Day.
At a review on the implementation progress of the Rajiv Yuva Vikasam scheme, the Deputy CM emphasised that the scheme was launched as a prestigious initiative. He instructed that from June 2 to 9, sanction letters should be distributed to the selected beneficiaries of the scheme across all constituencies in the state.
From June 10 to 15, training programmes will be conducted at district and constituency levels. After June 15, the grounding process (implementation of sanctioned support) must be carried out in an organised manner. The aim is to initiate the Rajiv Yuva Vikasam scheme on June 2 and empower 5 lakh youth to become self-employed by Gandhi Jayanti on October 2, he said.
He further instructed that this programme should be conducted every month and completed in phases. Senior officials of the SC, ST, BC, and Minority Welfare Departments should coordinate with district in-charge ministers and collectors. Urban youth interested in becoming gig workers should be given the opportunity to purchase two-wheelers under the Rajiv Yuva Vikasam scheme, he said.
The Deputy CM also directed that chairpersons of the welfare corporations receive applications under this scheme and forward all reviewed applications to the respective district collectors immediately.
He criticised the previous ten years of governance, stating that welfare departments and the state's youth were neglected.
To ensure the scheme's success, an SLBC (State Level Bankers' Committee) meeting was held a week ago. Since then, welfare department officials have been in constant discussions with bankers to bring the self-employment programme to its final stage. The Deputy CM appreciated their efforts.

NEW DELHI: Referring to provision of Section 372 of CrPC which was amended in 2009 on recommendation of Law Commission to allow a victim to file appeal, Supreme Court has held that a "victim" of an offence like in cheque bouncing cases has the right to challenge the order of acquittal of the accused under CrPC and corresponding Section 413 of BNSS. Differentiating between Sec 372 & Sec 378 (which allows a complainant to file appeal), a bench of Justices B V Nagarathna and Satish Sharma said Section 378 circumcised the right to file an appeal which is not the case with Section 372. "The proviso to Sec 372 of CrPC was inserted in statute book with effect from 31.12.2009. The object and reason for such insertion must be realised and must be given its full effect to by a court. In view of the aforesaid discussion, we hold that the victim of an offence has the right to prefer an appeal under the proviso to Section 372 of CrPC, irrespective of whether he is a complainant or not. Even if the victim of an offence is a complainant, he can still proceed under the proviso to Section 372 and need not advert to sub-section (4) of Section 378 of CrPC, SC said victim of a crime must have an absolute right to prefer an appeal which cannot be circumscribed by any condition and the right of a victim of a crime must be placed on par with right of an accused who after being convicted has a right to file an appeal under Section 374 of CrPC. MUMBAI: RBI said its stance on cryptocurrency remains unchanged, even as a govt panel continues to examine the issue. "There is no new development following the Supreme Court pronouncement on the crypto matter," RBI governor Sanjay Malhotra said at the post-policy press conference. "RBI has maintained a consistent stance on this issue. A govt committee is currently examining the matter. We remain concerned about the potential risks crypto poses to financial stability and monetary policy," he said. In a recent order, an SC bench led by Justices Surya Kant and N Kotiswar Singh said that banning crypto is not a viable option given global developments in financial systems. The SC observed that the absence of a regulatory framework has created room for misuse and asked govt to act. Separately, he said RBI has rolled out a new framework for regulation-making, built on three pillars: public consultations with stakeholders, impact analysis-including qualitative assessments-and regular review of regulations to keep pace with steadily evolving conditions. Justice M.S. Janarthanam had, at least, experienced a few moments of glory in the last 20-odd years. After the Supreme Court, in July 2010, provided one year to Tamil Nadu to come out with justification along with quantifiable data for the continuance of the 69% reservation for Backward Classes (BC), Most Backward Classes (MBC) and Scheduled Castes (SCs)/Scheduled Tribes (STs), Justice Janarthanam, as the head of the State BC Commission, had authored a report in support of the quota scheme, as provided in the Tamil Nadu Act 45 of 1994. Exactly a year later, the then AIADMK regime, at a Cabinet meeting, adopted the findings of the report and decided that 'there cannot at all be any doubt regards the fixity of reservation of 50 per cent to Backward Classes, 18 per cent to Scheduled Castes and one per cent to Scheduled Tribes.' On the matter of 'creamy layer' among the BC and MBCs, his take was that though the 1994 law had been in existence for well over 17 years, the Lakshman Rekha line had not been crossed, warranting the application of 'creamy layer' exclusion.' This opinion was also accepted by the government. It continues to be in force. Nearly 20 years ago, when the demand was made for creating special reservation for Arunthathiyars within quota of reservation for SCs, the government had turned to Justice Janarthanam to consider it. In November 2008, he, as the head of a committee, submitted a report to the then DMK government that the representation of the Arunthathiyars in Groups A, B and C services under the State 'has been found grotesquely inadequate.' Consequently, a three percent quota came into force. for the Aruthathiyars. This has withstood the test of judicial scrutiny, says G. Santhanam, who served as Secretary of the BC, MBC and Minorities Welfare Department about 15 years ago. In 2012, he gave an opinion to the government for providing a 10.5% quota to Vanniyars within the 20%.. Though this was acted upon by the previous AIADMK regime nine years later, the Supreme Court, in April 2022, quashed the move.
