El Salvador abolishes presidential term limits, extends term length
Aug. 1 (UPI) -- El Salvadoran lawmakers voted to abolish presidential term limits as part of constitutional reforms that could allow the country's populist president, Nayib Bukele, to remain in power indefinitely.
Under the reformed electoral system, the previous five-year term is increased to six years and a restriction limiting presidents to a single term is removed, allowing El Salvador's executive to run for office an unlimited number of times.
Members of Bukele's New Ideas Party in the Legislative Assembly voted through the reform on Thursday, 18 months after Bukele won a second term in a landslide victory, despite a constitutional prohibition on consecutive terms. The Supreme Court, packed with pro-Bukele justices, waived the ban on grounds that it infringed Bukele's human rights.
Opposition politicians and human rights organizations condemned the move, saying it removed one of the last remaining checks on power and brought the country a step closer to becoming a one-party state.
"Today, democracy has died in El Salvador," said opposition Republican National Alliance MP Marcela Villatoro.
Human Rights Watch said it was a power grab by Bukele aimed at ushering in a dictatorship.
"He's very clearly following the path of leaders who use their popularity to concentrate power to undermine the rule of law and eventually to establish a dictatorship," said HRW Americas deputy director Juan Pappier.
Cristosal, El Salvador's leading human rights organization, which fled the country for Guatemala two weeks ago citing threats and intimidation against its staff, criticized the lack of process and the way the change was rushed through.
"The day before vacation, without debate, without informing the public, in a single legislative vote, they changed the political system to allow the president to perpetuate himself in power indefinitely and we continue to follow the well-travelled path of autocrats," said Cristosal executive Noah Bullock.
Bukele's popularity mainly stems from a crime crackdown, targeting gangs in particular, that has seen El Salvador transformed from one of the most violent nations in the world to one of the safest in the region.
However, he is a divisive figure among Salvadorans.
His policies, including the use of emergency powers to detain as many as 75,000 people without due process, have drawn fire from human rights groups such as Amnesty International, which has said El Salvador was engaged in a "gradual replacement of gang violence with state violence."
The United States got pulled into questions around El Salvador after Maryland resident Kilmar Abrego Garcia, an undocumented Salvadoran migrant, was detained in one of Bukele's notorious 'mega prisons' after being wrongly deported to El Salvador in violation of a 2019 court order that said he could not be deported there.
He was among a group of 261 inmates imprisoned in one of the huge penal facilities after being deported by the Trump administration, who it said were either members of the Venezuelan Tren de Aragua gang or the Salvadoran-dominated MS-13.
Abrego Garcia, who was accused of being a member of the MS-13, was returned to the United States in June at the request of the Justice Department to face federal migrant smuggling charges in Tennessee.

Kim Yo Jong "sharply criticized the essence of the deceptive 'appeasement offensive'" by the administration of South Korean President Lee Jae Myung, state-run Korean Central News Agency said. "We have witnessed and experienced the dirty political system of the ROK for decades," Kim told North Korean Foreign Ministry officials during a meeting on Tuesday, using the official acronym for South Korea. "The ambition for confrontation with the DPRK has been invariably pursued by the ROK, whether it held the signboard of 'conservatism' or wore a mask of 'democracy,'" Kim said. The Democratic People's Republic of Korea is the official name of North Korea. Kim's remarks come as the United States and South Korea are holding their annual summertime Ulchi Freedom Shield joint military exercise. The 11-day exercise began Monday and includes live field maneuvers, computer simulation-based command post exercises and related civil defense drills. Some 21,000 troops, including 18,000 South Korean personnel, are participating this year. President Lee has stressed that the drills are defensive in nature and has made a series of overtures to North Korea since taking office in June in an effort to improve strained ties. In a speech Friday marking the 80th anniversary of Korea's liberation from Japanese colonial rule, Lee vowed to "respect" North Korea's political system and said Seoul would not pursue "unification by absorption." "We have no intention of engaging in hostile acts," Lee said. "Going forward, our government will take consistent measures to substantially reduce tensions and restore trust." Kim called Lee's defensive characterization of the joint military exercise "gibberish" and said his administration's "stinky confrontational nature is swathed in a wrapper of peace." "Lee Jae Myung is not the sort of man who will change the course of history," she added. The Blue House, South Korea's presidential office, responded to Kim's comments Monday, calling them "regrettable." "The Lee Jae Myung administration's preemptive measures for peace on the Korean Peninsula are not self-serving or for the benefit of one side, but rather are for the stability and prosperity of both South and North Korea," the office said in a statement. "It is regrettable that North Korean officials are misrepresenting and distorting our sincere efforts." Kim Yo Jong has made multiple public statements in recent weeks dismissing Seoul's rapprochement efforts, which include removing its anti-Pyongyang propaganda loudspeakers from border areas inside the DMZ. China to show off massive troops, never-seen-before weapons at WW2 parade
China will stage a massive military parade next month in the heart of Beijing to commemorate 80 years since the end of World War Two following the surrender of Japan, mobilizing tens of thousands of people and showcasing never-seen-before weapons. Hundreds of aircraft including fighter jets and bombers as well as high-tech armaments such as precision-strike weapons capable of traveling at five times the speed of sound, will be featured at the parade, military officials said at a press conference on Wednesday. The parade, the second such procession since 2015 to observe the formal surrender of Japanese forces in September 1945, will be a show of China's military strength as some of its neighbors and Western nations look on with concern over the projection of power by the People's Liberation Army in recent years. Lee Zeldin tells 'Pod Force One' how Stacey Abrams and Obama, Biden allies cashed in on $20 billion climate slush fund
The Biden administration tried to tie the Environmental Protection Agency's 'hands behind its back' by sticking it with billions of dollars that was later funneled to lefty nongovernmental organizations (NGOs), EPA Administrator Lee Zeldin told The Post's Miranda Devine on the latest episode of 'Pod Force One,' out now. 'When I was going through the confirmation process [in January], this video comes out,' the former Long Island congressman recalled. 'It was done through Project Veritas, but it was of a Biden EPA employee who was talking about how the agency was tossing gold bars off the Titanic, rushing to get billions of dollars out the door before Inauguration Day. He was also talking about the desire to get themselves jobs at the recipient NGOs.' After Zeldin was confirmed by the Senate, he and his staff began investigating 'with great enthusiasm and eagerness.' 4 Lee Zeldin claimed that EPA lacked adequate oversight of the Greenhouse Gas Reduction Fund. Zeldin made headlines Feb. 12, when he announced that the EPA had located $20 billion 'parked at an outside financial institution,' later revealed to be Citibank. 'They decided … to have that bank send the money through eight pass-through entities, all these NGOs [were] pass-through entities that were riddled with self-dealing and conflicts of interest, former Obama and Biden officials, Democratic donors … and the EPA was a party to the account control agreement with those prime recipients,' he said. 'But here's the thing, when the money goes through the prime recipients to others — in many cases, also pass-throughs — EPA no longer is a party of the account control agreement,' Zeldin went on. 'EPA is losing oversight by design intentionally.' One example of a beneficiary from the so-called 'slush fund' cited by Zeldin is Power Forward Communities, a coalition of nonprofits, including one linked to two-time Georgia Democratic gubernatorial nominee Stacey Abrams. 4 Lee Zeldin noted that an investigation into the Greenhouse Gas Reduction Fund is still ongoing. 'The Biden EPA gave them $2 billion in 2024, putting in their grant agreement a requirement that they needed to complete training called, 'How to develop a budget within 90 days.' So the Biden EPA said they didn't know how to develop a budget, and yet, in that window, they were able to start spending down the balance.' 'Many of the costs are just presented [with] little or no explanation as to why they are reasonable,' Zeldin went on. 'They're paying their CEO $800,000 or COO, $450,000, [they have] 22 people receiving over $150,000, and there's all different kinds of complaints, concerns expressed by Biden EPA officials saying, 'executive salaries appear excessive.' Another added that 'senior management salaries are seemingly high without justification.'' Abrams was a senior counsel for Rewiring America, which advocates moving homes away from fossil fuel usage. She does not appear to have been tied to the Biden EPA grant, and her time as counsel ended last year. 'For those at home doing the math, and this is a quote from the Biden EPA official, 'This is $358,333 per EV vehicle,' the reviewer wrote, adding that $150,000 per charging station 'seems too high.'' he continued. Congress had created the $27 billion Greenhouse Gas Reduction Fund in the 2022 Inflation Reduction Act to boost green energy initiatives across the country. The $7 billion not included in the 'slush fund' is going toward a 'Solar for All' initiative that will begin later this year. And the crazy thing is how little I would be able to answer, even today,' he said. Zeldin moved to cancel the outstanding climate grants back in March, triggering litigation from affected nonprofits. 'DOJ and FBI would be the ones to answer any questions as far as criminality,' he said. 'There was, by far, way too much waste and abuse as a systemic programmatic issue, where we had to take action quickly, which we were happy to do.' Zeldin stressed that he doesn't want to take 'money from a left-wing activist group and give it to a right-wing activist group. He said he just wants to make sure taxpayer dollars are being spent wisely. 'I think that the American public are, they're fed up with the bulls—t,' he said bluntly. ' And they want people in government to fight for them, to be a good steward of their tax dollars, and they don't want to get gaslit by congressional Democrats.'
