'Yuva Vikasam' to help jobless TG youth become job creators

Hyderabad: With the aim of empowering unemployed youth as prospective entrepreneurs, the Telangana government is all set to its path-breaking 'Rajiv Yuva Vikasam' scheme on June 2 -- Telangana Formation Day. Under the scheme, the government will provide financial assistance to 5 lakh unemployed youth from marginalized communities in the 2025-2026 financial year, equipping them with subsidized capital to launch their own businesses and become job creators. The government has already announced a substantial allocation of Rs 6,250 crore for the scheme, under which members of the Scheduled Castes, Scheduled Tribes, Backward Classes and Minority communities will receive highly subsidised loans. The beneficiaries will get 100 per cent subsidy on loans up to Rs 50,000 and 90 per cent subsidy on loans up to Rs 1 lakh. The government will offer 80 per cent subsidy up to Rs 2 lakh and 70 per cent subsidy on loans up to Rs 4 lakh loans. In the first phase, the sanctioned loan amounts up to Rs 1 lakh will be given on the launch of the scheme on Monday. According to officials, over 16.22 lakh applications from the unemployed had been received and the first 5 lakh beneficiaries selected for this year, ensuring 80 per cent represented marginalized groups. Additionally, 25 per cent of spots are reserved for women and 5 per cent for persons with disabilities. After the distribution of sanction letters, the government-owned employment agencies will organize intensive entrepreneurship development training from June 10 to June 15. The grounding of business units will start from June 16, with a strict deadline for all ventures to be operational by the Gandhi Jayanti (October 2) this year. According to Deputy CM Bhatti Vikramarka, the government estimates that each new unit will create an average of 4.4 jobs. With 5 lakh businesses launching simultaneously, the government is anticipating the creation of 22 lakh new jobs, both directly and indirectly and giving a significant boost to the state's economy. 'By turning lakhs of unemployed youth into business owners within months, Telangana aims to ignite a grassroots economic revolution while setting a new benchmark for inclusive development in India', the Deputy CM said.

Hyderabad: Deputy Chief Minister Bhatti Vikramarka Mallu directed officials to meticulously organise the distribution of sanction letters to beneficiaries of the Rajiv Yuva Vikasam scheme on June 2, the Telangana State Formation Day. At a review on the implementation progress of the Rajiv Yuva Vikasam scheme, the Deputy CM emphasised that the scheme was launched as a prestigious initiative. He instructed that from June 2 to 9, sanction letters should be distributed to the selected beneficiaries of the scheme across all constituencies in the state. From June 10 to 15, training programmes will be conducted at district and constituency levels. After June 15, the grounding process (implementation of sanctioned support) must be carried out in an organised manner. The aim is to initiate the Rajiv Yuva Vikasam scheme on June 2 and empower 5 lakh youth to become self-employed by Gandhi Jayanti on October 2, he said. He further instructed that this programme should be conducted every month and completed in phases. Senior officials of the SC, ST, BC, and Minority Welfare Departments should coordinate with district in-charge ministers and collectors. Urban youth interested in becoming gig workers should be given the opportunity to purchase two-wheelers under the Rajiv Yuva Vikasam scheme, he said. The Deputy CM also directed that chairpersons of the welfare corporations receive applications under this scheme and forward all reviewed applications to the respective district collectors immediately. He criticised the previous ten years of governance, stating that welfare departments and the state's youth were neglected. To ensure the scheme's success, an SLBC (State Level Bankers' Committee) meeting was held a week ago. Since then, welfare department officials have been in constant discussions with bankers to bring the self-employment programme to its final stage. The Deputy CM appreciated their efforts.

The prestigious scheme was conceived to fulfil the aspirations of unemployed youth and it was accordingly decided to distribute sanction letters to selected beneficiaries from June 2 to June 9. This will be followed by training programmes at the district and constituency levels between June 10 and 15 and grounding process (implementation of sanctioned support) subsequently. The scheme envisaged empowerment of five lakh youth with self employment opportunities by October 2, coinciding with Gandhi Jayanti. The programme should be conducted in phases every month and senior officials of the SC, ST, BC and Minority welfare departments should ensure effective coordination with district collectors and in-charge ministers. Urban youth interested in becoming gig workers should be given opportunity to purchase two-wheelers as part of the Rajiv Yuva Vikasam scheme, he said. The Deputy Chief Minister wanted the chairpersons of the welfare corporations to receive applications under the scheme and forward all the reviewed applications to the respective district collectors at the earliest. He lamented that welfare departments and the State's youth were neglected during the 10-year BRS rule. In contrast, the Congress government had decided to provide support to youth from different communities through the Rajiv Yuva Vikasam scheme. He asserted that no other State in he country had spent ₹8,000 crore in one year for self employment of youth and such significant initiative was made possible by the people's government under the leadership of Chief Minister A. Revanth Reddy. The State government held a meeting with the State Level Bankers Committee few days ago and the officials concerned were in constant touch with bankers for bringing the scheme to its final stages. He wanted the officials to hold video conference with district collectors and take necessary steps to ensure successful distribution of sanction letters on June 2.

Hyderabad: The Telangana high court has cleared the way for conducting the Global Peace Festival by evangelist KA Paul's 'Gospel to The Unreached Millions' (GUM) on Saturday at Gymkhana Grounds, Secunderabad, but with strict conditions. Justice Narsing Rao Nandikonda passed the order while hearing a house motion moved by the society questioning the denial of permission by police. The society claimed that the event was meant to promote world peace and commemorate the cessation of hostilities between India and Pakistan. They argued that similar events were held peacefully in the past, including on Gandhi Jayanti in 2022, and that the denial of permission this time was unjust. The police, however, cited multiple reasons for refusal: anticipated traffic congestion on a working day, absence of clear participant and logistics details, potential noise disturbance, lack of parking facilities, and concerns over provocative statements previously made by Paul, which could trigger protests and law and order issues. After hearing petitioner's advocate Brahmadandi Ramesh and state home counsel Mahesh Raje, the HC observed that most of the police objections were logistical and could be addressed through conditional permissions. The HC quashed the police rejection letter and directed them to allow the event under strict conditions: not more than 1,000 people, no speeches, only prayers permitted with only four microphones without loudspeakers, no provocative slogans and the event should begin at 7 pm and end at 9 pm.
