Delhi L-G inaugurates third ‘Aarambh Library' in Dwarka
The library with seating capacity for 65 students was thrown open on the first anniversary of the tragic incident in July 2024, where three students preparing for civil services lost their lives in flooded basement reading rooms in Rajinder Nagar.
Talking to media persons, Saxena said: 'Soon after the incident I had resolved to give affordable and good facilities to the students so that they make careers in the Capital and not lose their lives in the process. This initiative is a step in that direction.'
The Sector 16-B based Dwarka library-cum-reading room is the third Aarambh Library to be opened since January. The Aarambh network is poised for further expansion with upcoming libraries planned in Vikaspuri and Rohini.
'The two libraries will be inaugurated in the next 20 days,' Saxena said, adding that even Prime Minister Narendra Modi was hurt by the unfortunate incident in Old Rajender Nagar last July.
'Even PM Modi had insisted after the incident that we should make available good reading room facilities across the city,' he said, adding that a total of 10 libraries are targeted to be set up under the initiative.
Saxena said under the project the Delhi Development Authority is converting the less used community centres into libraries.
The Dwarka library marks the third state-of-the-art library-cum-reading room under the 'Aarambh' series, following the successful inauguration of the first library at Old Rajinder Nagar on January 5, 2025, and recently inaugurated second library at Adhchini Village on July 10, 2025.
Open to all 24x7, the library is equipped with modern facilities and can accommodate around 200 students across three 8-hour shifts, at a nominal monthly fee of Rs 1,000 per shift.
It also provides student-friendly environment with seamless Wi-Fi, secure lockers, CCTV surveillance, cafeteria, outdoor seating, open gymnasium, and running track.

4,557 EV public charging stations installed on highways and expressways: Nitin Gadkari
A total of 4,557 electric vehicle (EV) public charging stations (PCSs) have been installed across a length of 146,342 km on the state, National Highways, and Expressways in the country, the Parliament was informed on Wednesday. Uttar Pradesh leads with 507 public EV charging stations, followed by Karnataka at 489, Maharashtra at 459, Tamil Nadu at 456 and Rajasthan at 424, Road Transport and Highways Minister Nitin Gadkari said in a written reply to a question in the Rajya Sabha. "As per information available with the Bureau of Energy Efficiency (BEE), a total of 4,557 EV Public Charging Stations (PCSs) have been installed on the state/National Highways/expressways in the country," he said. The minister further stated that there is no scheme for providing incentives to the Charging Point Operators (CPOs). Meanwhile, 4,625 EV charging stations are currently operational in tier 2 cities in the country (as on April 1, 2025). The government recently said that with a financial outlay of Rs 2,000 crore, the PM E-Drive scheme will support the installation of approximately 72,000 EV public charging stations across the country. These stations will be strategically deployed along 50 National Highway corridors, within high-traffic destinations such as metro cities, toll plazas, railway stations, airports, fuel outlets, and state highways, the Ministry of Heavy Industries had said in a statement. The PM E-DRIVE scheme was launched in October 2024 to accelerate the adoption of electric vehicles (EVs) through demand incentives and expand EV charging infrastructure nationwide. The Centre has allocated Rs 10,900 crore for subsidies to EVs under this scheme. The Centre has also allocated Rs 873.50 crore towards the installation of 8,932 Electric Vehicle Public Charging Stations (EVPCS) by the three oil marketing companies (OMCs), namely IOCL, BPCL and HPCL, under the FAME-II Scheme . Earlier this month, the government launched a groundbreaking scheme to provide financial incentives for electric trucks (e-trucks) under the PM E-DRIVE initiative, with the maximum incentive set at Rs 9.6 lakh per vehicle.

Bengal teacher retirement extension case: SC sets aside 2023 Calcutta HC order
New Delhi, Jul 30 (PTI) The Supreme Court on Wednesday set aside a 2023 Calcutta High Court order upholding the West Bengal government's stance that the retirement age of a teacher cannot be extended as he did not fulfill a 10-year continuous teaching condition in a university in the state. The court also said classifying employees based on past teaching experience from universities within or outside West Bengal, particularly on the verge of retirement, after having served for decades 'lacks nexus and discernible object". A bench of Justices P S Narasimha and Manoj Misra said the intent of the February 2021 notification extending the retirement age from 60 to 65 years was not to exclude employees with experience from universities outside West Bengal. It said the text, context and objective of the notification revealed that its purpose was solely to distinguish between state-aided and private institutions. 'Classifying employees based on past teaching experience from universities within or outside West Bengal, particularly at the verge of retirement, after having served for decades lacks nexus and discernible object," the bench said. While allowing the appeal filed by the employee challenging the high court's division bench verdict, the bench said the appellant would be entitled to costs quantified at Rs 50,000. The apex court said when such decisions were subjected to strict scrutiny in judicial review, they unfortunately expose themselves as parochial, potentially undermining our resolve of fraternity. The bench said executive decisions like these seem minor or simple errors of perception but have far reaching consequences. 'Constitutional courts must be vigilant and identify such decisions, embedded in the nooks and crannies of public administration and set them aside, for they have the potentiality of triggering similar actions by other states and their instrumentalities," it said. Observing that principle of fraternity never asserts itself, the bench said it was the duty of constitutional court to recognise its erosion, 'even in the bylanes of public administration and to restore the essential 'We' to ensure the unity and integrity of the nation". The bench noted the appellant was initially appointed as a member of the teaching staff at Cachar College, Silchar in Assam in January 1991 and under the Assam College Employees (Provincialisation) Act, 2005, the college was taken over as a government college. It said after serving there for 16 years, he applied in response to an advertisement in June 2007 issued by the Burdwan University for a vacancy in the post of Secretary, Faculty Council for Post-Graduate Studies in Science. The bench said he was selected and after working for some time, was promoted to the post of senior secretary, Faculty Council for Post-Graduate Studies in Science, in January 2012. It noted after he already rendered over 14 years of service, the West Bengal government issued a memorandum in February 2021 increasing the age of retirement from 60 years to 65 years. The bench said the memorandum provided that benefit of increased age of retirement was extended only to those who had acquired a minimum of 10 years of continuous teaching experience in any state-aided university or college. It said after the appellant made a representation to the vice-chancellor of the university claiming benefit of the memorandum, the university informed that he would retire on August 31, 2023 on attaining the age of 60 years as he had no teaching experience in a 'university or college aided by the State of West Bengal'. Aggrieved by this, he approached the high court. A single judge of the high court allowed his plea and held that he was squarely covered by the memorandum and would retire on attaining the age of 65. Later, the state and the university filed separate appeals challenging the single judge's order. The division bench allowed the appeals and set-aside the order of the single judge. In its verdict, the apex court said the appellant was a regular employee, having joined the university in 2007 and continued in service uninterruptedly till 2021. 'The purpose of the notification is not to exclude those who had acquired the 10 years of teaching experience from universities or colleges outside West Bengal," the bench said. It said to insist on past teaching experience of 10 years within the state of West Bengal for extension of service, particularly when the employee had already worked for fourteen years was arbitrary and illegal. top videos View all 'It is a classic case of a suspect classification intended to sub-serve only parochial interests and nothing more. To insist on such a requirement for extension of date of retirement is totally unjustified," it said. The bench said the appellant would be entitled to the benefit of the notification. Rs 132.93 cr released under Cyber Crime Prevention Against Women and Children : Govt
New Delhi, July 30 (UNI) The government has released Rs 132.93 crore financial assistance under the 'Cyber Crime Prevention against Women and Children (CCPWC)' Scheme to States/UTs for capacity building including setting up of cyber forensic-cum-training laboratories, hiring of junior cyber consultants and training of LEAs' personnel, public prosecutors and judicial officers. Minister of State for Home Bandi Sanjay Kumar said in a written reply in Rajya Sabha that to strengthen the mechanism to deal with cyber crimes, including cyber crimes against women and children in a comprehensive and coordinated manner, the government has taken several steps including commissioning Cyber Forensic-cum-Training Laboratories in 33 States/UTs. These are Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Kerala, Karnataka, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Sikkim, Telangana, Uttarakhand, Uttar Pradesh, Goa, Meghalaya, Nagaland, Dadra and Nagar Haveli & Daman and Diu, Punjab, Tripura, Puducherry, Chandigarh, J&K, Rajasthan, West Bengal, Jharkhand, Manipur, Andaman and Nicobar Islands and Delhi. In Tamil Nadu the laboratory is only partially functional. In Lakshadweep and Ladakh, the laboratory has not been established. The Minister said that although Police' and 'Public Order' are State subjects and States/UTs are primarily responsible for prevention, detection, investigation and prosecution of crimes including cyber crime through their Law Enforcement Agencies (LEAs), the Central Government supplements the initiatives of the States/UTs through advisories and financial assistance under various schemes for capacity building of their LEAs.
