Ship on fire: salvage operation delayed as salvor's vessel runs out of fuel

Even as the authorities have been struggling to contain the raging fire onboard the Singapore-flagged container vessel MV Wan Hai 503, which caught fire off the Kerala coast on June 9, the vessel, Offshore Warrior, deployed by the owners of the ship to mitigate the imminent danger of a possible explosion had to leave the site of the accident after running short of fuel, delaying the entire emergency response operations.
In a letter addressed to Wan Hai International Pvt Ltd, Singapore, on Wednesday, Director General of Shipping (DGS) Shyam Jagannatan said the vessel, Offshore Warrior, did not have adequate fuel onboard to continue the operation and had departed for Kochi for refuelling.
The letter said while it was understood that the salvors (T&T Salvage) appointed by the owners of the ship might have positioned the vessel at the accident site to secure the salvage contract, the concealment of critical operational information was entirely unacceptable.
Though the Indian Coast Guard had successfully managed to connect a towline to the burning vessel, the absence of Offshore Warrior was expected to delay the towing of MV Wan Hai 503 away from the Indian coast, which could have serious implications given the prevailing conditions, the DGS noted. Further, it was observed that Offshore Warrior that was positioned at the seat of the fire had limited firefighting capability and lacked foam to contain the spread of fire, making the vessel unsuitable for effectively addressing the rapidly evolving and critical situation, he said.
Serious concerns
Despite the severity of the incident, no firefighting assets or tugs had been deployed, no equipment had reached the site and necessary salvage assets still remained absent. The response initiated by the owners and salvors to mitigate the imminent danger raised serious concerns.
Stressing the need to immediately deploy suitable firefighting and salvage equipment, trained personnel, and support assets by the vessel owners and their appointed salvors, the DGS made it clear that any further delay in the process was an unacceptable risk to human life, the marine environment, and navigation safety. The Shipping Directorate would not hesitate to initiate criminal liability proceedings and other punitive measures against the parties concerned as they were responsible for launching effective measures. The owners, salvors, and other personnel concerned would be held responsible under applicable legal provisions for failure to take prompt and appropriate action in a maritime casualty, he said.

Of the 22 crew members of the Singapore-flagged vessel, 18 were rescued by the Navy, the Indian Coast Guard (ICG) and other agencies on Monday. The crew members include eight Chinese, six Taiwanese, five Myanmarese, and three Indonesian nationals, the ICG had said in a statement on June 9. The fire on board the Singapore-flagged container vessel has been largely contained, though it is still not fully under control, defence sources had said on Wednesday.

Chennai: Former Deputy Director of the National Aerospace Laboratories (NAL), Saligram J. Murlidhar, called the Ahmedabad plane crash one of the most unfortunate incidents in India's recent history, and raised the possibility of fuel contamination as a major factor behind the tragic incident. Speaking to ANI, Saligram J. Murlidhar said, "The Ahmedabad plane crash was one of the most unfortunate incidents in Indian recent history. The aircraft is a Boeing Dreamliner . It is one of the most ultramodern aircraft with all the safety precautions, navigation, and it is almost foolproof." According to Murlidhar, the aircraft carried more than 35 tons of fuel, and its inability to gain altitude suggested a major technical failure. He explained that authorities were trying to locate the Flight Data Recorder (FDR) and the Cockpit Voice Recorder (CVR) to analyse the final moments of the flight. "The first thing they have to do is to locate the Flight Data Recorder (FDR). They have to pull out the memory card from the FDR, mount it on a healthy unit, which can be replayed, and then download the data to a computer to start your analysis. Similarly, you get the data from the Cockpit Voice Recorder (CVR) and you try to synchronise those two to see what the conversation that has taken place, and then you try to correlate the root cause of this crash," Murlidhar explained. Live Events Murlidhar ruled out a bird strike as a possibility for both engines failing simultaneously, stating that such an event would not have affected both engines at once. "If we look into the possibility of both the engines malfunctioning, it cannot be due to a bird strike because if it is due to a bird strike, then you will get some arcing sparking and smoke and both the engines will not encounter the bird strike at the same time," he noted. The expert suggested that fuel contamination may have been the cause of the crash, as it could lead to a thrust loss or power failure in both engines. "One of the reasons that can cause thrust loss, power loss, which prevented the aircraft from climbing, is fuel contamination. So if the fuel is contaminated, both engines will behave the same way, and the thrust generated is less, and the aircraft could not sustain the climb rate. It descended and it fell because it contained more than 35 tons of fuel to reach London. The moment it crashed, there was a big, huge fireball," he added. On Thursday, the Al-171 Boeing Dreamliner 787-8 aeroplane bound for London's Gatwick had crashed shortly after it took off from the Ahmedabad International Airport. The airlines said only one out of the 242 people on board the aircraft survived the crash. The aircraft was piloted by Captain Sumeet Sabharwal, a Line Training Captain with 8,200 hours of flying experience, assisted by First Officer Clive Kundar, who had logged 1,100 flying hours. According to Air Traffic Control (ATC), the aircraft departed from Ahmedabad at 1339 IST (0809 UTC) from runway 23. It made a Mayday call to ATC, but thereafter, the aircraft did not respond to the calls. Immediately after departing Runway 23, the aircraft crashed outside the airport perimeter, and heavy black smoke began emanating from the accident site. There were 169 Indian nationals, 53 British nationals, seven Portuguese nationals, and one Canadian national on board the crashed plane, airline authorities said.

New Delhi: Only one person walked out of the shattered Boeing 787-8 Dreamliner. British-Indian national Vishwash Kumar Ramesh, seated in 11A, emerged as the sole survivor of Air India flight AI-171, which crashed just moments after takeoff from Ahmedabad's Sardar Vallabhbhai Patel International Airport. The crash, India's deadliest single-aircraft disaster in decades, occurred at 1:38 pm on Thursday. The aircraft, bound for London Gatwick, went down seconds after departure, striking a multi-storey hostel housing resident doctors of BJ Medical College in the Meghaninagar area. Among the dead were 229 passengers and 12 crew members. Officials said five medical students on the ground also died. But Ramesh, a 40-year-old businessman based in the UK, walked out of the wreckage dazed, bloodied and burned. His brother, seated in 11J across the aisle, was not as fortunate. "Everything happened in front of my eyes. I thought I would die," Ramesh said hours after Prime Minister Narendra Modi visited him at Ahmedabad Civil Hospital. Seat 11A is positioned in the first row of economy class, directly behind the business cabin and close to the emergency exits on the left side. When the aircraft hit the ground, the front-left section, including 11A, collapsed into the ground floor of the hostel building, not the upper levels where the aircraft's main body suffered its worst destruction. "The side where I was seated fell into the ground floor of the building," Ramesh recounted. "There was some space. When the door broke, I saw that space and I just jumped out." Ramesh was lucky. The section opposite him, where the plane had rammed into a wall, was sealed off by debris and fire. None of the occupants from those rows survived. "The door must've broken on impact," he said. "There was a wall on the opposite side, but near me, it was open. I ran. I don't know how." Photos from the site confirm his account. The midsection and tail of the plane were reduced to charred rubble. But the forward fuselage had partially broken off before catching fire, allowing a narrow exit path. "I don't know how I came out of it alive," Ramesh said. "For a while, I thought I was about to die. But when I opened my eyes, I saw I was alive. And I opened my seat belt and got out of there. The airhostess and aunty uncle all died before my eyes." Ramesh is now in bed 11 of Ward B7 at Ahmedabad Civil Hospital, under 24-hour monitoring. His ward is guarded by the Gujarat ATS and the city crime branch. PM Modi arrived in Ahmedabad on Friday and visited the crash site and later the hospital, where he met Ramesh. "He asked me what happened," Ramesh said. "I told him I don't know how I lived. It all happened so fast." The fact that only one person survived has drawn comparisons to past aviation disasters where a single passenger lived. In 1987, four-year-old Cecelia Cichan survived the Northwest Flight 255 crash in Detroit. In 2009, Bahia Bakari, 12, was the only survivor of Yemenia Flight 626 crash near the Comoros Islands. More recently, co-pilot Jim Polehinke survived the 2006 Comair crash in Kentucky.
