KUALA LUMPUR: The government is considering whether to make it a requirement to label artificial intelligence-generated content as 'AI generated' under the Online Safety Act 2024, which is expected to come into force by year-end, says Datuk Fahmi Fadzil.
The Communications Minister said the move is crucial to address the misuse of AI, such as scams, defamation and identity impersonation, especially on social media platforms.
'We also believe platforms must be proactive in labelling AI-generated content,' Fahmi said at a press conference after attending the Institute of Public Relations Malaysia's (IPRM) programme YOU & AI: MEET@BANGSAR here yesterday, Bernama reported.
Also present were Communications Ministry deputy secretary-general (Strategic Communications and Creative Industry) Nik Kamaruzaman Nik Husin, Tun Abdul Razak Broadcasting and Information Institute (IPPTAR) director Roslan Ariffin and IPRM president Jaffri Amin.
Fahmi noted that several social media platforms have voluntarily started to label AI-generated content, adding that such initiatives could be expanded regionally through cooperation among Asean countries.
On concerns over the spread of fake videos and images generated by AI, Fahmi said there are currently no globally satisfactory regulatory guidelines in place.
However, he added that active discussions are ongoing at the United Nations (UN) and International Telecommunication Union (ITU).
'I recently attended the AI for Good Summit in Geneva, Switzerland. Indeed, at both the UN and ITU levels, there is ongoing debate over who should be responsible for AI regulation.
'Certainly, at the national level, Parliament and ministries such as the Digital Ministry must lead. But we also recognise that every ministry has a role in assessing and evaluating AI use within its scope,' he said.
Earlier in his speech, Fahmi stressed that AI cannot fully replace human roles.
He urged the younger generation, especially Generation Alpha, to understand the benefits, challenges and limitations of AI, given that they are growing up in a world increasingly shaped by it.

Merchants that fulfill orders through the payment system will pay a commission to OpenAI, the report said. The move would allow OpenAI to tap a new source of revenue, taking advantage of the heavy user traffic on ChatGPT, in addition to its traditional subscription model. The checkout feature is still in development, but OpenAI and partners such as e-commerce platform Shopify have been presenting early versions of the system to brands and discussing financial terms, the report said. OpenAI and Shopify did not immediately respond to Reuters requests for comment. The two companies had announced a partnership earlier this year, shortly after the AI startup launched an enhanced shopping feature to better display products and reviews, the report added. The Sam Altman-led company currently displays suggested products on ChatGPT through links that take users to online retailers' websites. OpenAI said earlier this year that its annualized revenue run rate surged to $10 billion as of June, up from $5.5 billion in December 2024. The company, however, lost around $5 billion last year. The potential corridor, which Baku is keen to secure, would run roughly 32 km (20 miles) through Armenia's southern Syunik province, linking the majority of Azerbaijan to Nakhchivan, an Azerbaijani exclave that borders Baku's ally Turkey. Azerbaijan does not want the corridor to be controlled solely by Armenia due to concerns that Yerevan could revoke access too easily. Asked at a news conference if Armenia had received a specific proposal from Washington regarding the proposed corridor, Pashinyan said: "Yes, we have received proposals from the United States," Armenpress, a state news agency, reported. The transit link is one of several stumbling blocks to a peace deal between Azerbaijan and Armenia, neighbours in the South Caucasus region who have fought a series of wars since the late 1980s and remain arch rivals. The countries said in March they had finalised a draft peace deal, but the timeline for signing it remains uncertain. Pashinyan's comments came days after the U.S. ambassador to Turkey, Tom Barrack, said that Washington has proposed taking over the planned transit corridor. "They're arguing over 32 kilometres of road, but this is no joke. It's been going on for a decade – 32 kilometres of road," Barrack told reporters in New York last Friday, according to a State Department readout. "So what happens is America comes in and says, 'Okay, we'll take it over. Give us the 32 kilometres of road on a hundred-year lease, and you can all share it." GENEVA, July 16 (Bernama-Anadolu) -- The chief of the UN agency for Palestinian refugees on Wednesday warned that the war in Gaza has escalated beyond a humanitarian catastrophe, describing it as a fundamental threat to the rules-based international order and urging immediate action by states, Anadolu Ajansi (AA) reported. "Entire families, entire neighbourhoods, an entire generation are being wiped out in Gaza," Philippe Lazzarini said on X, citing his address to the Emergency Conference of States held in Bogota. "Hundreds of UNRWA staff -- our colleagues, our friends -- have been killed. Aid is blocked. Civilians are not protected," he added.
