They believe that the development of real estate and housing legislation in Kuwait, the government's commitment to reducing citizens' waiting time for housing, and the involvement of the private sector in resolving the housing issue have all paved the way for many real estate companies to enter the Kuwaiti market. The sources emphasized that this will create real and intense competition, which will positively impact the quality and prices of housing units, as well as the services provided to citizens.

KD 1bn deal for Al-Zour upgrade
Consortium including ACWA Power to design, finance, and operate new plant phases KUWAIT: Kuwait signed a deal on Sunday to double the production capacity of the North Al-Zour Power and Water Plant by 2028, at a total cost of KD 1 billion. The Kuwait Authority for Partnership Projects (KAPP), which oversees public-private partnership (PPP) projects, announced that the commitment document was signed with a consortium including the Saudi ACWA Power Company and the Gulf Investment Corporation. The project covers the construction of the second and third phases of the Al-Zour North Plant, which will produce 2,700 megawatts of electricity and 120 million imperial gallons of desalinated water on top of the plant's current production. This expansion will make it the largest power plant project in Kuwait's history. KAPP described the venture as a pivotal step in the state's strategy to meet growing demand for water and electricity, strengthen the national power network, and support future development projects. Located on the Arabian Gulf coast about 100 kilometers south of Kuwait City, the new plant will occupy roughly 500,000 square meters. It will be adjacent to the western part of the first phase of the Al-Zour North Plant and the northern section of the Al-Zour South Plant. Under the agreement, the winning consortium will design, finance, build, operate, and maintain the plant, producing electricity and desalinated water. Public shares will be issued to support execution, aligning with Law 39/2010 on establishing Kuwaiti shareholding companies for power and water projects and its amendments, as well as Law 116/2018 on public-private partnerships. A group of local and international banks will finance the project with contributions exceeding KD 1 billion (approximately $3.2 billion). The North Al-Zour Plant will be Kuwait's first privately-owned gas-fired combined cycle power and desalination facility. Kuwait set to repair heritage mosques, facilitate prayers
KUWAIT CITY, Aug 17: The Ministry of Islamic Affairs is currently preparing for the implementation of a tender for the maintenance of heritage mosques throughout the country as it has obtained approval from the Central Agency for Public Tenders (CAPT), say reliable sources. Sources said the tender includes periodic and minor maintenance works at various heritage mosque sites and their annexes. They confirmed the commitment of the ministry to maintain these mosques to make sure they are ready for worshippers at full capacity. Sources pointed out that heritage mosques are considered a living testament to the beauty of Kuwaiti Islamic architecture, indicating the total number of such mosques is about 50. Sources said these mosques are among the most important architectural landmarks in the country -- valued for their religious significance and spiritual influence. They added that the ministry previously implemented numerous projects to rehabilitate and restore these mosques, stressing that heritage mosques are an integral part of the historical and cultural identity of Kuwait, and that their preservation is a national responsibility. They explained that despite getting approval from CAPT, the project must still obtain approval from other relevant regulatory bodies before implementation can begin. In a related development, the State Audit Bureau (SAB) has approved the tender for cleaning services in mosques and buildings affiliated with Farwaniyah Governorate at a cost of KD3.5 million.
