
Major Gulf real estate firms rush to Kuwaiti market
KUWAIT CITY, May 18: Less than two weeks after the Council of Ministers approved a draft decree-law for amending certain provisions of Law No. 118/2023 regarding the establishment of companies to create, and economically develop cities or residential areas, also known as the 'Real Estate Developer Law', sources revealed that major Gulf real estate development companies are rushing into the Kuwaiti market to seize the opportunities presented by the new law.
They explained that some companies have already started studying the Kuwaiti market to assess available opportunities and the economic feasibility of entering the market. Meanwhile, several companies have already entered Kuwait, and have begun recruiting and building their organizational and legal structures to conduct operations. Among the companies entering the local market is a Saudi company (unnamed by the sources) listed on the Saudi Stock Exchange.
The sources confirmed that the total construction area developed by the company in Saudi Arabia exceeds 6 million square meters, in addition to a total of 18,000 housing units, some of which are still under construction. They believe that the development of real estate and housing legislation in Kuwait, the government's commitment to reducing citizens' waiting time for housing, and the involvement of the private sector in resolving the housing issue have all paved the way for many real estate companies to enter the Kuwaiti market. The sources emphasized that this will create real and intense competition, which will positively impact the quality and prices of housing units, as well as the services provided to citizens.

KUWAIT CITY, June 4: The Court of First Instance received a new case filed by a Kuwaiti citizen who has demanded full disclosure of the distribution and beneficiaries of donations totaling millions of dinars collected by the national campaign for refunding debtors' loans. Lawyer Reem Al-Baghdadi, representing the aggrieved citizen, requested detailed information on debt repayment records, the disbursement process, and the list of beneficiaries. She explained that her client was extremely surprised to be excluded from the current debtors' campaign beneficiary list, despite not having applied for any previous campaigns. An investigation revealed that the committee overseeing one of the previous campaigns had paid the government a fee of KD 10 owed by the citizen, based on a request from the Ministry of Justice. Her client was unaware of this payment and that his name had been included in the previous campaign's beneficiary list without his knowledge. Despite being able to pay the KD 10 fee himself, he applied to register in the latest campaign due to a large debt he could not afford to repay. Lawyer Al-Baghdadi emphasized that the purpose of this lawsuit is to clarify the mechanisms of the debtors' campaigns, ensuring transparency and fairness so that aid reaches those truly entitled to it based on clear and just criteria.

Two Commerce Ministry employees sentenced to 10 years for bribery, abuse of power
KUWAIT CITY, June 4: The Criminal Court, presided over by Counselor Abdulwahab Al-Maili, sentenced two employees of the Ministry of Commerce and Industry—a supervisor and a transaction coordinator—to 10 years in prison each. In addition, they were fined 400,000 Kuwaiti dinars and dismissed from their positions. The court found them guilty of abusing their authority, accepting bribes to overlook commercial violations, and fabricating false violations. Meanwhile, the court exempted a resident from punishment after he confessed to involvement with the defendants. The Ministry of Interior had earlier announced the arrest of the two ministry employees and their accomplice on charges of exploiting their positions, accepting bribes to ignore commercial violations, and fabricating false ones. According to a press release by the General Department of Public Relations and Security Media, law enforcement received intelligence regarding individuals exploiting their roles to accept bribes. After securing legal approval, the suspects were caught red-handed receiving 50,000 Kuwaiti dinars out of an agreed total bribe of 200,000 dinars. The operation, conducted in cooperation with the Ministry of Commerce and Industry, is part of ongoing security efforts to combat corruption and enhance public safety. Authorities emphasized that the suspects have been referred to competent legal bodies for prosecution. Security officials stressed that the law applies equally to all, with no exceptions, and reaffirmed their commitment to pursuing anyone who threatens national security.

Kuwait Ends Fee Exemptions for Work Visa Transfers
KUWAIT CITY, Jun 4: Kuwait's First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Youssef, has issued Ministerial Resolution No. 4 of 2025, introducing key amendments to the country's work permit regulations. The new resolution modifies provisions of Ministerial Resolution No. 3 of 2024, specifically targeting the mechanism for issuing work permits, the transfer of workers recruited under these permits, and the applicable fees. A major change includes the repeal of Article Two of the 2024 resolution, which previously exempted certain activities and sectors from paying additional fees for work permits based on manpower needs, as approved by the Public Authority for Manpower. Under the revised regulations, an additional fee of KD 150 will now be charged for each work permit granted on a case-by-case basis, eliminating earlier exemptions. The revised fee structure will apply to the following sectors and entities: Government-owned companies Hospitals, clinics, and medical centers licensed by the Ministry of Health Private universities, colleges, and schools Foreign investors accredited by the Investment Promotion Authority Sports clubs and federations Public benefit associations, cooperative societies, labor unions, charities, and endowments Licensed agricultural plots, including activities such as hunting, livestock pens, sheep and camel grazing Commercial and investment properties Industrial facilities and small-scale industries Additionally, the resolution abolishes Article Five, which had required the Public Authority for Manpower's Board of Directors to conduct a one-year impact study on the implementation of the 2024 decision. This move effectively cancels the need for a formal review and recommendation process previously mandated by the board. The decision reflects a broader effort by Kuwaiti authorities to standardize labor market practices and enhance regulatory oversight across the public and private sectors.
