Include Aadhaar, Voter ID: Supreme Court To Poll Body On Bihar Rolls Revision
Bihar voters should be allowed to submit Adhaar and voter Identity card as documents for the Special Intensive Revision, the Supreme Court told the Election Commission today during a hearing on the issue. The court pointed out that the risk of forgery - which was what the Commission had cited to rule out the three crucial documents including ration card - could happen for any of the 11 it had allowed.
"There's presumption of correctness with official documents, you proceed with these 2 documents. You will include these two documents (Aadhaar and EPIC)...Wherever you find forgery, that's on case-to-case basis. Any document on the earth can be forged," Justice Surya Kant remarked.
instead of "en masse exclusion", there should be, "en masse inclusion", Justice Kant told the Commission.
The court, though, refused to stop the publication of the draft rolls on August 1, making it clear that the final outcome would be subject to the decision on the appeals pending in the court.
The two-judge bench of Justice Kant and Justice Joymalya Bagchi did not hold a detailed hearing today as Justice Kant had to attend an administrative meeting with the Chief Justice of India in the afternoon.
Assuring the petitioners that the matters will be heard at the earliest, Justice Kant asked the lawyers to submit the tentative times required for argument by tomorrow.
Senior Advocate Gopal Sankaranarayanan, representing the Association for Democratic Reforms - one of the petitioners in the case - pressed for a stay, contending that it would inconvenience nearly 4.5 crore people as those excluded will have to wade through massive paperwork to seek inclusion.
Senior Advocate Rakesh Dwivedi, appearing for the Election Commission, requested the court not to interfere as it was only a draft list. Justice Surya Kant said the court can ultimately strike down the entire process if any illegality was found.
The petitioners had told the top court that the Commission was violating a previous order of the Supreme Court which had suggested that it consider Aadhaar cards, Electoral Photo Identity Cards and Ration Cards.
The Commission, however, said that it has already flagged its reservations about these documents, citing several fake ration cards. The bench, however, verbally told the Commission again to consider at least the statutory documents of Aadhaar and EPIC.

Indian Railways Ticket Booking: Indian Railways (IR) has undertaken several measures to ease the ticket booking process. A passenger's journey begins the moment they book a ticket. Effective July 1, 2025, new norms for Tatkal train ticket bookings have come into force. During the ongoing Monsoon Session of Parliament, 11 Rajya Sabha MPs — Maya Naroliya, Mithilesh Kumar, Dr. Dinesh Sharma, Mayank Kumar Nayak, Brij Lal, Kiran Choudhry, Dr. Sumer Singh Solanki, Narayana Koragappa, Ramilaben Becharbhai Bara, Baburam Nishad, and Rameswar Teli – raised queries with Railway Minister Ashwini Vaishnaw regarding the ticket booking system. The MPs sought clarification on whether Aadhaar-based authentication would be mandatory for Tatkal ticket bookings and whether passengers with Aadhaar-linked IRCTC accounts would receive booking priority. They also questioned how these measures would help curb misuse of Tatkal tickets by agents and touts. Responding to this, on August 1, Vaishnaw said that tickets under Tatkal Scheme can be booked through the website of Indian Railway Catering and Tourism Corporation (IRCTC)/its app only by Aadhaar authenticated users. He added that the agents have been barred from booking tickets during first 30 minutes of ARP of Tatkal booking. 'Measures taken in this regard have improved ease of booking by reducing instant booking of tickets. The system has also been made more equitable by restricting multiple bookings using fake accounts. Taking steps to ensure transparency in booking of Tatkal tickets based on feedback received on various platforms is a continuous and ongoing process,' the minister replies. As per Indian Railways revised norms for Tatkal ticket booking, the restriction timing for AC Classes applies from 10:00 am to 10:30 am while for non-AC classes from 11 am to 11:30 am, for agents. The Tatkal tickets booked at computerised Passenger Reservation System (PRS) counters and through authorised agents will require OTP authentication sent to the mobile number provided by the user at the time of booking. Shashi Tharoor challenges Delhi HC's ruling on defamation case over 'scorpion on Shivling' remark
Asking the complainant's lawyer "why be so touchy", the Supreme Court on Friday extended the stay on trial court proceedings against Congress MP Shashi Tharoor in a defamation case filed for his alleged "scorpion on Shivling" remark targeting Prime Minister Narendra Modi. The high court said that prima facie, the remark defamed the prime minister, the BJP as well as its office-bearers and members.(PTI File) A bench of Justices M M Sundresh and N Kotiswar Singh passed the order after adjourning the matter on the request of Tharoor's lawyer. The lawyer appearing for the complainant, BJP leader Rajeev Babbar, sought a hearing on a non-miscellaneous day. "What non-miscellaneous day? Why do you want to be so touchy about all this? Let us close all this," the bench said, as it posted the matter for hearing on September 15. Tharoor moved the top court against the Delhi High Court's August 29, 2024, order, which refused to quash the defamation proceedings against him, asking him to appear before the trial court on September 10. Tharoor's counsel previously argued that neither the complainant nor the members of the political party could be called an aggrieved party. The counsel also said that Tharoor's comment was protected under the immunity clause of the defamation law, which stipulates that any statement made in "good faith" is not criminal. Tharoor was stated to have merely made a reference to an article published in the Caravan magazine six years prior to making the statement. The top court had expressed surprise that in 2012, when the article was originally published, the statement was not deemed defamatory. "Eventually, it is a metaphor. I have tried to understand. It refers to the invincibility of the person referred to (Modi). I do not know why somebody has taken objection here," Justice Roy had said earlier. While refusing to quash the proceedings against Tharoor, the high court had said, prima facie, imputations like "scorpion on Shivling" against the prime minister were "despicable and deplorable". It said that prima facie, the remark defamed the prime minister, the BJP as well as its office-bearers and members. The high court also said there was sufficient material before the judicial magistrate for summoning Tharoor under Section 500 (punishment for defamation) of the IPC. The complainant alleged that his religious sentiments were hurt by the Congress leader's remark. In October 2018, Tharoor reportedly claimed that an unnamed RSS leader had compared Modi to "a scorpion sitting on a Shivling". The Congress leader purportedly said it was an "extraordinarily striking metaphor".

Shocked to see CISF trooping into the House: Cong chief Kharge writes to RS Deputy Chairman
New Delhi: Mallikarjun Kharge, the Leader of Opposition (LoP) in the Rajya Sabha, dashed off a letter to Deputy Chairman Harivansh Narayan Singh on Friday, flagging the "shocking entry" of CISF personnel into the House and also raising an alarm over the "objectionable" practice. Congress President Kharge said that he was writing on behalf of all the Opposition parties and claimed that the members were "astonished and appalled" over the entry of CISF, a part of the Central Armed Police Forces (CAPF), entering the Parliament with a "motive to control" the conduct of the House. 'We are astonished and shocked at the manner in which the CISF personnel are made to run into the Well of the House when the members are exercising their democratic right of protest,' LoP Kharge wrote in the letter. He professed that the CISF trooped into the House for the second-consecutive day on Friday and cautioned the government against such objectionable conduct. 'We saw this yesterday and we saw this today as well. Has our Parliament been reduced to such a level? This is most objectionable and we condemn it unequivocally,' Kharge further wrote. He added, 'We expect that in future the CISF personnel will not come trooping into the Well of the House, when the Members of Parliament are raising important issues of public concern.' Congress General Secretary and Communications incharge Jairam Ramesh shared party chief Kharge's letter and insinuated that "takeover of the chamber by CISF personnel" was in the works. 'After the sudden and unprecedented resignation of the Chairman of the Rajya Sabha, we are now seeing the takeover of the chamber of the Council of States by the personnel of the CISF,' he wrote in a post on X. 'The Leader of the Opposition in the Rajya Sabha has just written to the Deputy Chairman, Rajya Sabha on this shocking development,' he further said. Notably, both Houses of Parliament have been witnessing repeated disruptions over the Pahalgam terror attack, 'Operation Sindoor' and the Special Intensive Revision (SIR) of electoral rolls in Bihar. Though the two Houses witnessed marathon debate on the Pahalgam attack and 'Operation Sindoor', this week, however, any agreement on SIR discussions remains elusive for now.
