Hamamatsu-Born Technology Used for Fly Control in Palau; Company Wants to Develop ‘Fruit Fly Forecast'

A technology for quality inspection developed by a Hamamatsu-based company is being used for fly control in the island nation of Palau, where damage to mangoes and other crops caused by fly larvae has become a serious problem.
The technology by F.C.C. Co., a motorcycle components manufacturer in Hamamatsu, Shizuoka Prefecture, allows users to quickly analyze the species of several hundreds of thousands of flies collected from various parts of the country and identify the distribution of the flies throughout the island, enabling effective pesticide application.
The fruit flies, which measure 3-5 millimeters in length, are causing the most trouble for the people of Palau. The flies lay eggs on mangoes and other fruits, and the hatched larvae cause serious damage to them.
In 1998, the Palau government launched a nationwide fly eradication campaign to protect the mangoes from these tiny 'invaders,' but the campaign stalled due to budget shortfalls. In 2021, nearly a quarter-century later, Palau sought assistance from Japan, with which it has signed a memorandum of understanding in the agricultural sector.
In response, the Japan International Cooperation Agency (JICA) launched a project to develop a fruit fly control system.
The first step in fly control is to identify the distribution of the three types of fruit flies found in Palau — the mango fruit fly, breadfruit fly and oriental fruit fly — because different pesticides are effective on different types of fruit flies.
JICA set traps at 145 locations in Palau and attempted to capture approximately 300,000 fruit flies every two weeks and classify each one by species and distribution. However, as sorting was done manually with tweezers, one person could only identify 1,000 flies per day.
It was the F.C.C. Production Technology Center's DX group that provided a solution.F.C.C.'s Akinori Tsuchiya, 40, visited Palau on a trip in October 2023 and listened to the JICA staff there speak about the fly control project. He realized that his company's quality inspection technology, which uses artificial intelligence, could be useful.
Tsuchiya and his team made use of a technology originally used to detect distortions in motorcycle parts. They simply put large numbers of flies on a conveyor belt, and the AI automatically analyzed their colors and shapes and quickly compiled data on the distribution of the three fly species. JICA plans to begin drone-based pesticide spraying this autumn based on this distribution data.
Damage caused by fruit flies has been confirmed in Okinawa Prefecture and other areas in Japan. Tsuchiya said, 'If we can analyze the relationship between fruit fly distribution and various factors such as weather conditions and wind direction, it may be possible to create a 'pest forecast' similar to a weather forecast.'

HAMAMATSU — The municipal government of Hamamatsu is making a concerted effort to attract human resources with high skills and expert knowledge from overseas for the purpose of implementing technological innovation at companies and securing a capable workforce for them. The city of Hamamatsu, where numerous manufacturing companies are concentrated, is particularly interested in attracting people from India, who are often well-versed in the field of information technology. Therefore, the city is actively organizing exchange programs related to that country. ''Namaste' means 'hello' in India,' said Binay Kumar, 54, who runs a curry restaurant in Hamamatsu, as he stood in front of about 60 fifth graders at an elementary school in the city. This was part of an exchange program to teach students about Indian culture and music, held at the school on June 6. The children then learned about India in fun ways, such as trying to answer quiz questions about the Taj Mahal, a famous World Heritage site in India. The program was jointly organized by the city and musical instruments manufacturer Yamaha Corp. The Hamamatsu-based company is keen on promoting the spread of music education in India and other countries. The program will consist of seven sessions, lasting until January next year. For the final session, there is a plan to hold a joint music exchange event with an elementary school in India by remotely connecting both schools over the internet. 'If we are to attract skilled people from India, it is necessary to support their daily lives, too,' said an official of the municipal government's industry promotion division when asked about the significance of the program. 'For that purpose, it's important for the residents who will receive them to have opportunities to deepen their understanding of Indian culture, starting in childhood.' In light of these circumstances, the city is making plans for active economic exchanges with India. It has allocated about \100 million in the initial budget for its general account for fiscal 2025 to cover expenses associated with enhancing coordination between Indian government organizations and local companies in Hamamatsu. Furthermore, the municipal government is planning to open an international school for multinational students in fiscal 2027 at the earliest, since many high-skilled workers are hoping to bring their families with them when they come to Japan. 'Amid a declining population, local economies are subject to restrictions due to shortage of skilled workers,' Hamamatsu Mayor Yusuke Nakano said regarding acceptance of high-skilled foreign workers. 'Having highly skilled workers come to Japan from all over the world is a vital method of addressing this problem. An increasing number of such people are bringing their families when they start living in Japan, so I'd like to prepare a comfortable environment for them.' Yasutaka Saeki, an associate professor of the Hamamatsu-based Shizuoka University of Arts and Culture's department of intercultural studies who is well-versed in issues regarding non-Japanese workers, said, 'If [a municipality] can attract highly skilled foreign workers who come to live and work there with their families, then their children who grow up there could go on to contribute to the development of the town in the future. 'So even from the viewpoint of sustained development, it is important for companies and municipalities to work together to create a receptive environment for foreign workers,' he said.

US accuses 2 Chinese of illegally shipping Nvidia AI chips to China

(Reuters) -- Two Chinese nationals in California were arrested and charged with illegally shipping tens of millions of dollars' worth of AI chips to China, including Nvidia H100s, the U.S. Justice Department said on Tuesday. Chuan Geng, 28, of Pasadena, and Shiwei Yang, 28, of El Monte, exported the advanced Nvidia chips and other technology to China from October 2022 through July 2025 without obtaining the required licenses from the U.S. Commerce Department, the Justice Department said, citing an affidavit filed with the complaint. According to the affidavit, Geng and Yang's El Monte-based company, ALX Solutions, was founded in 2022, shortly after the U.S. imposed sweeping export controls on technology to China and began to require licenses for the chips. A spokesperson for Nvidia declined to comment. Over 20 shipments from ALX went to shipping and freight forwarding companies in Singapore and Malaysia, which are often used as transshipment points for illegal goods to China, a federal agent who works for the U.S. Commerce Department said in the affidavit. ALX received a $1 million payment from a China-based company in January 2024 and other payments from companies in Hong Kong and China, not from the freight forwarding companies, the agent said. Nvidia H100s are advanced chips that can be used to train large language models and for many other applications. Records show that from at least August 2023 to July 2024, ALX Solutions bought over 200 Nvidia H100 chips from San Jose, California-based server maker Super Micro Computer, declaring that the customers were in Singapore and Japan, the agent said. On one 2023 invoice valued at $28,453,855, ALX declared to Super Micro the customer was in Singapore, but a U.S. export control officer in Singapore could not verify the chips arrived in the country, and the company named did not exist at the listed location, the document says. Super Micro did not immediately respond to a request for comment. In addition to Nvidia's H100s, the pair is accused of illegally shipping Nvidia video graphics cards known as PNY GeForce RTX 4090, which also require a license for China. Geng and Yang appeared in U.S. District Court in Los Angeles late on Monday, according to the Justice Department. Geng, a permanent resident, was released on $250,000 bond. Yang, who overstayed her visa, has a detention hearing on Aug. 12. Lawyers for the defendants did not immediately respond to requests for comment.
