India.com25-07-2025
Central government employees in India can take up to 30 days of leave every year for personal reasons, including looking after their elderly parents. This was confirmed by Union Minister of State for Personnel, Jitendra Singh, while answering a question in the Rajya Sabha during the ongoing Monsoon session of Parliament. He said that this rule is already part of the Central Civil Services (Leave) Rules, 1972. Under these rules, a central government employee gets:
30 days of earned leave
20 days of half-pay leave
8 days of casual leave
2 restricted holidays
every year.
These leaves can be used for any personal reason, such as caring for sick or elderly parents, the minister explained in a written reply.

What are the CCS (Leave) rules, 1972?
The Central Civil Services (Leave) Rules, 1972 came into effect on June 1, 1972, and they decide how leave is given to most Central government employees. However, these rules do not apply to everyone. For example, railway workers, casual or part-time staff, and members of the All India Services follow different leave rules. In total, 11 groups of employees are excluded from these rules.
What types of leave are available for central employees?
Earned Leave (EL) – Leave earned over time for personal use.
Half Pay Leave (HPL) – Leave taken with half the salary.
Commuted Leave – Half pay leave converted into full pay leave in special cases.
Leave Not Due – Advance leave, allowed when no other leave is left.
Extraordinary Leave (EOL) – Leave without pay when other options are used up.
Maternity and Paternity Leave – For new mothers and fathers.
Child Care Leave (CCL) – Special leave for taking care of children.
Study Leave – For employees wanting to pursue higher studies or training.
Special Disability Leave – If an employee gets injured during duty.
Seamen's Sick Leave – For employees working on ships.
Hospital Leave – For serious health conditions needing hospital care.
Departmental Leave – Special leave granted in certain departments.
How earned leave works for Central employees
Earned Leave is added to your leave balance twice a year i.e. on January 1 and July 1. When you use it, it is deducted from your leave account. Some special kinds of leave, like maternity or child care leave, are not deducted from your regular leave balance.

Other holidays and offs for Central employees
Apart from the leaves listed above, there are also other types of time-off like:
Casual Leave
Restricted Holidays
Compensatory Offs
Special Casual Leave
These are managed through government instructions and can change from time to time.

Security decisions taken by Chair: Rijiju on Kharge's objections to Oppn MPs being stopped

New Delhi, Parliamentary Affairs Minister Kiren Rijiju said on Friday that some MPs moved aggressively in Rajya Sabha to prevent its proceedings, prompting marshals to stop them, as he asserted that it is not the government but for the respective Chair of the two Houses to take measures he deems fit. Security decisions taken by Chair: Rijiju on Kharge's objections to Oppn MPs being stopped His reaction came after Leader of Opposition in the Rajya Sabha Mallikarjun Kharge raised strong objections to the presence of security personnel, including the CISF, in the well of the House, alleging opposition MPs were being prevented from raising issues. Rijiju said CISF personnel are part of the security apparatus after the incident of two intruders jumping into Lok Sabha and opening smoke canisters, adding that there have been cases of MPs even climbing over the secretariat table within the House. He said he is eliciting information from Rajya Sabha as to exactly what happened, assuring opposition parties that he will consult the Chair if they have any issue. The minister said what he had gathered is that some MPs stepped aggressively out of their seats to disrupt proceedings. Nothing will be done that comes in the way of MPs using their privilege or taking up their issues but they also have no right to prevent others from speaking and snatching the rights of other members, he added. "Parliament security is a serious issue overseen by the Chair and not government," he said. Asked about Kharge's objections to the presence of CISF, one of the central armed police forces brought in to oversee overall security mechanism following the December 2023 incident of intrusion, the minister said the security system has been updated after "some ugly incidents". He said, "Certain decisions were taken. The administrative mechanism within the premises of Parliament is not under the government of India so I cannot exactly comment on what should be done." In a letter to Rajya Sabha Deputy Chairman Harivansh, Kharge said he was shocked and astonished to see CISF personnel made to run in the House when members are exercising their democratic rights. Writing on behalf of the Opposition parties, the Leader of Opposition said, "We are astonished and shocked at the manner in which CISF personnel are made to run into the well of the House when the members are exercising their democratic rights of protest." Both Lok Sabha and Rajya Sabha have seen frequent interruptions since the Monsoon session began on July 21, with opposition members raising slogans and often trooping into the well to protest the special intensive revision of electoral rolls in Bihar. The two Houses have seen regular adjournments, barring the discussion on the Pahalgam terror attack and Operation Sindoor.
