44 External Injuries: Autopsy Report In Tamil Nadu Custodial Death Case

A man in Tamil Nadu who was allegedly killed while in police custody suffered 44 external and many internal injuries, according to the autopsy report. The report said a linear 3-cm scar and three other old scars are consistent with cigarette burns.
Ajith Kumar, 28, who worked as a temple guard in Tamil Nadu's Sivaganga, was initially detained for questioning following a theft at Madapuram Kaliamman temple in Thirupuvanam.
His forehead, arms, knee, foot and gluteal region had several abrasions and contusions, the post-mortem report showed.
A cut section of the brain appeared congested, the autopsy report said, suggesting an excessive accumulation of blood within the brain's blood vessels. This phenomenon, often referred to as cerebral congestion or brain congestion, can be caused by traumatic brain injury from impacts to the head.
"Forty-four injuries and more actually, so this is torture. Still, people have the guts to say he died of epilepsy," human rights activist and executive director of People's Watch, Henri Tiphagne, who is fighting this case, told NDTV.
"The police vehicles given under modernisation have turned torture chambers, with the torturer sitting next, there is no record of who's picked up into these vehicles".
His family has been telling the state government that the police tortured him to death in their custody.
The case has sparked a huge political row in the state ruled by the DMK under Chief Minister MK Stalin.
Complimenting the Madurai general hospital dean for the comprehensive post-mortem report recording all injuries, Mr Tiphagne added, "The police leadership is yet to mention the word torture. India doesn't have an anti-torture law. India is yet to ratify the UN convention on torture since 1997 despite several reminders".
He said it is time Tamil Nadu that speaks high of social justice enact what he would call "Ajith Kumar Anti-Torture Law".
Tamil Nadu BJP chief Nainar Nagendran said he will visit Ajith Kumar's house in Sivagangai district's Thirupuvanam tomorrow to offer his condolences.
Mr Stalin on July 1 said the state government will transfer the investigation of the alleged custodial death to the Central Bureau of Investigation (CBI), and assured the state's full cooperation in the probe.
"Considering that five members of the police department have been accused in this matter, and to ensure that no doubts or suspicions arise regarding the investigation, I have ordered that the case be transferred to the CBI. The Tamil Nadu Government will provide full cooperation for the CBI probe," Mr Stalin said.
All the five accused police personnel have been arrested and the deputy superintendent of police has been suspended. The Sivaganga superintendent of police has been put under compulsory wait.

It had been spotted several times cruising through the city, drawing attention from both car enthusiasts and enforcement agencies. Acting on a tip-off, officials from the Bengaluru South Regional Transport Office (RTO) tracked down the vehicle and verified its registration and tax status. Upon confirmation that the required Karnataka road tax had not been paid, the Ferrari was seized and a notice was issued to the owner, directing them to clear the dues by Thursday evening. The notice also cautioned that failure to comply would lead to legal action. ₹ 1.41 crore pending tax recovered from car owner The owner promptly responded to the warning and made a payment of ₹1,41,59,041, covering the pending tax and associated penalties. Transport department officials said the payment is one of the highest single-vehicle tax recoveries made in recent years. Transport officials have been closely monitoring gatherings of luxury and exotic car owners, especially during weekend drives, where vehicles with non-Karnataka registration plates are often spotted. These gatherings have helped enforcement teams identify several tax evaders. Officials reiterated that under Karnataka Motor Vehicle laws, any vehicle used regularly in the state must be re-registered locally and pay the applicable road tax, regardless of its state of origin.

A 33-year-old man died by suicide in Puducherry, allegedly due to relentless pressure put by private moneylenders to pay an exorbitant interest of ₹38,000 per month on a loan of ₹3.8 lakhs. The police have launched an investigation into the allegations made by the victim in the suicide note.(PTI/ Representational) The victim was a local functionary of the Tamilaga Vettri Kazhagam (TVK), a political outfit floated by Tamil actor Vijay. The deceased, who also worked at a chicken shop to support his family apart from owning a small business, was left paralysed due to an accident. His immobility left him in no condition to work; thus, he was unable to repay the loan. According to police sources quoted in an NDTV report, the victim named several moneylenders in his suicide note who allegedly drove him to take the extreme step. In one of the instances of harassment mentioned in the suicide note, a moneylender allegedly told the victim to send his wife and daughter to his house until the time he could repay the dues, NDTV reported. The victim also said in the suicide note that he was being charged ₹38,000 per month as interest for a loan of ₹3.8 lakh. That amounts to a staggering 10 percent monthly interest rate. For another ₹30,000 loan, a moneylender demanded ₹6,000 in interest every month, according to the suicide note. The moneylenders increased their harassment after the victim became paralysed and bedridden due to the accident. He made a heart-wrenching appeal to the actor Vijay to look after his wife and daughter in his suicide note. The appeal to the actor, whose political outfit the victim was a functionary of, underscores the depth of his helplessness. Police launches investigation into Puducherry man's suicide The police have launched an investigation into the allegations made by the victim in the suicide note and are verifying the identities and activities of the named moneylenders. So far, nobody has been arrested. The case has reignited concerns over unchecked usury in parts of Tamil Nadu and Puducherry, where informal lending networks often operate beyond legal limits, especially targeting small entrepreneurs and vulnerable families. Authorities have promised a thorough probe, and the death has triggered widespread outrage in the union territory and on social media. Punjab and Haryana high court chief justice Sheel Nagu on Thursday recused himself from hearing a petition filed by a Gurugram builder that sought to quash an FIR in a corruption case. Chief justice Nagu on May 10 in an administrative order had withdrawn the case from another judge who was set to pronounce the final judgment and listed it before his own bench. The withdrawal was prompted by 'oral and written complaints', chief justice Nagu had said. The petition filed by real estate firm M3M's director Roop Bansal seeks to quash an FIR filed by the Haryana anti-corruption bureau in April 2023 against himself and others including former special CBI court judge Sudhir Parmar. During subsequent hearings, the petitioner's counsel objected to the withdrawal of the case but the chief justice had maintained that the decision was taken to 'preserve the dignity and honour of the institution' and to 'protect the reputation' of the judge. On Thursday, appearing for the builder, senior advocate Abhishek Manu Singhvi submitted that he had instructions from his client to 'raise objection' to the chief justice continuing to hear the case. 'It is our duty to advise the court on principle. There are innumerable examples where the chief justice of India has refused to deal with the case on the judicial side when it has dealt with it on the administrative side. ..best example is also administrative judges who never deal with the cases which they have dealt on administrative duty,' Singhvi said. On the other hand, Zohair Husaain, counsel for ED, which has sought impleadment in the case, said what the office of chief justice does on the administrative side 'never comes in the way of the judicial side.' However, in view of the submissions, the chief justice ordered the listing of the case before some other bench. ED's interest in the case comes from the fact that Parmar was presiding over ED court and ED is investigating Bansal. The case stems from an April 2023 FIR, registered against Sudhir Parmar, Roop Bansal, and others under sections 7, 8, 11 and 13 of the Prevention of Corruption Act and Section 120-B of IPC for offences relating to a public servant being bribed, a public servant taking undue advantage without consideration from person concerned in proceedings or business transacted by such public servant, criminal misconduct by a public servant and criminal conspiracy. Sudhir Parmar, who was then special CBI judge, Panchkula, was accused of alleged favouritism towards Bansal and others who were accused in some FIRs being investigated by CBI and ED, pending before his court.
