Bengaluru: Amidst growing concern around borrower stress, delinquencies, and the evolving regulatory landscape, Sa-Dhan—the RBI-recognised Self-Regulatory Organisation (SRO) for the microfinance sector—hosted a national conclave today in Bengaluru titled 'Emerging Role of Microfinance in the Changing Financial Landscape.' The day-long event brought together senior leaders, institutional heads, and compliance experts to reflect on the state of microfinance, introduce practical tools for client protection, and engage with emerging challenges including recent policy developments in Karnataka.
At the centre of the discussions was the launch of a toll-free grievance redressal number and the release of a Client Grievance Redressal Mechanism (CGRM) manual, developed with M2i Consulting. These steps mark a sector-wide push to improve transparency, client trust and institutional accountability.
Delivering the keynote at the inaugural session, Jiji Mammen, Executive Director and CEO of Sa-Dhan, reinforced this view. 'Responsible lending and client protection are at the heart of financial inclusion,' he said. 'A robust grievance redressal mechanism is central to this effort — not just in form, but in spirit. It must be implemented meaningfully to ensure that clients feel heard and supported at every step.'
The event brought together senior leaders and compliance heads from across the sector. The first panel reflected on microfinance's role in reaching underserved communities and its resilience through recent disruptions. While the sector comprises only 3% of India's total retail finance market, its impact is significant. Panellists spoke of the need for tailored, tech-enabled solutions that retain the human touch.
The CGRM manual, launched by Deepak Alok of M2i, is designed to help especially smaller MFIs build effective internal systems. It includes process flows, escalation protocols and tools to support ongoing training and monitoring.
A second panel explored how grievance redressal is becoming central to institutional strategy. Participants from Ujjivan SFB, IDF Financial Services, Spandana Sphoorty and Svamaan Financial Services shared evolving practices—from board-level oversight to mystery audits and gender-sensitive support structures.
The new toll-free helpline is managed in-house and currently operates in Hindi and English, with plans to expand to ten regional languages. It serves as a second-level grievance platform—bridging the gap between the MFI and the RBI.
Closing the event, Somesh Dayal, Deputy Director at Sa-Dhan, shared plans to roll out the manual across regions over the next six months, through webinars and in-person training sessions for grievance and compliance officers.
As borrower protection gains ground in both policy and practice, the conclave underscored the sector's shared commitment: not just to meet regulations, but to strengthen trust and accountability where it matters most—at the client level.

M1xchange's competitive advantage lies in its ability to offer MSMEs favourable discount rates ranging between 7-10%, which are substantially lower than the 12-20% interest rates they'd have to pay through traditional financing channels. In FY24 alone, it facilitated invoice discounting worth Rs 43,000 crore, a significant jump from Rs 23,100 crore in FY23. This exponential growth reflects increasing adoption among MSMEs, corporates, and financial institutions, signalling a fundamental shift in how India's small business sector is approaching working capital management. The platform's success extends beyond mere transaction volumes. By creating a transparent, efficient, and secure marketplace for trade receivables, M1xchange has also enhanced the creditworthiness perception of MSMEs among financial institutions. RBI relaxes norms for financing of project loans

The Reserve Bank of India (RBI) on Thursday rationalised the guidelines for financing project loans undertaken by banks and non-banking financial companies. The new norms will come into effect from October 1, 2025. In the final norms, the RBI has reduced the standard asset provisioning requirement to 1 per cent for projects that are under construction. In the draft guidelines, issued in May last year, the RBI had asked lenders to maintain a general provision of 5 per cent of the funded outstanding on exposure to projects under implementation at various stages. Project finance refers to the method of funding a project in which the revenues to be generated by the funded project serve as the primary security for the loan, and also as a source of repayment. 'Rationalisation of standard asset provisioning requirement to 1 per cent for projects under construction, which shall gradually increase for each quarter of Date of Commencement of Commercial Operations (DCCO) deferment,' the final norms said. DCCO is the date by which the project is expected to be put to commercial use and completion certificate/provisional completion certificate is issued to the concessionaire. The RBI said that requirements for under-construction commercial real estate (CRE) exposures will be, however, slightly higher at 1.25 per cent. For accounts that have availed of DCCO deferment, lenders will maintain an additional specific provision of 0.375 per cent for infrastructure project loans and 0.5625 per cent for non-infrastructure project loans (including CRE and CRE-Residential Housing), for each quarter of deferment, over and above the applicable standard asset provision. For the applicability of the new norms, the RBI said that projects will be divided into three phases – design phase, construction phase and operational phase. The RBI said that for all projects financed by a lender, it should ensure that financial closure has been achieved and original DCCO is clearly spelt out and documented prior to disbursement of funds; the project specific disbursement schedule vis-à-vis stage of completion of the project is included in the loan agreement; and the post-DCCO repayment schedule has been realistically designed to factor in the initial cash flows. In under-construction projects where the aggregate exposure of the lenders is up to Rs 1,500 crore, the RBI said that no individual lender will have an exposure which is less than 10 per cent of the aggregate exposure. For projects where aggregate exposure of all lenders is more than Rs 1,500 crore, the exposure floor for an individual lender shall be 5 per cent or Rs 150 crore, whichever is higher. A lender should ensure availability of sufficient land/right of way for all projects before disbursement of funds. As per the new norms, a lender will monitor the performance of the project and any build-up of stress on an ongoing basis and will be expected to initiate a resolution plan well in advance.

Sales of listed non-financial private companies grow 7.1% in January-March: RBI

Sales of listed private non-financial companies registered a 7.1 per cent growth during January-March quarter of 2024-25 as compared to 8 per cent of expansion in the previous quarter and 6.9 per cent during the year, according to RBI data released on Thursday. The Reserve Bank released data on the performance of the private corporate sector during the fourth quarter of 2024-25, drawn from abridged quarterly financial results of 2,936 listed non-government non-financial companies. Aggregate sales growth (y-o-y) of 1,659 listed private manufacturing companies moderated to 6.6 per cent during Q4:2024-25 from 7.7 per cent during the previous quarter. Annually, sales growth of IT companies improved further to 8.6 per cent in Q4 from 6.8 per cent in the previous quarter and 3.1 per cent a year ago. Live Events On the other hand, sales of non-IT services companies continued to grow in double digits at 10.9 per cent in Q4, on the back of good performance of telecommunication and transport & storage companies. "Manufacturing companies' expenses on raw material rose by 8.3 per cent (y-o-y) in tandem with their sales growth, however, raw material to sales ratio broadly remained stable during Q4 from the previous quarter," RBI said. Staff cost of manufacturing, IT and non-IT services companies rose by 10.0 per cent, 6.4 per cent and 9.5 per cent, respectively, during Q4:2024-25.
