Economic Community of West African States (ECOWAS) and partners strengthen Ghana's capacity to monitor and report on women, peace and security commitments through the continental results framework
Delivering remarks on behalf of Dr Sintiki Tarfa Ugbe, the Director, Humanitarian and Social Affairs of the ECOWAS Commission, Mr. Olatunde Olayemi welcomed participants and reaffirmed the Commission's commitment to inclusive peace and security. 'Ensuring the full-fledged contributions of women is sine qua non,' he noted. He emphasized that ECOWAS's adaptation of the African Union CRF into a simplified regional framework is key to achieving more effective monitoring, implementation, and reporting on WPS across West Africa.
Mrs. Josiane Sombo, representing the West Africa Network for Peacebuilding (WANEP), highlighted the role of civil society as co-creators of peace and custodians of accountability. She noted that the CRF is not merely a technical tool; but a moral and political commitment and as civil society, they remain committed to ensuring that evidence-based, inclusive, and collaborative reporting is embedded in WPS monitoring systems.
Speaking on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), Ms. Paulina Hawkins reiterated Germany's strong support for feminist development cooperation. She highlighted that the workshop represents a vital step in localizing regional frameworks and enhancing national ownership of the WPS agenda. 'For the CRF is not just a reporting mechanism, but a strategic instrument for institutional transformation,' she added.
The European Union Delegation to Ghana, represented by Davide Messina, emphasized that the EPSG Project reflects the EU's long-standing partnership with ECOWAS to promote inclusive governance and gender-responsive peacebuilding. He highlighted that the training is more than capacity-building but should be seen as an investment in a stable, peaceful, and prosperous West Africa.
Delivering the opening remarks on behalf of the Ministry of Gender, Children and Social Protection, Ms. Faustina Acheampong Akua Frempomaa underscored Ghana's leadership in WPS implementation. With the GHANAP II and the Gender Equity Act of 2024, Ghana is setting new standards for institutional accountability. 'This workshop provides a timely opportunity to enhance our national reporting systems and align with regional WPS frameworks,' the representative affirmed.
Over 40 participants, including government officials, civil society representatives, security sector personnel, and technical working group members, were trained on the application of the simplified CRF tool and questionnaire. Through participatory sessions and practical exercises, stakeholders strengthened their capacity to monitor WPS indicators, track progress, and contribute meaningfully to Ghana's national and regional WPS reports. The workshop concluded with a renewed commitment to inter-agency collaboration and institutionalizing the CRF within national monitoring and evaluation systems. Ghana joins seven other Member States – Côte d'Ivoire, Nigeria, Benin, Liberia, The Gambia, Senegal and Togo that have hosted similar national CRF trainings as part of ECOWAS's regional strategy to enhance WPS accountability mechanisms.

President John Dramani Mahama Partakes in the 178th Independence Day Celebrations in Monrovia
President John Dramani Mahama, on Saturday, joined President Joseph Nyuma Boakai and the people of Liberia to celebrate their 178th Independence Day celebration in Monrovia. President Boakai in a spirit of national reconciliation said Liberia must heal itself, unite for a common purpose and inspire all for a faster development of the country. He called on all his citizens to leverage on technology to transform Liberia. The celebration as on the theme 'One people, one destiny, healing the past and building the future the ceremony reflected on the past, need for stock taking, reconciliation, a united national identity to rebuild a peaceful Liberia, endowed with rich natural resources'. The President was accompanied by the Minister for Defence, Dr Edward Omane Boamah, the Chief of Defence Staff of the Ghana Armed Forces, Lt. Rebuilding Social Cohesion and Public Trust in West Africa: Banjul Hosts the Inaugural Sahel Governance Forum
The inaugural Sahel Governance Forum (FGS) opened on Wednesday 30 July 2025 in Banjul, the capital of The Gambia, at the Sir Dawda Kairaba Jawara International Conference Centre, on the theme 'Rebuilding social cohesion and public trust in the region,' in the presence of Gambian President H.E. Adama Barrow, H.E. Goodluck E. Jonathan, former President of Nigeria, H.E. Dioncounda Traoré, former interim President of Mali, and the President of the ECOWAS Commission, H.E. Omar Alieu Touray. At the opening ceremony, President Barrow said that this Forum is a vital step towards redefining governance in the region. 'The Gambia is proud to host this important forum and to ensure that the benefits of lasting peace and inclusive growth are available to all Sahelians,' he added. In his address on behalf of the ECOWAS institutions, ECOWAS Commission President H.E. Omar Alieu Touray thanked the host country, The Gambia, the United Nations Development Programme, the Goodluck Jonathan Foundation and the International Institute for Democracy and Electoral Assistance (IDEA International) for jointly organising this important forum on the Sahel. ' The Forum is taking place at a particularly crucial moment when the security and governance landscape of the Sahel is undergoing profound changes. By many counts this forum provides a unique opportunity to share perspectives, foster meaningful dialogue, and co-create solutions for advancing a renewed governance agenda that prioritizes social cohesion and public trust across the Sahel region, and beyond.' said President Touray. In his speech, he emphasised that 70 million ECOWAS citizens originate from the Sahelian states of Burkina Faso, Mali and Niger. Even after their official departure, ECOWAS continues to consider these three countries as part of the community. And there is strong evidence that the three countries share a similar sense of belonging to the West African community. That is why ECOWAS and the three countries have agreed that, despite their withdrawal from ECOWAS and until a new agreement is reached, the people of West Africa will continue to benefit from the achievements of regional integration over the past 50 years, particularly with regard to the free movement of people and goods in the region. In addition, the two parties have agreed to work towards establishing conditions that facilitate collaboration in the fight against terrorism. 'It is in this context that we eagerly await the results of this forum, which I am confident will include innovative strategies to strengthen social cohesion and relations between citizens and the state, as well as to advance governance through stronger democratic institutions that will promote accountability, discipline and the achievement of results,' ' added ECOWAS Commission President, H.E. Omar Alieu Touray. It should be noted that the Sahel Governance Forum aims to establish a high-level, multi-stakeholder platform to advance a governance approach that is both holistic and tailored to the realities of the Sahel, for the benefit of governments and populations. This forum, which brings together more than 200 political leaders, policy makers, representatives of civil society, youth and women's organisations, and development partners, is intended to be a unique space bringing together governments, political leaders, technical experts, community leaders and citizens, the private sector and international partners from the Sahel and beyond. Regional Workshop on the Economic Community of West Africa States (ECOWAS) Fiscal Expenditure Methodology for Francophone and Lusophone States
The ECOWAS Commission, in collaboration with the World Bank, has launched a four-day regional workshop from the 28th to the 31st of July,2025 in Dakar, Senegal focused on strengthening the capacity of francophone and lusophone Member States to evaluate and manage tax expenditures. Speaking at the opening ceremony, the Representative of the Minister of Finance of Senegal, Mr. Issa Faye warmly welcomed delegates on behalf of the Government and people of Senegal. He emphasized the country's commitment to greater fiscal transparency and effective public resource management. ' Tax exemptions, if well-targeted, can be tools for growth and poverty reduction. However, their real impact must be rigorously measured ' he noted. Senegal's hosting of the event, he added, reflects its strong support for regional fiscal harmonization and cooperation. Mr. Rajiv Kumar, representing the World Bank, acknowledged the progress made by several ECOWAS Member States and encouraged greater transparency and systematic reporting. 'World Bank is pleased to partner with ECOWAS to deliver this important workshop that aims to strengthen the capacity of member states to manage the fiscal and economic impact of tax expenditures,' he stated. In her opening remarks, H.E. Ambassador Zelma Yollande Nobre Fassinou, ECOWAS Resident Representative to Senegal, emphasized the importance of the workshop and expressed gratitude to the Government of Senegal for its continued support for regional integration efforts. She highlighted that ' Tax expenditures,when not properly evaluated, can undermine domestic resource mobilization and limit the capacity of our governments to finance vital programs. ' Ambassador Fassinou emphasized that the workshop is not only a platform for technical learning but also an opportunity to strengthen partnerships and enhance collective governance in line with the 2023 ECOWAS Directive on Tax Expenditures. She further noted the importance of timely submission of tax expenditure reports by Member States, in alignment with the provisions of the Directive, as an important step towards improved transparency and accountability in fiscal policy across the region. Ambassador Fassinou also highlighted the workshop's aim to encourage open dialogue and peer exchange, noting that participants will present their national frameworks, challenges, and best practices. ' This workshop provides an ideal platform to deepen our shared understanding, align our methodologies, and enhance regional cooperation in managing fiscal incentives ' she said. The workshop features technical sessions, practical exercises, and country presentations aimed at improving governance, transparency and alignment of tax incentives with national development strategies. Participants include officials from finance ministries, tax administrations and regional and international partners. This workshop reinforces ECOWAS' commitment to strengthening national capacities and aligning fiscal practices with regional integration objectives.
