Saudi Arabia Allows Iqama Renewal For Residents Even If Family Members Are Abroad
Saudi Arabia's General Directorate of Passports has announced a new policy allowing residents to renew their 'Iqama' (residency permit) even if one of their dependents or companions is currently outside the Kingdom, provided the head of the household remains in the country.
The new decision aims to help expatriates facing difficulties renewing their residency permits due to a family member being abroad.
The new rule ensures that the presence of the head of the household within Saudi Arabia is sufficient to proceed with the renewal process.
The policy has significant humanitarian and administrative implications, addressing common situations faced by resident families, such as children traveling for education, one parent accompanying a sick family member for medical treatment, or family emergencies abroad.
Previously, the requirement that all family members be in Saudi Arabia had led to delays and potential legal risks if the Iqama expired.
Under the updated guidelines, families can maintain their legal status and continue receiving essential services, even if one member is abroad, as long as the head of the household is in the Kingdom and manages the renewal process.
Additionally, the Directorate clarified that the extension of exit and re-entry visas for family members outside the Kingdom is now fully electronic. This can be done through the 'SADAD' system and the 'Absher' platform, removing the need for in-person visits to passport offices.

Sheikh Al Sudais stated that the measure reflects the presidency's responsibility to ensure a safe, comfortable, and spiritually uplifting environment for worshippers at the Two Holy Mosques, in line with the leadership's directives and commitment to the well-being of pilgrims. He emphasised that the move aligns with Islamic principles that prioritise the alleviation of hardship, particularly under challenging circumstances such as extreme weather, and considers the arrival of millions of pilgrims from around the world. In his address, Sheikh Al Sudais called on all visitors and pilgrims to diligently fulfil their religious obligations, including prayer, zakat, fasting, and the rites of Hajj. He also urged Muslims to embrace compassion, kindness, and generosity, especially during this sacred time, noting that such values reflect the noble character and teachings of Prophet Muhammad (PBUH). Saudi Arabia: Expats Without Official Permits Now Banned From Entering Mecca
Saudi Arabia's Directorate of Public Security has announced that expatriates without official permits are now barred from entering Mecca. Only individuals with: A Mecca-issued residency or work permit (iqama) Or an official Hajj permitwill be allowed entry into the holy city. As part of Hajj 2025 preparations, security checkpoints at all entry points to Mecca will turn back any non-compliant individuals. The move is part of broader efforts to manage the flow of pilgrims and maintain public safety during the pilgrimage season. Permits for entry must be obtained through the official 'Absher', 'Muqeem', or 'Tasreeh' digital platforms. The Ministry of Interior emphasized that no visa types, other than an approved Hajj visa, will be accepted for entry into or residence in Mecca during this period. The ministry also warned that sponsors who fail to report overstaying expatriates could face up to six months in prison and fines of SR50,000.

Expat Passport Info Can Be Updated on Absher for SR69
Passport information of expatriates can now be updated through the account of their employers via Absher platform without personally contacting the offices of the General Directorate of Passports (Jawazat). There will be a service charge of SR69, including VAT, for availing of this online service. The Absher platform will provide these services to those expatriates whose age is above 18 years after renewal of their passports. The platform allows access to this service through the 'My Services' section, then navigate to the 'Passports' section, access the Resident Identity Services, and update their passport information. The platform requires a clear photo of the passport to be attached to the Absher website, which automatically reads the passport number and expiry date. When reading the new passport information on Absher, the platform required the expatriate to agree to a pledge through which he/she has to confirm that the previous passport must not be lost, and there is not a report of 'absence from work' against the resident. The undertaking shall also include that there must be no traffic violations recorded on the residency permit (iqama) for which the new passport information is to be registered. Moreover, there must be no security restrictions for either parties (employer and employee), and they must be alive and keeping well. The passport information update service will be undertaken for one worker once in every five years. If the same resident has another passport, this requires personal contact to the Jawazat office for benefiting from the service. In the event that the previous passport is lost, it is necessary to visit personally the Jawazat office to avail of the service. If it is proven that the service was made available on a lost passport, the one who completed the service will be held accountable according to the rules and regulations. The registration of the new or renewed passport will be under the responsibility of the one who completes the service, and he will bear full responsibility if it is proven otherwise in terms of forgery. The online service of updating information will not be possible if the previous passport contains family members who have later secured new passports.
